At the beginning of the year, I visited Estonia to see how 100% of public services are delivered via its digital ID system. It is done safely and securely, and as the Minister said, citizens now have better access to and control over their data, including over who sees what, when and where. The system also saves Estonia about 2% of GDP, which has allowed it to re-energise its system and continue to evolve for the future. Will the Minister reassure me that, despite the news last week, we will continue to press forward strongly with a digital ID system and show the people of the UK that it can be beneficial to their lives and make things much better for them?

In January, when Storm Éowyn hit the UK, hundreds of thousands of people across Scotland were without power for several days. That included thousands of my constituents, in rural villages such as Oakley and Blairhall, and a number were reliant on power for critical medical equipment. Engineers performed heroic work to restore power as quickly as possible, but that was delayed by outdated grid infrastructure. As the new winter storm season has already begun this year, what steps are the Minister and the Department taking to ensure the future reliance of the grid to withstand worsening storms? How can that be done to protect vulnerable people in my constituency and across the UK?

My hon. Friend asks an incredibly important question. First, I would like to thank all the engineers and customer service staff who worked through the recent Storm Amy to ensure that people were reconnected as quickly as possible, including in some incredibly difficult circumstances—they did a fantastic job. We are trying to ensure that the UK’s grid remains as resilient as possible. That requires investment, and those who oppose the building of new infrastructure to improve our grid’s resilience will need to explain to their constituents why they want them to be much more at risk of disconnections in those storms.

As the Minister says, the SDR spoke of the need for an “always on” supply of shipbuilding, with the Royal Navy continuing to move towards a more powerful but cheaper and simpler fleet. The construction of Type 31 frigates at Rosyth, with the first ship, HMS Venturer, recently floated off, is progressing well. When can we expect to see announcements to guarantee the continued always-on supply of shipbuilding, and will she give an update on the need for more Type 31 frigates for the Royal Navy to reflect the flexibility of that platform, as well as the lower cost and faster production achieved by the incredible workforce at Rosyth in my constituency?

My constituent, Nicola Smith, works for NHS Fife. Like many people across the country, she is not paid on the same date each month. This leads to incorrect calculations for her husband Steven’s universal credit, often leaving the family without a payment or being sanctioned before the system catches up the following month, and I am aware of thousands of others in a similar position. What reassurance can the Minister provide that he is addressing these issues, ensuring smooth and fair payment for NHS workers and their families on universal credit, and will he meet me to discuss this issue in more detail?

We are reviewing universal credit to ensure that it makes work pay and tackles poverty, and we are looking at exactly the kind of problem that my hon. Friend highlights. I would be delighted to meet him to discuss it, because Nicola, Steven and all 7,000 households claiming universal credit in his constituency will benefit from the standard allowance increase proposed in the Universal Credit and Personal Independence Payment Bill, which we will be debating next week; it is the biggest increase in the headline rate of benefits since at least 1980.

Farms in my constituency and across Fife produce some of the highest quality grain in the world. However, many farmers are struggling to make a profit as imported grain is often produced at a different standard. That can undermine or undercut cereals grown in Scotland, which are produced to the highest standards. Scottish grain is a vital ingredient for high-quality Scotch whisky, and with the news this week of the trade deal with India, welcomed by the Scotch Whisky Association, demand for Scottish grain is likely to rise. What steps will the Minister take to increase standards for imported grain, and ensure profit for farmers in my constituency and a consistent supply for sectors including Scotch whisky?

My hon. Friend is right to make the point about Longannet. We have conversations with Scottish Power on a number of issues, including this. He again emphasises the important role that nuclear could play in Scotland in the future. It could obviously be an important site for a range of uses, but if the ideological ban on nuclear by the SNP were lifted, we could look at other opportunities for such sites.

Dunfermline is Scotland’s newest city and as such a large number of homes are being built all the time. However, too often those large-scale housing developments are done without reference to local services, such as GPs, and without proper consultation with local people, partly due to failures in the Scottish SNP Government’s planning policy. What advice does the Minister have about how those issues might be overcome? Will he engage with the Scottish Government to ensure they are learning any lessons from the excellent changes being made in that part of the UK?

What steps he is taking to improve mental health services for children given the long-term impact of the covid-19 pandemic on young people, with isolation leading to missed opportunities, lost life experiences and still unknown impacts on mental health. Child and adolescent mental health services referrals in Fife and across Scotland have skyrocketed, yet despite a record Budget settlement from the UK Government, the SNP Scottish Government told NHS Fife not even to bother asking for more funding to tackle this massive problem. Correcting the injustice in the mineworkers' pension scheme has made an incredible difference to the former miners in my constituency of Dunfermline and Dollar after so many years. At the weekend, I met representatives from the BCSSS in Fife, including those particularly affected by that scheme and women who worked in canteens and other areas. Will the Secretary of State meet campaigners in Fife and across Scotland regarding this issue, and will he ensure that progress is made as quickly as possible to correct the injustice?

Will the Chancellor work with me to find the £3 million of long-term investment in the port of Rosyth that is required to bring back a ferry between Rosyth and Dunkirk? That would bring 51,000 passengers a year to Scotland and take 8.1 million km of freight traffic off the road.
