Questions Asked by This MP
Parliamentary questions and government responses.
Response classifications show how directly each question was answered.
Successive Conservative Governments failed to invest in the transport infrastructure of the north-east, but the Labour Government are already changing that with the £1.8 billion that was recently secured for the region. Upgrading Moor Farm and Seaton Burn roundabouts can build on that, unlocking growth, and is supported by local people and businesses. Does the Prime Minister share my disappointment that rather than supporting my campaign for upgrades, the Conservative leadership in Northumberland county council is actively undermining my lobbying efforts to deliver this game changer for the north-east?
Context
A Labour MP expresses disappointment at the lack of support for transport infrastructure improvements in her constituency, particularly regarding the Moor Farm and Seaton Burn roundabouts.
The Prime Minister (Keir Starmer)
My hon. Friend is doing a superb job for Northumberland, and I am happy to set out what we have delivered. We have delivered more than £400 million of funding for Northumberland county council this year—a 5.8% increase—as well as an 80% increase in the number of homes on which construction has started in my hon. Friend’s area, a near £13 million increase in funding for Northumbria police, and 14 free breakfast clubs in Northumberland, supporting more than 3,000 children. That is the difference that a Labour Government makes.
Assessment
The PM did not directly address the issue of transport infrastructure upgrades as requested.

How are the Government backing our pharmaceutical sector, and supporting the north-east to secure and expand opportunities in this area?
Context
The North East Growth Plan identifies pharmaceuticals as a key growth sector. Companies like Organon and Sterling Pharma are providing good jobs and exporting globally.
Chris Bryant
We recognise the importance of the north-east’s pharmaceutical sector. We aim to back this growth sector by providing necessary support, securing and expanding opportunities in line with the North East Growth Plan's strategic goals.

Ministers will be all too aware of my campaign to unlock improvement at Moor Farm roundabout, which is currently holding back growth across the north-east and causing misery to local people on a daily basis. The Government have rightly taken steps to ensure that my region gets its fair share of investment through changes to the Green Book and place-based business cases, but will the Chancellor meet me ahead of the road investment strategy to ensure that we finally get this long overdue investment in a critical piece of north-east infrastructure?
Context
Campaigning for improvement at Moor Farm roundabout, which is currently holding back growth across the north-east.
The Chancellor of the Exchequer (Rachel Reeves)
My hon. Friend has been a tireless campaigner for the Moor Farm roundabout, which holds back both commuters and businesses, and therefore both growth and prosperity. I will continue to work with her on this. I know that the roundabout is now being properly considered for inclusion in the road investment strategy and I would be happy to meet her to discuss that further.

A number of local residents have been in touch recently following the announcement that a Cramlington dentist will no longer be offering NHS services and is moving to private practice only, which has led to a number of people being unable to access services locally. What more can the Government do to ensure that my constituents have access to appropriate local services?
Context
Local residents have been unable to access NHS dental services after a dentist moved to private practice. This situation raises concerns about the availability of local healthcare.
Stephen Kinnock
My hon. Friend is absolutely right to point out this issue. As I have said, the reforms that we announced in December will make a major difference, because dentists have not been incentivised to do NHS dentistry. That requires us to significantly increase the UDA, as we are doing, but there is a range of other measures that we need to take. I would be happy to meet my hon. Friend to discuss the specific details of that case.

Over 400 individuals aged between 16 and 24 across my constituency are without education, employment, or training and receive unemployment benefits; this could lead to long-term harm and limit their access to necessary skills and growth opportunities. How will the government's youth guarantee initiative support these young people in acquiring essential skills and securing fulfilling prospects?
Context
More than 400 16 to 24-year-olds in the constituency are not in education, employment or training, claiming unemployment benefits. The issue is highlighted as potentially causing lifelong damage and depriving them of skills and opportunities for development.
Pat McFadden
My hon. Friend is right to raise that issue. The numbers of people not in education, employment or training have been going in a negative direction for several years now. That's why we brought forward the youth guarantee, which will offer work experience, training and ultimately subsidised work, offering hope where previously there was only neglect.

Child poverty in the north-east reached shameful levels under the previous Conservative Government, damaging the life chances of children and young people. As the Minister has set out, this Government are turning the tide with not only the removal of the two-child cap, but the expansion of free school meals and the introduction of breakfast clubs, lifting 550,000 children out of poverty. Can she set out how the child poverty taskforce will work with the north-east’s child poverty reduction unit to ensure that we can go even further in the north-east?
Context
The MP noted that child poverty reached shameful levels under the previous Conservative Government, damaging the life chances of children. The Minister mentioned the removal of the two-child limit and the expansion of free school meals as part of the strategy.
Diana Johnson
Again, I thank my hon. Friend for her interest in this area. On Thursday I spoke to the North East Mayor, Kim McGuiness, at the North East combined authority about the excellent work that she is already undertaking through the child poverty reduction unit that she has created. Now that the strategy has been published, we will continue to work with mayors and local authorities, the public and private sectors, and civil society through a dedicated team in Government, with strong ministerial oversight, to deliver on tackling child poverty across the whole United Kingdom.

What recent steps have been taken to support postmasters seeking redress for harm caused by faulty IT systems? I am concerned about my constituent who is a victim of the faulty Horizon system, having lost her job and business, and has become a victim of abuse in her community. Despite my assistance, she remains without an outcome to her claim.
Context
A constituent of Emma Foody, a postmaster in Northumberland, lost her job and business due to the faulty Horizon system. Despite assistance from the MP, the claim remains unresolved.
The Parliamentary Under-Secretary of State for Business and Trade (Gareth Thomas)
My hon. Friend describes just one example of the terrible human impact that the Post Office scandal has had on many good people up and down our country who served their communities and were treated unbelievably badly by the Post Office. I will of course look into the case that my hon. Friend has raised. We are determined to do more to help not just her constituent but all those who are still waiting for compensation.

What estimate has the Secretary of State made of the number of additional jobs that have been created in clean power industries in the north-east since July 2024?
Context
The MP is concerned about the growth in clean energy jobs, particularly in her constituency.
The Secretary of State for Energy Security and Net Zero (Ed Miliband)
Since coming to office, the Government have shown how clean power can create jobs across our country, with thousands of jobs in nuclear, through investments in Sizewell C and small modular reactors; in carbon capture and storage; in offshore wind; and in home heating through the warm homes plan. The north-east is uniquely placed for green energy revolution with the expansion of the Energy Academy providing a skills pipeline. Early on in this Government, they delivered the east coast carbon capture, usage and storage cluster projected to create thousands of jobs including benefits for Cramlington and Killingworth constituency.

What recent progress has been made on the Infected Blood Compensation Scheme? I thank the Minister for his answer and for the response to yesterday's report. My constituent, a core participant in the inquiry, was recently invited to start their claim after waiting decades for justice. They have asked specifically when those affected, such as parents of infected individuals, will be invited to start their claims.
Context
The infected blood inquiry published an additional report on compensation, prompting the government to work through recommendations.
Nick Thomas-Symonds (The Paymaster General and Minister for the Cabinet Office)
I understand that concern. My hon. Friend is a powerful voice for her constituent, and I welcome the news that they have started their claim. The Government expect IBCA to begin payments to those who are affected by the end of this year. We are taking steps to remove administrative barriers to allow IBCA to speed up payments.

Will the Chancellor of the Duchy of Lancaster set out how the Cabinet Office will support cross-departmental work on identifying test cases, such as the Moor Farm and Seaton Burn roundabouts in my constituency, where infrastructure is holding back growth and housing and is needed to help the Government achieve our growth and housing missions?
Context
The Government has made changes to the Green Book for place-based business cases which are positive for regions like the north-east. Emma Foody is concerned about specific infrastructure projects in her constituency.
The Chancellor of the Duchy of Lancaster (Pat McFadden)
My hon. Friend is a brilliant champion for her community. It is precisely because this Government want to support growth in communities like hers that the Chancellor has set out that the new Green Book will support place-based business cases. Rapid work is happening to deliver that over the coming months.

A local charity in my area supporting women veterans was recently working with a woman who was rehomed in general purpose supported accommodation for veterans in Scotland. The accommodation was entirely unsuitable for her as a survivor of sexual violence and led to her being subjected to a further sexual assault by a man who was also housed there. Will the Minister assure me of his work to ensure appropriate support for women veterans?
Context
A local charity supporting women veterans in Emma Foody's constituency was working with a woman who experienced further sexual assault after being housed in unsuitable accommodation. The issue highlights the need for better support systems for female veterans.
The Minister for Veterans and People (Al Carns)
Just last week, I visited several different organisations, one of which was Launchpad in Liverpool, which showed some examples of supported housing for veterans. It is not lost on me that female veterans have different requirements, and we need to do more to support them. We will ensure that that is catered for by having a women’s section as part of our veterans’ strategy.

Context
MP Emma Foody discusses a local charity supporting women veterans who have experienced unsuitable accommodation, leading to further trauma.
The Parliamentary Under-Secretary of State for Scotland (Kirsty McNeill)
First, I am truly sorry to hear about the experiences of my hon. Friend’s constituent. Support services and accommodation across the UK must reflect the needs of all our veterans, including women. That includes the provision of safe, suitable and appropriate housing. If she writes to me, I shall ask the Minister for Veterans and People to get in touch with her.

The combined authority has identified a key growth corridor sweeping across my constituency. However, due to a historical lack of investment to upgrade the Moor Farm and Seaton Burn roundabouts, there is relentless disruption which holds back economic growth, investment, and opportunity. There is a business plan in the north-east growth plan and the road investment strategy. Does the Minister agree that this sort of scheme should be supported by Labour Government to boost economic growth?
Context
The combined authority identified a key growth corridor across Emma Foody's constituency, but there is a lack of investment to upgrade roundabouts that cause disruption.
Emma Reynolds (The Economic Secretary to the Treasury)
The Government are committed to improving roads. We agreed a £4.8 billion settlement for National Highways, and funded a £500 million uplift for local roads in this financial year. Funding for the RIS3 programme will be considered during phase 2 of the spending review, and I encourage engagement with the Minister for roads on this issue.

Context
Emma Foody visited Azure, a charity in her constituency that provides learning and work opportunities, especially for young people with learning disabilities.
The Secretary of State for Work and Pensions (Liz Kendall)
I congratulate Azure on its brilliant work. I believe that charities and voluntary organisations have an essential role in getting people on the pathway to work and success. I know from the supported internship programmes that have been run in my constituency, including through my local hospital, that young people with learning difficulties can, with the right support, get those jobs and get that work. That is what this Government want to deliver.

I recently met the roads Minister—the Under-Secretary of State for Transport, my hon. Friend the Member for Nottingham South (Lilian Greenwood)—and National Highways about the need for investment in Seaton Burn and Moor Farm roundabouts. Those critical pieces of infrastructure are already struggling with capacity and congestion. The local councils and the North East combined authority have all highlighted the fact that upgrades will be crucial for growth in the north-east. Will the Secretary of State consider how this Government could support the project, and whether the scheme can test a new form of transport business case for projects intended to deliver growth in all of our regions?
Context
Emma Foody references a recent meeting with the Roads Minister, Lilian Greenwood, and National Highways regarding critical infrastructure projects in her constituency.
The Secretary of State for Transport (Heidi Alexander)
I am very grateful to my hon. Friend for her question. I know she is a committed advocate for improvements to the road network in the north-east. I recognise the importance of Moor Farm and Seaton Burn roundabouts to her local area, and I assure her that both are being considered as part of a pipeline of projects for our future road investment strategy.

Recently, I attended a roundtable of small businesses in the north-east held at Sage, and a key theme was the need for good connections and digital services to help their businesses grow. Digital connectivity is critical, but it often holds people back. What are the Government doing to ensure that digital infrastructure is strong enough to support local businesses in constituencies such as mine?
Context
Small business roundtable in the north-east highlighted issues with digital connectivity. Constituency has high gigabit broadband coverage but concerns remain.
The Parliamentary Under-Secretary of State for Science, Innovation and Technology (Feryal Clark)
It is right that not only do we need good online access to services, but businesses also need to be able to connect to those services. The Government are committed to delivering nationwide gigabit connectivity coverage by 2030. Over 94% of premises in her constituency can already access gigabit broadband, including the businesses she mentioned. However, I am happy to meet her to discuss further steps that could be taken.

Local residents tell me of their frustration at the epidemic level of potholes across my constituency after 14 years of failure to grasp the problem. Motorists are all too often the ones who will pay the price. Does the Secretary of State agree that local councils like Northumberland, North Tyneside and Newcastle in my constituency will benefit from proper long-term funding to allow them to plan works and carry out repairs?
Context
Local residents are frustrated with the high level of potholes across these areas after 14 years of underinvestment. Motorists often face repair costs.
The Secretary of State for Transport (Heidi Alexander)
I totally agree with my hon. Friend. We need to get the basics right as a country, and fixing our roads is the first step to getting our economy firing on all cylinders. We did see a decade of decline and under-investment under the previous Conservative Government. The additional £500 million that we have allocated, if it were all used to fill potholes, would fill another 7 million potholes every year, smashing our manifesto commitment to provide funding for an extra 1 million.

Libraries, pubs, football, community centres—these are the things that make up a community, but in so many places they have vanished over the last 14 years. I am delighted to hear plans of a community right to buy. What work are the Government doing to ensure that local authorities and community groups have the guidance and expertise needed to utilise this powerful new right once it is realised?
Context
Libraries, pubs, football, community centres—these are the things that make up a community, but in so many places they have vanished over the last 14 years. There is an interest in ensuring local authorities and community groups receive necessary guidance for utilising the community right to buy.
Jim McMahon
In there is the point about devolution and localism: structures matter and the framework matters, but in the end it is about getting the power out to the communities who have skin in the game. That is why we want to ensure that the community right to buy provides an effective means for communities across the country to take ownership of assets that are important to them. We are considering what further support and guidance we will provide to communities and local authorities to support them in this measure, and I know that the Minister for local growth, my hon. Hazlerigg Victory Club is just one of many fantastic football clubs in my constituency that are run by local champions for the benefit of our community. How can we ensure that that the big Dan Burns and Grace Donnellys of the future have access to appropriate facilities?
Context
Hazlerigg Victory Club, like many other football clubs in the constituency, faces challenges with poor quality pitches and high rental costs.
Lisa Nandy
Our Government are acutely aware that there are not enough facilities in communities in the UK to keep pace with demand. We know that these facilities are a visible symbol of whether we value our children and young people, whether we value those communities, and whether we stand with them. We are working with the Football Association and the Premier League to create new state-of-the-art facilities across the country to inspire the stars of the future, and I would be glad to discuss that further with my hon. A recent investigation found intolerable levels of misogyny within the submarine service, with cases of bullying and sexual harassment. The MP is seeking a meeting to discuss how to support survivors.
Alistair Carns
I would love to visit that charity with my hon. Friend in due course. Any reports of misogyny or wrongdoing in any way are utterly unacceptable. Debates led and petitions presented.
Infrastructure: Cramlington and Killingworth
18 November 2025
Responding: Matthew Pennycook
Main Concerns
['The constituency has seen significant housing growth over the past decade, but existing infrastructure is struggling to keep up with this development. The Moor Farm roundabout, a major strategic intersection linking A19, A1, and A189 roads, experiences frequent congestion and delays that worsen air quality and reduce journey reliability. Between 2021 and 2024, there was an 85% increase in northbound delays through the A19 section of Moor Farm and a 36% increase southwards.']
Specific Asks
['Emma Foody calls for urgent upgrades to the Moor Farm roundabout infrastructure to support economic growth and housing development. She requests that National Highways address holding objections on planning applications, which currently hinder business expansion and investment in the area.']
Transport Infrastructure: Cramlington and Killingworth
17 June 2025
Responding: Lilian Greenwood
Main Concerns
['The current Moor Farm and Seaton Burn roundabouts are heavily congested with daily traffic flows of 44,300 vehicles on the A19 east of Seaton Burn and 33,900 on the A19 east of Moor Farm. There has been an 87% increase in delays through the northbound A19 section of Moor Farm between 2021 and 2024, and a 36% increase southwards, with a further 59% increase due to traffic back-ups on the A1.']
Specific Asks
['I ask for significant investment in upgrading the roundabouts to alleviate congestion and support future growth projects such as the new data centre in Cambois and Energy Central project in Blyth.']
Secondary Ticketing Market — [Andrew Rosindell in the Chair]
24 October 2024
Responding: Chris Bryant
Main Concerns
['I am concerned about the impact of secondary ticketing platforms on consumers, which often leads to inflated resale prices and pricing out genuine fans from events. Research shows that over two-thirds of resale tickets for festivals and outdoor events are being offered by just three traders who seek to profit by almost £1 million. Additionally, practices such as ticket harvesting and surge pricing create a precarious environment for consumers and exacerbate the problem.']
Specific Asks
['I urge the Government to consult on strengthening protections against secondary ticketing platforms, including the possibility of fines or website removals for persistent exploitation of fans. The consultation should aim to enhance consumer protection, ensure fair access to tickets, and mitigate current issues in the market.']
Estate Adoption: North-east England — [Carolyn Harris in the Chair]
15 October 2024
Responding: Matthew Pennycook
Main Concerns
["Residents in my constituency face unacceptable delays in the delivery of basic infrastructure such as road surfaces, pavements, street lighting, pedestrian crossings, and road markings. David lives on an estate where residents are cut off from facilities due to unfinished footpaths; Iain has faced excuses for three years regarding road surface improvements; and Mark has lived five years without street lighting despite paying full council tax and management fees. Local authorities lack power to compel developers to meet adoptable standards, leaving them to deal with resident complaints long after the developer's departure."]
Specific Asks
['The Government should ensure that estate adoption includes common adoptable standards, mandatory adoption of amenities where standards are met, and certainty for residents about timescales. This would give clarity to residents and enable local authorities to hold developers accountable for timely infrastructure delivery.']

- - Ministers answer questions rather than asking them, so have different activity patterns
- - Activity quantity doesn't measure quality or effectiveness of representation
- - Some MPs focus more on constituency work than parliamentary questions
- - Newly elected MPs will have less parliamentary history
