My home town of Kilmarnock was once the industrial powerhouse of Ayrshire, but after decades of decline and deindustrialisation, it has never fully recovered. I welcome the Prime Minister's determination to revive our high streets and his focus on doing so, and I extend a warm invitation to him to visit the town at any time. Hope has been rekindled in Kilmarnock thanks to the Government's £20 million Pride in Place investment. We are seeing the creation of the first Kilmarnock town centre masterplan for over 50 years, led by the community, setting an achievable vision for a successful future, and we want to build on that momentum. Scotland's new Transport Secretary has criticised the UK Government's transport policy on High Speed 2 for being dysfunctional, yet after two decades in government, the SNP have failed to deliver a rail link to Glasgow airport. That is a vital infrastructure project that would boost economic growth, improve connectivity and create the integrated transport network that Scotland needs. Does the Secretary of State agree that rather than seeking to distract from their own abysmal record in government, the SNP should focus on delivering that major infrastructure investment, which is within their power and would bring lasting benefits to the people of Scotland?

Friend, and I suspect the people of Glasgow are at their wits' end with the approach to that project, having seen it repeatedly promised and deprioritised over the course of two decades. Mass transit systems can radically improve local transport in towns and cities across the UK, but plans can often be slowed down by fragmented funding arrangements, difficulties acquiring land, and planning delays. The Government's new mass transit taskforce will seek to remove those blockers, and our call for evidence on how that might work is now open. We are also devolving powers to local leaders so that they can deliver schemes faster, unlock growth, support new homes and better connect communities.

I could not agree more. My own mother worked in NHS Ayrshire, at Crosshouse hospital. The Scottish Government are letting dedicated NHS workers down after 19 years in power. They must account for their record on public services including NHS waiting lists and declining school standards.

Does the Minister agree that expanding the use of home-grown timber in construction and manufacturing would not only support UK forestry and small businesses, but strengthen supply chain resilience and reduce our reliance on imports, which currently make up 80% of the timber we use? What specific measures will the Government introduce to support this sector as a strategic national asset?

My hon. Friend knows that I am a strong advocate of steel in construction, but she is right: there has been a missed opportunity on timber, particularly as many of our hardwood forests are coming to maturity, which means we will have a real surplus of hardwood in the UK. Something we will suffer from, though, is downstream processing of timber, so we need to look at how we can encourage more investment in the sawmills and downstream processing industry.

This Government have recouped £400 million in covid fraud and error, with HMRC recovering a massive £1.3 billion, as well as aggressively pursuing the firm linked to Baroness Mone, PPE Medpro. Does my right hon. Friend agree that this Government’s relentless recovery action demonstrates that it is only under Labour that this money is recovered from fraudsters to do what it should do, which is to fund our public services?

The youth guarantee scheme represents a clear statement of intent from this Labour Government. Unlike the Conservatives, we will not abandon our young people to a lifetime on benefits, or allow the mental health toll of long-term unemployment to define their futures. Will my right hon. Friend outline how this policy will deliver for those young people by providing skills, confidence and meaningful work, and deliver for the wider economy by turning potential into productivity and reducing the cost of economic inactivity?

XLCC’s project to build the UK’s first high-voltage direct current subsea cable manufacturing factory at Hunterston represents a major opportunity for Ayrshire. It is exactly the kind of investment in renewable energy that we need to drive growth, create jobs and strengthen our energy security. What steps is the Minister taking to support firms such as XLCC to delivery these projects?

One reason why we are so keen for the supply chain for the upgrade of our grid to be in the UK is our wish to ensure that there are opportunities for factories in constituencies such as my hon. XLCC is currently changing its business model but remains committed to being part of the supply chain for cables in the future, and we will continue to do everything we can to support it.

Ofgem’s latest 2% price cap rise means higher bills for millions of households this winter, with the average annual cost now over £1,700. For families who are already struggling, even a small increase can push them into hardship. While the expansion of the warm home discount to more than 6 million homes is welcome, standing charges have also risen and energy debt now exceeds £4.4 billion. Can the Minister outline what further targeted protections are planned for vulnerable households this winter? More broadly, what are the Government’s plans to bring down bills, especially for those on low incomes?

As the Minister for Energy Consumers, I am totally focused on how we bring bills down. Ofgem has already released information about how it will be providing a low standing charge tariff from January. Friend to encourage her constituents to apply for, is providing additional support to 2.7 million households.

As one of the first female cadets in Scotland during the mid-1980s, I am aware of how transformative the cadet experience can be. However, now, in 2025, girls make up only a third of our cadet force. What more can my hon. Friend do to ensure that joining the cadets is seen as an exciting opportunity for girls as well as boys?

I thank my hon. Friend for making that important point. The cadet forces are an inclusive organisation, and I have been delighted to be able to visit branches throughout the country, for instance in Cornwall. A couple of weeks ago I visited a summer camp to observe the diversity of the cadets, which, in some cases, is far better than it is in the armed forces. Currently, 36% of community-based and 39% of school-based cadets are female. That is a positive, important and encouraging trend, and I hope that it will continue over time.

I welcome the progress this UK Labour Government have made in reducing A&E waits in England. That sadly contrasts with a crisis in Scotland, where recent figures revealed 2,472 Scots waited over eight hours to be seen. Jackie Baillie rightly warned that 'Lives are being put at risk' under the SNP, and it has been years since the Scottish Government last met any of their targets. Does the Secretary of State agree that only Labour in Westminster and in Holyrood has a serious plan to back NHS staff and cut waiting times?

I agree with my hon. Friend. There is no sign of the SNP Members this morning. They have obviously clocked off for the summer—or maybe they are just sparing their blushes, because the party has been in power for close to two decades in Scotland and has been steadily driving the NHS into the ground. The chair of BMA Scotland has said 'the NHS is dying before our eyes' with the SNP. It is on its fifth NHS recovery plan in less than four years. Scotland needs a new direction with a Scottish Labour Government. Working in partnership, we will fix the NHS across the United Kingdom and make it fit for the future.

Given the state of the NHS in Scotland, I suspect my counterpart needed to go and drown his sorrows. The truth is that the longer the SNP is in government, the longer the NHS in Scotland is on the road to nowhere. The SNP is now on its fifth health plan in four years. Thanks to the decisions taken by the Chancellor, it is not just the NHS in England that is receiving record investment, but the Scottish Government. I have used that investment to cut waiting lists by almost a quarter of a million people; the same could be true in Scotland, if the Scottish people boot out the SNP and elect Anas Sarwar and Jackie Baillie to deliver the change that Scotland’s NHS needs.

They and their families make considerable sacrifices to keep all of us in the UK safe and secure. Does he agree that the least we owe our servicemen and women is decent housing that they can proudly call home?

The nationalisation of ScotRail has been another SNP transport fiasco. The Scottish Government’s flagship £25 million scheme to boost the amount of freight transported by rail failed to achieve growth. Their mismanagement of ScotRail and their own budget has led to a double-whammy price hike for passengers, with the return of peak fares at the same time as price rises. Does the Secretary of State agree that, at a time when we need better trains to boost growth and reduce emissions, the SNP has instead consigned Scotland to a spiral of decline and let my constituents down?

It is an absolute disgrace that the previous Government made promises to communities such as Kilmarnock about funding that they never had an intention of keeping. My hon. Friend is absolutely right. What she really says is that the Ukrainians have been fighting with huge courage—military and civilians alike—and the best way we can help the Ukrainians to defend their own civilians is to step up our support for Ukraine. That is why we have increased military support and aid to its highest level ever. We have signed a new industrial treaty with Ukraine worth £3.5 billion to increase military hardware. We have hit the £1 billion milestone for the UK-led international fund for Ukraine. We will stand with Ukraine for as long as it takes.
