That is not the case. What would be failing victims is if our criminal justice system got to the point of collapse and we did not have prison places for violent offenders. This Government are getting on with reforming our criminal justice system. We are putting victims at the heart of it to protect them, and are making sure that we never run out of prison places again.

We know that households are struggling with bills and are worried about them. That is why we are doing everything we can to bear down on bills. We are doing that not just because it is a manifesto commitment, but because it matters to households across the country. While we sprint to clean power—we are clear that that is the route to bearing down on bills—we will support households. Whether it is the £500 million agreement we made with energy suppliers, the extension of the warm home discount to more than 6 million households, or the debt support we are providing to consumers with energy debt, we are taking short-term action.

Communities can speak about plans for their area and contribute to consultations, but nationally important infrastructure will need to be built somewhere for a clean power future. We are clear that less than 1% of land in the country would be used for solar farms.

May I congratulate the Secretary of State on his appointment of Rachel Kyte as his climate envoy to support his work with international partners? Before her appointment, did the Secretary of State declare to officials her links with Quadrature Capital, which donated £4 million to the Labour party? Also, did he declare her links to the Green Initiative Foundation, which gave him £99,000?

The question arises from concerns about the Secretary of State's declaration of interests before appointing Rachel Kyte as his climate envoy.

All the proper processes were followed by the Foreign Office, which was in charge of the appointment. I have to say that this is a very sad reflection on the Conservative party.
