Will my right hon. Friend join me in thanking the maternity team at the Royal Cornwall Hospital at Treliske in my Truro and Falmouth constituency for all the outstanding work they have done to improve maternity services over the last few years? Their sheer hard work, along with the coming new women and children's hospital, means that there are no midwifery vacancies in Cornwall.

On behalf of my constituents in Truro and Falmouth, I would like to thank all the health and social care professionals in Cornwall for their hard work in a particularly difficult winter. Everybody comes to Cornwall for their summer holidays, which is brilliant, but it means that there is no respite in summer or winter for our health and social care professionals. In addition, when we try to recruit people into health and social care, which is a vocation, the sector is competing with hospitality. Is my right hon. Friend the Prime Minister aware of the extra challenges that places such as Cornwall face in recruitment and retention?

My hon. Friend is right to shine a spotlight on that issue. Like her, I am incredibly proud of all our social care workers and their commitment to their profession. That is why, this spring, many of them will benefit from an increase of nearly 10% in the national living wage, which will put an extra £1,600 on to their payslips. However, we also want to make sure that they feel valued through professional development training and career progression, and our half a billion pounds of investment in the social care workforce will do exactly that for the workers in my hon. Friend's constituency and for others.

Last week, I met one of Truro's daffodil farmers. There is real concern in the industry that they will not be able to have their daffodil pickers in the fields this January. I know that the DWP is working with the Duchy College and is hoping to run a local sector-based work academy, but this is a complex issue requiring a long-term solution. I wonder whether my right hon. Friend would meet me and other Cornish MPs to see how we could resolve this in the long term.

I am only too happy to meet my hon. Friend at any time. I can assure her that we want to find the workforce to pick the flowers—the beautiful Cornish daffodils—that should not be “born to blush unseen”, if I remember the quote right. They should be properly picked. In addition to developing the local labour force, and making sure that we line up younger people and people across Cornwall with the opportunities that there are, she must not forget that, thanks to the EU settlement scheme, there are 6 million EU nationals still entitled to live and work in this country, who have taken advantage of that scheme. Never let it be said that we have done an injustice to that group.

Given the floating offshore wind manufacturing investment scheme funding recently awarded to Wales, can the Minister please advise me on when A&P Falmouth will be put on the reserve list? The Minister has promised to meet me on several occasions. Can I ask that we expedite that much as possible?

A&P Falmouth in my constituency has submitted an application to the Government for floating offshore wind manufacturing investment scheme funding in readiness to support the first floating offshore wind project in English waters. With Government support, it could supply electricity to 45,000 homes in Cornwall. The scheme is shovel-ready, pragmatic and deliverable, with huge support from local stakeholders as well as being vital to building the supply chain further in the south-west. Will my hon. Friend, alongside Department for Transport colleagues, carefully consider the application to help me deliver that for Cornwall, the south-west and the Celtic sea cluster?

As we have already heard, we were lucky enough to welcome the national armed forces family to Falmouth on Saturday for the national Armed Forces Day. From cadets to veterans, and those involved in their air display and all the national armed forces personnel, will the Secretary of State join me in thanking everybody for their efforts, and does he agree that this was the best Armed Forces Day we have ever experienced?

We have heard a lot about railways around the country this morning, but Cornwall is leading from the front when it comes to rockets and satellites. This year, we expect to see the first launch from UK soil, when lift-off takes place at Spaceport Cornwall in Newquay. One hundred and fifty-seven businesses across Cornwall are now linked with the space industry. I ask the Minister to ensure that the Civil Aviation Authority makes progress as soon as possible with issuing the necessary licences to ensure that the launch can take place this summer.

I thank the Minister for her answer. In Cornwall, there is clearly an appetite to move towards cleaner and greener transport, and Cornwall Council is currently rolling out a £3.6 million project to install and operate EV charging points across the county. Despite that huge step in the right direction, given Cornwall's rurality, it is limited in scope. Can the Minister help me to encourage towns, businesses and constituents in my Truro and Falmouth constituency to make use of the Government's electric vehicle home-charge scheme, which provides grant funding of up to 75% towards the cost of installing electric vehicle charging points?

I commend Cornwall Council, and I also commend my hon. Friend for the work that she is doing to ensure that we have this transport revolution as we transition from a fossil fuel transport system to one that is decarbonised. Electric vehicle charge points are absolutely the way forward at home, at work, en route, and at destination. This Government are rolling out the charging points with local authorities, and I would be delighted to visit her constituency and work with her council to do so.

The port of Falmouth has a history of long association with the Royal Navy and is regularly home to Royal Navy vessels, including the greenest vessel, HMS Tamar. As such, this relationship provides a significant contribution to the Cornish marine sector and the local economy in Falmouth. Can my hon. Friend assure me that Falmouth will benefit from this Government's record investment in our defence programme?

There are over 480 apprenticeship standards approved that support the marine industry, including a level 2 apprenticeship in maritime, mechanical and electrical engineering. Over 7,000 apprenticeship starts have been recorded in Truro and Falmouth since May 2010.

Friend will know, Falmouth University produces some of the world's best graduates in the creative arts industries. Will he meet me to discuss how best we can nurture this talent to potentially grow the film, TV and post-production elements in Falmouth in order to provide these quality industry careers here in Cornwall?

Will my hon. Friend join me in recognising the efforts made by the police and crime commissioner in Devon and Cornwall, Alison Hernandez, in helping to ensure that our area was the first outside of London to set up virtual remand hearings in police custody during the pandemic? I pay tribute to police and crime commissioner Alison Hernandez and all those working in Devon and Cornwall and across the country. I congratulate them on being first out of the blocks on video remand hearings. We are continuing to do video remand hearing work, particularly during the recent lockdown, and we have made some funding available to support forces doing that. I am sure that Devon and Cornwall will be receiving its fair share of support as part of the Government's commitment to recruit 23,000 extra police officers, underlining our commitment to law and order.

The Government has invested a quarter of a billion pounds in covid recovery, paying for 40 Nightingale courtrooms which will increase to 60 by the end of this month. Video technology enables over 20,000 hearings per week across all jurisdictions, and as a result, the outstanding caseload in magistrates courts has dropped by about 50,000 cases over the past eight months.

In Cornwall, we have benefited from over £600,000 in the second tranche of the Government's active travel fund—that is 100% of our initial indicative allocation. This will allow Cornwall Council to take forward a package of walking and cycling projects in the two biggest towns in my constituency, Truro and Falmouth. Does my hon. Friend agree that the Government's active travel fund is the key to enabling our country to start walking and cycling? Will he confirm that further tranches of this fund will be available to local authorities?

Obviously, we agree that the provision of high-quality infrastructure is vital to getting more people cycling and walking, and that local authorities have a key role to play in delivering that. There will be further funding for local authorities to deliver high-quality cycling and walking schemes in the next financial year, and beyond, as part of the £2 billion announced by the Prime Minister in the gear change plan, and I will be announcing further details of this in due course.
