I thank the Prime Minister for that answer. Britain should be the safest country in the world to have a baby. We will keep raising this issue until it is the safest. The best legacy of the previous Conservative Prime Minister is our world-leading AI Security Institute, which is now essential to our national security, and to global security, in the age of artificial intelligence. But today, the Financial Times reports that Anthropic did not submit its latest model to the institute for testing, apparently due to pressure from the Trump Administration. Does the Prime Minister think it is acceptable for President Trump to undermine Britain's efforts to keep the world safe from dangerous AI?

I associate myself with the Prime Minister's opening remarks, not least about the 25th anniversary of the horrific terror attacks of 9/11. I welcome the Government finally banning imports from illegal Israeli settlements, something Keir Starmer should have done a long time ago. On Back British Farming Day, can I also celebrate British farmers? I hope the Prime Minister will do more than that and end the family farm tax. Last week I asked about North Devon's maternity unit, which is still closed. This week I have to raise Musgrove Park hospital, where the Prime Minister's Labour colleague Baroness Amos found the “most challenging” maternity estate in the whole country. She described “leaking roofs”, a ceiling propped up by poles and room temperatures that put newborn babies at risk. No mother should have to give birth in such circumstances. Does the Prime Minister agree that Musgrove Park cannot wait until 2033 for work to start on a new maternity unit? Will he offer a meeting to local MPs, so we can move it forward? And will he make fixing the maternity scandal across our country a top priority of his Government?

I hope at that summit the Prime Minister will negotiate a good deal for our country, our economy and our defence, and that means rejoining the single market. North Devon's maternity unit has been closed for three weeks due to staff shortages, so women now have to travel for up to two hours to give birth. I cannot imagine the extra stress and anxiety that would have caused us when my kids were born. Women are even being taught how to give birth in their cars—that should be unthinkable in our country. Will the Prime Minister commit to reopening North Devon's maternity unit in days, not weeks? Will he stop maternity closures across the country so that expectant mums never have to face travelling such terrifying distances?

The Prime Minister said yesterday that Brexit ushered in “a decade of low growth and stalled regeneration.” He is right. Our economy is stuck in this mess thanks to the Conservatives—and the leader of Reform UK—and their terrible Brexit deal. Unless we grow the economy, there is no way that we can end the cost of living crisis or cut the cost of borrowing for the Government. The answer is staring the Prime Minister in the face: join the single market, get a new deal with Europe, and cut costs for families, businesses and Government. It is the bold step our country desperately needs. Will the Prime Minister take it?

Can I invite the Prime Minister to join me at Chessington World of Adventures? We have not always agreed across the Floor, but can I pay my own tribute—I disagreed with Labour on Europe, and I have disagreed with the Conservatives on Europe! I say to the Prime Minister that, although we have not always agreed, I have always admired the way he has led his party, I have always admired the way he has been a true patriot, and I always admire the way he has worked with so many people across this House to do the best for the national interest. We thank him for his public service. One of the Prime Minister's qualities that people most underestimate comes from his experience as a carer. He has spoken powerfully about looking after his mother through her battle with Still's disease and the love and care he gave to his brother Nick. I know the Prime Minister agrees that we can and must do more for family carers. As he leaves No. 10, will he join me and other carers across this House to speak up for family carers, to be their voice and to get them the support they deserve?

I associate myself with so many of the Prime Minister's comments today, but particularly with his remarks about Ann Widdecombe. She devoted her life to public service and her murder was truly horrifying. I support his campaign for a memorial to her in this Chamber. I also thank the Leader of the Opposition for her tribute to Ann, and for reminding the whole House and the whole country that we need to remember her for the way she lived her life. Can I join the whole nation, and hopefully every nation, in wishing England well against Argentina tonight after their superb win against Norway? It is the last job of the Prime Minister to make sure that we win the world cup. Can I also pick up on a remark from the Leader of the Opposition about the by-election we are about to see in Clacton? I have to tell her that I cannot back joke figures with ridiculous policies, which is why I am supporting Count Binface. [Laughter.] As the Prime Minister finds himself with more time on his hands, can I recommend the new “Toy Story” film? For those who do not know the films, the main character used to be in law enforcement, but was mainly known for being a little wooden, and was replaced by a shiny new action figure from far away who thinks he can fly—and the name Andy is on everyone's lips. Maybe the Prime Minister should give that a miss, but does he share my fear that when it comes to Britain's national debt, the plan of the right hon. Member for Makerfield (Andy Burnham) is “to infinity and beyond”?

I have another concern that I think the Prime Minister will share: the rising tide of racist violence and hate that we are seeing in our country, and the way it is being incited and normalised, including, I am afraid, by some Members of this House. Does the Prime Minister agree that racism has no place in our country, and will he join me in condemning anyone who is stoking it?

Our national security requires the best possible missile defence system, including Royal Navy destroyers, but the funding in the Prime Minister's plan for this falls dangerously short. Yet he has rejected our proposals for defence bonds, which were used in the past to rearm our country. So why has the Prime Minister chosen to leave our country so vulnerable to missile attack?

As we swelter through this dangerous heatwave, we see the damage caused by extreme weather and climate change—schools closed, travel chaos, lives at risk, and massive costs to our economy and society. With the Met Office already warning that future summers will regularly break 40°C and bring even greater human and financial costs, is the Prime Minister alarmed that some parties in this House still follow Donald Trump with policies to send temperatures soaring even higher? Will the Prime Minister warn his successor not to listen to Conservative and Reform voices and instead to back our plans to cut bills and tackle climate change?

I associate myself and my party with the Prime Minister's remarks about the horrifying train crash in Bedford and the appalling attacks near a mosque in Edinburgh. Our thoughts and prayers are with the victims and their families. May I mention today's review of Nottingham's maternity services, which is truly shocking? I hope that the Government will rise to the moment and implement Donna Ockenden's recommendations in full, without delay. We all know how hard it is when relationships break down with close friends and allies, and when even our next door neighbour barely speaks to us some of the time, so have the Prime Minister's experiences opened his eyes to the need to rebuild Britain's relationship with our European friends and allies? Will he advise the right hon. Member for Makerfield (Andy Burnham) to put his EU red lines in the past and to adopt our plan for a new growth and defence partnership?

I urge the Prime Minister to look at our plans for defence bonds. I turn to the horrific scenes in Belfast: an appalling crime was committed, making us feel immense pain and anger. Extremists exploit grief and anger, aided by social media barons like Elon Musk. Does the PM agree that this is not who we are as a country? Will he crack down on platforms like X fuelling violence and hatred?

I join the Prime Minister in sending our condolences. As chaos over the defence investment plan continues, I am sure Members were shocked by reports that the Government are contemplating slashing hospital funding for military expenses. Surely in 21st-century Britain people can expect both a decent local hospital and armed forces that keep them safe. Will the Prime Minister rule out any cuts to NHS budgets to fund defence?

Does the Prime Minister agree that unless he changes course, he will be remembered for being neither radical nor sensible?

The murder of Henry Nowak was an evil crime made worse by the lies of the killer and the police response. Outside court, his father called for knife crime to be treated as a national emergency. Does the Prime Minister agree that victims deserve a politics where we solve these problems together?

Experts are warning that food prices will rise by 10% this year as farmers' costs soar. Trump's war has exposed how weak Britain's food security is, yet under the system brought in by the Conservatives, England is the only country in Europe where farm payments do not actively support farmers to produce food. Will the King's Speech include a good food Bill to fix that mistake and ensure that people can afford the food they need?

Yesterday, we heard Christian Turner, Peter Mandelson's replacement as US ambassador, say that the only country Trump has a special relationship with is Israel; that the Prime Minister's job is in danger after next week's elections; and that in the US, Jeffrey Epstein's associates have evaded responsibility for their actions. Does he fear that he will have to fire a second US ambassador for telling the truth?

If Trump's war pushes up energy bills by £500, the Chancellor's very narrow plans simply will not cut it. While I do not fall for the crocodile tears of the leader of the Conservatives, who cheered on this illegal war without a thought for the impact on people's energy bills, and while the Government are right to reject the idea of repeating Liz Truss's blank cheque approach, the Government cannot ignore the millions of families who do not receive benefits and who already face a cost of living crisis. Can the Prime Minister at least guarantee to all those families and pensioners that he will not let their energy bills go up by £500 this year?

Given the potential links with the Islamic Revolutionary Guard Corps, I hope that the Government will move faster to proscribe the group as terrorists. Just before President Trump posted about his supposed negotiations with Iran on Monday, traders made hundreds of millions of dollars of extra bets on oil futures. This looks like Donald Trump giving his mates inside information so they can make themselves richer, while his illegal war in Iran makes everyone else poorer. It looks like corruption of the very worst kind. Does the Prime Minister share my fear that Trump is making his war decisions on the basis of what enriches him and his friends, rather than what makes peace in the middle east?

A New World investigation into GB News has found hundreds of shocking breaches of the rules of impartiality and accuracy. We cannot let GB News propaganda turn our great country into its version of Trump's America. Either the Government rules are not fit for purpose or Ofcom is not properly enforcing them—which is it?

Britain's independent nuclear deterrent is critical for the defence of our nation and the whole of Europe, but the current Trident missiles will reach the end of their lives in the 2040s. Does the Prime Minister agree with Conservatives and Reform saying that we have to rely on President Trump and the US because we could not possibly do it ourselves?

I thank the Prime Minister for his reply, and I hope the Government will close any loopholes. This week, families across the country have seen petrol prices rise at the pump, mortgage rates go up and fixed energy deals get more expensive, all because of a war they did not start and do not support. The Leader of the Opposition has been competing with the hon. Member for Clacton to be Donald Trump's biggest cheerleader, and the Prime Minister was right to reject their costly warmongering. Last week, I asked him to guarantee that energy bills will not rise by hundreds of pounds in July. He did not answer, so let me try again: will he give people that energy bill guarantee now?

I pay tribute to the hon. Member for Warrington North (Charlotte Nichols) for her powerful and courageous speech in the debate on jury trials yesterday—I really hope the Prime Minister was listening. Thirty years ago this week, a man carried four handguns into Dunblane primary school and murdered a teacher and 16 children. I was deeply moved by the BBC documentary about it last night and by the courage of the parents who campaigned for a ban on handguns to keep other children safe, including Mick North, who lost his five-year-old daughter, Sophie, on that dark day. Mr North has rightly called on the hon. Member for Clacton (Nigel Farage) to renounce his description of the handgun ban as “ludicrous”—something the hon. Member still refuses to do. Mr North has also called for a review of firearms legislation to close any loopholes. Does the Prime Minister agree?

I thank the Prime Minister for his reply, but I hope he will act if energy bills do go up by £500. Donald Trump's war on Iran has not only brought more chaos across the middle east, but increased the threat to our national security here at home. The Iranian Revolutionary Guards Corps has previously plotted several failed terrorist attacks in the UK, targeting Iranian journalists, British Jews and Members of this House. It is now more desperate and dangerous than ever. We have called for the IRGC to be proscribed as terrorists for years. The last Government failed to do it, and so have this one. Will the Prime Minister table emergency legislation to better protect our country from Iranian terrorists, and will he do it this week?

May I associate myself with the Prime Minister's remarks on Sarah Everard and the need to do far more to tackle violence against women and girls? May I also associate myself with the Prime Minister's remarks on Iran? As we rightly debate how to make tax exiles pay their fair share, it is absolutely right that the Government do everything they can to get all British citizens to safety. Experts are warning that families could see their energy bills rise by £500 a year as a result of Trump's illegal war, but millions of families and pensioners are already struggling to keep their heads above water, thanks to years of a cost of living crisis. When Putin invaded Ukraine, the Prime Minister and I campaigned for months to get the Conservatives to act on energy bills. This time, will the Prime Minister save families that anxiety and give a cast-iron guarantee today that he will not let energy bills rise by £500 this year?

It has been revealed that a trustee of William Blake House embezzled £1 million, putting the unique facility at risk of closure. As this is a nightmare for many parents of disabled children, including myself, will the Prime Minister meet with families and support their rescue plan involving HMRC and Charity Commission?

Joining Prime Minister in congratulating Team GB on winter Olympics success and solidarity with Ukraine allies after four years resistance to Putin's war machine. Former PM Gordon Brown raised shocking concerns that Epstein used British airports, even RAF bases, for trafficking young women and girls. Needs full public inquiry into this. Agree or will release flight logs/documents?

Mr Speaker, I think I touched a raw nerve. I think the whole House will agree that the Mandelson scandal has shown yet again why we need a duty of candour for anyone and everyone in public office. There should be no more delays in putting the Hillsborough law on the statute book, after a long fight by the bereaved families and so many others, such as the Mayor of Greater Manchester. The Prime Minister once said that it would be one of the first things he did in No. 10. Will he finally do it now, even if it is the last thing he does?

May I associate myself with the Prime Minister's remarks about the dreadful stabbing of two children in Brent and the horrifying shootings in British Columbia? Our thoughts and prayers are with the children's parents and the people of Canada, especially those grieving the loss of loved ones. To appoint one paedophile supporter cannot be excused as misfortune. To appoint two shows a catastrophic lack of judgment. The right hon. and learned Gentleman once told this House that when a Prime Minister refuses to take responsibility, it only serves to convince people that things cannot get better, that Government cannot improve people's lives, and that progress is not possible because politics does not work.

I wish the Prime Minister a happy Christmas. I thank him for allowing the young carers choir to sing outside No. 10, and I hope that he and the staff enjoyed it. Our song is called “Love is Enough”, but the hard truth is that for many young carers and young adult carers, love is not enough. These amazing young people need real action to help them with the challenges that they face. In addition to the measures that the Prime Minister just talked about, will he support the Carers Trust's young carers covenant, to ensure that, across local authorities, we give these young people all the support that they deserve?

I join the Prime Minister in his praise and best wishes for our armed forces and emergency services, and I join others in wishing you, Mr Speaker, a happy Christmas, along with all the staff of the Commons and everyone across the House [Hon. Members: “Sing it!”] I will sing in a minute. I have had the great joy of spending time recently with some amazing young people from the Bath Philharmonia young carers choir. They are a brilliant example of the power of music to make a difference in young people's lives. One member, Caitlyn, has even developed a special new project to spread the joy of music to young people in our schools and communities. Will the Prime Minister meet Caitlyn to hear more about her exciting project, and will he work with us and others to support music in our schools and communities?

I thank the Prime Minister for that reply and hope that we can continue to work on a cross-party basis regarding Britain's role in securing peace and stability in the middle east. Moving on to another subject, British farmers are the best in the world, and that is because of our tradition of family farms, where from generation to generation a commitment to high-quality food, to our precious environment and to animal welfare is passed down. But family farms were let down badly by the last Conservative Government, with their botched transition to new payment schemes and their unfair trade deals with Australia and New Zealand, which have undercut British farmers. Now, many family farms feel that this Government's Budget will be the final blow. Will the Prime Minister change course and recognise the vital role that British family farms play?

While Syrians are rejoicing at the overthrow of the brutal Assad regime, many people there and around the world are worried about what comes next, as indeed the Prime Minister said, with threats of extremism, ISIS terrorism and unsecured chemical weapons. Only an open political process can bring peace and stability, but that will require the full backing of the international community. Does the Prime Minister share my concern that President-elect Trump said about Syria: 'The United States should have nothing to do with it'? If America steps away, will the Prime Minister step up and work with other allies to provide British leadership over Syria?

I am disappointed in that reply and hope that the Prime Minister will reflect on Labour's policy. Moving on to another pressing subject, more than 3 million people have been stuck on NHS waiting lists for more than 18 weeks. That is probably the worst, most appalling legacy of the last Conservative Government and it needs to be fixed. Does the Prime Minister accept that we will only get waiting lists down, and keep them down, if it is easier for everyone to see a GP when they need it? When he publishes his milestones tomorrow, will he include a guarantee with a timetable so that people will be able to see a GP within at least seven days, or 24 hours if it is urgent?

I, for one, will be downloading the song by the hon. Member for Neath and Swansea East (Carolyn Harris), and I join the Prime Minister in his delight about it. I also join him in support for Mandy Damari, and our joint hope that we will see Emily and other hostages released as soon as possible. The Prime Minister has rightly spoken about the need to restore and rebuild the public's trust in British politics. We believe a crucial part of that is reforming our electoral system to make it fairer and more proportional, and so do a majority of the British public. This House voted yesterday in favour of a Bill for electoral reform put forward by my hon. Friend the Member for Richmond Park (Sarah Olney). Will the Prime Minister make Government time available so we can consider that Bill about electoral reform and restore the public's trust in our politics?

I thank PM for his reply. I hope to hear more on hospices and national insurance soon. On Friday, Ofgem said that energy bills will rise again after last month's 10% increase; millions are worried about how they will make ends meet this winter. With bills going up, will the Prime Minister reconsider restoring winter fuel payments?

I associate myself with the Prime Minister's remarks on Storm Bert and flooding. Christine's father was denied end-of-life care after a few days due to funding cuts; he died in excruciating pain weeks later. Does the PM agree that urgent improvements are needed for access to high-quality end-of-life care, focusing on hospices? Will he commit to protecting hospices from national insurance rise?

Will the UK step up to fill any gaps if the US withdraws support from Ukraine? Will frozen Russian assets be seized to fund Ukrainian forces?

Will GPs and other health providers be exempted from the upcoming tax rise to ensure continued patient care quality?

Donald Trump's comments about 'trade wars' worry people. His 'Tariff Man' stance could harm our economy and cost of living. Does the Prime Minister recognize that it is urgent to remove European trade barriers?

Donald Trump praised Putin's actions in Ukraine. He also said he would encourage Russia to do whatever it wants against NATO allies. What action is the Prime Minister taking to change this stance?

When the UK takes over the presidency of the UN Security Council this Friday, will the Prime Minister make it a priority to secure a new resolution on preventing future atrocities, including a no-fly zone to stop the Iranian drones?

Will the Prime Minister take this opportunity to seize back world leadership on climate change by committing today to support the targets set out this week by the independent Climate Change Committee and publishing a programme to deliver on them?

I thank the Prime Minister for that answer, and ask him that Ministers listen to the voices of carers throughout the review. Let me turn to the middle east. Israeli Finance Minister Smotrich has said that starving 2 million people in Gaza might be “justified and moral”. National Security Minister Ben-Gvir called settlers who killed a 19-year-old on the west bank “heroes”. After my visit to Israel and Palestine last February, having witnessed the damaged that those extremist Ministers in the Netanyahu Government are doing, I called on the last UK Government to sanction them. They refused, but we now learn that the former Foreign Secretary was considering it. Will the Prime Minister now sanction Ministers Ben-Gvir and Smotrich?

I echo the Prime Minister's tributes to Alex Salmond, Sir David Amess and Lily Ebert. I welcome the news that Ministers are going to review the carer's allowance repayment scandal, after campaigns by carers organisations, The Guardian and the Liberal Democrats, culminating in our motion on the Order Paper today, but does the Prime Minister agree that the evidence needed for the review is already long established, and many of the decisions self-evident? Will he and his colleagues vote for our motion today, so that we can write off the overpayments, end the crazy cliff edge to the earnings limit now, and have a fuller review of the support that carers deserve?

When renegotiating trade deals, will the Prime Minister ensure that British citizens fishing off the Falklands can sail proudly under the Union Jack?

Will the Prime Minister reconsider negotiating a youth mobility scheme with European partners to improve relationships and benefit young people, businesses, and re-establishment of ties?

Last night, Liberal Democrats voted against withdrawing winter fuel payments. We believe it is just wrong to balance the books by removing this support from pensioners. Will the Prime Minister instead reverse those cuts so we can afford to support millions of struggling pensioners through this very hard winter?

When it comes to fighting cancer, we know all too well that every day counts. In the last year of the last Government, over 100,000 patients waited more than two months just to start their urgent cancer treatment—the worst on record. Will the Prime Minister help boost cancer survival rates by guaranteeing that every patient can start their cancer treatment within 62 days?

I am concerned about the social care crisis that affects millions of people around the country. After a once-in-a-century election, does the Prime Minister think there is a chance to fix this crisis? I ask him to set up a cross-party commission on social care so we can address this urgent matter.

I welcome the Prime Minister to his place for his first Prime Minister's questions. I associate myself and my party with the comments he made about the appalling attack on the soldier in Kent. Our thoughts are with his family, friends and comrades. I also associate my party with his comments on Team GB—we want them to succeed in Paris.

The Prime Minister has inherited many messes, and one is the scandal of the carer's allowance repayments. An example is my constituent Andrea, who is a full-time carer for her elderly mum. She went back to work part time—mainly for her mental health, she tells me—and was earning less than £7,000 a year. She has been hit by a bill from the Department for Work and Pensions for £4,600. Andrea is just one of the tens of thousands of carers facing these repayments. They are being punished for working and earning just a few pounds more than the earnings limit. Will the Prime Minister agree to meet me and other family carers to try to resolve this matter?
