The Attorney General, in her—I must say excellent—recent letter on the matter, expressed her “disappointment” that the Royal Albert Hall Bill “is not more ambitious” and “that the constitution of the Corporation of the Hall of Arts and Sciences gives rise to a potential conflict between the private interests of seat-holding trustees and the Corporation's charitable objects.” She has said that she will look at this issue but, unlike her predecessors, will she please also consider, if she needs to, referring the matter to the charity tribunal, so it can be settled once and for all? Tickets to attend one of our country's most famous and treasured venues should not be turning up on notorious ticketing websites like Viagogo, and those who are receiving ill-gotten gains should not be running the charity.

The hon. Lady takes a very close interest in these matters and is, I believe, the chair of the all-party parliamentary group on ticket abuse. I really commend her for her work in this important area. Many of us who are great supporters of the Albert Hall are concerned by ticket costs. I am hopeful, as I said, that the two parties can continue to work together. I want to avoid expensive litigation if that can be done. A previous Attorney General was asked permission to refer the matter to the first-tier tribunal. I have not been asked by the Charity Commission to do so. I am very hopeful that this matter can be resolved amicably and I am very happy to remain involved if that is helpful.

Will the Government look to broadening the criteria of the Care Act 2014 to include those requiring support with administering medication?

The man who was convicted of causing death by careless driving when he killed my young constituent Gregg was sentenced to only nine months in prison. However, because he was charged with causing death by careless driving, not dangerous driving, Gregg's family had no right to appeal under the Attorney General's unduly lenient sentence scheme. Will the Minister agree to discuss this with the Attorney General and look into revising the scheme to include causing death by careless driving?

Does the Minister have any plans to extend the scheme further? There is obviously a lot more need than the current HAF schemes can meet, especially with the cost of living crisis. I visited my local HAF in Washington over the last few summers and will continue to do so at Christmas.

On Friday, I met Joanna, a lovely mum of two young children, who was diagnosed with secondary cancer three months ago. Since then, she has been passed from pillar to post and has received no treatment at all. Unfortunately, she is now receiving palliative care. What Joanna wants more than anything is to stop what happened to her happening to anyone else. Will the Secretary of State personally look into Joanna's case to make sure that she finally gets the treatment she urgently needs, and that no one else is failed by the system as Joanna has been?

While obviously the military is a very different institution, military charities continue to see an increase in demand for mental health support, although people do still struggle to speak out. Why is a review taking place of the Wigston review that was published just over a year ago? Why are charities excluded from this review?

The reason we are doing that is very clear. I am aware that, within Government, we are very good at doing reviews, but seeing the impact of those reviews in the real world is something else.

I want to start by wishing the Minister and his wife a huge congratulations on the birth of their daughter, Audrey. The Government's ambition is to make the UK the best country in the world to be a veteran, and the Opposition obviously share that ambition, but for 10 and a half weeks, the telephone service of the Veterans UK helpline was closed. The Minister will no doubt say that there was an email service, but his own figures show that that email service saw an overall reduction of over 10,000 contacts on average per month between April and June this year compared with last year, proving that veterans were not emailing instead. What assessment has he made of the impact of the closure of the telephone service on those people who would normally have called the helpline?

I thank the hon. Member for her kind comments about my daughter. She is right—the telephone service was briefly suspended while Veterans UK, like every other organisation in the country, tried to reconfigure its services, to ensure that we met the demand out there. We have helped over 13,000 veterans since 23 March. Per month, we make 470,000 pension and compensation scheme payments. I am still unaware—as I was six weeks ago, when I spoke from the Dispatch Box—of a single veteran whose urgent need has not been responded to, but if she is aware of any, I would be more than happy to meet her and find out what we can do better.

While most prisons are taking every precaution to prevent the spread of covid-19, union sources report that some rogue governors are attempting to return to business-as-usual practices, such as unlocking large numbers of prisoners and restarting training courses. Does the Secretary of State condemn that reckless behaviour and agree that all governors should be following official guidance, without exception?

The hon. Lady is right to point out the danger of over-enthusiasm going ahead of the guidance. My advice—my instruction—to everybody involved in this is to stick to the guidelines set out clearly by Her Majesty's Prison and Probation Service.

The Secretary of State keeps saying that local authorities do not need to worry about any of this, as the Government have said that they will be giving local authorities more money. Well, I asked my local authority on Friday whether that reassured it, and, surprise, surprise, it did not. That is because “more” can mean anything. Is it a penny more? Is it a pound more? Is it £100 more? Is it £1 million more? There is a bit of a difference. When will he let them know? He has now said that “imminently” means in a couple of days' time. Exactly what is he waiting for? Is it the Budget?

Waste Incineration Facilities

["The MP opposes a planning application for a waste incineration gasification facility in her constituency, Hillthorn Park. She cites opposition from over 10,800 constituents who signed a petition. Concerns include public health risks due to lack of transparency on technology and safety standards, carbon emissions contributing to climate change, noise and pollution from HGV traffic, impact on local roads, and potential devaluation of property values if the plant is built. I am concerned about the construction of a new energy recovery facility in Edmonton, which is one of London's three major waste incineration facilities. Darren Jones is concerned about the significant increase in waste passing through local facilities in Avonmouth, his constituency. This has led to an annual spike in fly populations during hot weather periods due to stored waste bundles on open land. He highlights that Bristol City Council's planning policies aimed at favouring the circular economy were overridden by national authorities, concentrating waste processing plants without local consent. The issue persists despite efforts by local officials, indicating a need for more robust action."]
