I am proud to support a Government who believe in progressive taxation, as I am sure the Minister does—that those with the broadest shoulders should bear the greatest burden. Under the CenTax minimum share rule proposal, farm estates where at least 60% of the estate is used for farming would receive relief of up to £5 million per person. This would reduce the risk of family farms being broken up, place a greater burden on very large estates and those gaming the system, and double the forecast tax take. Will the Minister direct Treasury officials to take another look at the CenTax proposals on APR prior to the Budget?
Context
CenTax published a report titled “The Impact of Changes to Inheritance Tax on Farm Estates” which assessed potential implications for farmers. The report suggested reforms that would reduce the risk of family farms being broken up.

I thank my hon. Friend for his question—he is a strong advocate in this place for his constituency and for farming communities. Just last week, he made the point to me that our farmers and farming communities are crucial to economic and social and cultural life. Along with other Labour colleagues from rural constituencies, he has been working hard to raise the points that matter to farmers, and this Government are doing all we can to support our farming industry. On the specific point about CenTax’s proposals on minimum share, I do not need to direct officials to look at them, because I have read the proposals. It is worth noting that the number of losers from the proposed policy would be more than double the number of people affected by the changes that this Government are making. Over 1,000 estates would be affected by the proposals put forward by CenTax.

What can the UK Government do with our allies to ensure that we get humanitarian exit routes out of El Fasher for those civilians?
Context
Approximately a quarter of a million civilians are trapped in the city of El Fasher following an 18-month siege. This situation is part of the world's greatest humanitarian catastrophe.

What recent discussions has the Minister had with the Scottish Government on the impact of the Barnett formula on levels of funding for local authorities? The largest ever devolution settlement—£50 billion—is great news for Scotland and its local authorities, but under the SNP there are 840,000 cases on NHS waiting lists. This affects people in my constituency in North Northumberland, many of whom use cross-border healthcare and dental services, so does the Minister agree that the SNP needs to sort itself out and start delivering change to the NHS, as Labour is doing in England?

I could not agree more. In England, waiting lists have fallen since Labour came to office less than a year ago, while in Scotland they continue to rise, and we now see nearly one in six Scots waiting for treatment. John Swinney has, in total desperation, announced that the SNP Government’s fifth NHS recovery plan in less than four years, but the reality is that patients, staff and we all know that Scotland desperately needs a new direction.

I thank my hon. Friend for welcoming me and for his commitment and that of the Department to work with the nascent Syrian Government as they seek to protect and respect religious minorities. However, I am sure that he is aware that over Christmas there were attacks by Hayat Tahrir al-Sham fighters on the Christian-majority town of Maaloula, and some reports of attacks on Alawite communities. What more can he and his Department do to work with the Syrian Government as they seek to build a society in which all religious communities can take part without fear of religious persecution?

We will continue to call for all parties in Syria, in this moment of transition, to do the utmost to respect the rights of all religious minorities across the country.

The UK Government's position could not be clearer: international law, including international humanitarian law, must be held to, and that covers in particular the operations of healthcare workers. We pay tribute to them operating in such difficult circumstances.

Does the Secretary of State agree that we need more social homes in the right places to support the thousands of people in North Northumberland in need of a safe and secure place to live?
Context
The MP highlighted that over 6,000 people in Northumberland are not adequately housed and the council's own figures show a decrease in its housing stock since Conservative leadership.

I welcome my hon. Friend to his place, and he is absolutely right: it is a source of national shame that just over 1.3 million households are on social housing waiting lists. Nearly 14,000 of them are in Northumberland alone. This Government do not accept that it has to be this way; we will deliver a fairer, more sustainable right-to-buy scheme where existing social housing stock is protected to meet housing need.

I do. Indeed, raising £113 million was part of the deal that the last Government put in place as part of the £3.3 billion package that led to the restoration—well, that followed the restoration of the Executive.
