In 2017, the Bolton police station custody suite was closed by the police and crime commissioner and the then chief constable, because they had given up on arresting criminals. The new chief constable is delivering on the people's priorities, so that emergency calls are answered promptly, crimes are investigated and arrests are made, which means that the newly reopened custody suite is always full. Will my right hon. Friend join me in thanking Greater Manchester police? Does he think that that approach ought to catch on throughout the country?

I am delighted with the improvements that have been made by Greater Manchester police; the Home Secretary met the chief constable recently. They have made significant improvements in, for example, answering 999 calls, and have seen almost a 50% year on year increase in the number of charges recorded. I very much welcome the force's focus on getting the basics on crime and antisocial behaviour right. It is a model for police forces across the country.

Leadership and teamwork delivered Bolton Wanderers a superb 4-0 victory in the Papa John's trophy match at Wembley. It is delivering the Bolton College of Medical Sciences and delivered Ayyub Patel's superb Rumworth by-election victory. What message does my right hon. Friend have for Councillor Patel and all the campaigners, candidates and activists, as we run into this festival of democracy, our local elections?

Does my right hon. Friend share concerns about holding back British industry and exporting carbon emissions overseas in the name of net zero?
Context
Many countries around the world, including Germany and China, gain a competitive advantage by burning lignite. The UK holds back its industry and exports carbon emissions.

The single biggest concern my constituents raise about healthcare is access to GPs, especially in Blackrod and Westhoughton. What more can my right hon. Friend do to ensure we have better GP access?

I am pleased to tell my hon. Friend that our NHS long-term plan sets out a real-terms increase of at least £4.5 billion a year for primary and community care by 2023-24. We now have over 2,000 more full-time equivalent GPs working in our NHS, and we have had the amazing achievement of more than 50 million more appointments per year, beating our target several months early.

With organisations such as the Dalton Nuclear Institute and the University of Bolton Institute for Materials Research and Innovation, combined with the Greater Manchester vision for “Atom Valley”, will my hon. Friend update the House on the part that it will play in Britain's nuclear future?

I thank my hon. Friend for his continued support for this growing and important sector. Alongside the work of the nuclear skills taskforce, we are currently in phase B of our advanced modular reactor research, development and demonstration programme. We aim to demonstrate that technology by the 2030s to decarbonise industry and we welcome his support in that work.

Does my hon. Friend agree that the services offered by pharmacies can be made more efficient? For example, 62 million prescription items are subject to “split and snip” per year. Can this system not be better?

The inefficiencies in the current system for dispensing prescription items.

My hon. Friend is completely correct. That is why at the end of last month we laid a statutory instrument before the House to fix the system, so that pharmacists can spend more time using their skills to provide high-end clinical services and less time snipping blister packs.

What recent progress has been made on increasing the range of services in pharmacies?

Progress on increasing services offered by community pharmacies.

We have already been growing the range of NHS services available in pharmacies: we have set up the community pharmacist consultation service, the discharge medicines service, the new medicine service, the blood pressure check service, smoking-cessation services and the contraception service. We are now investing £645 million to go further through the new Pharmacy First scheme for common conditions.

What more can my hon. Friend do to give them more recognition, more status and, even, more funding to carry on the work they do?

My hon. Friend will know that his local council, Bolton, is one of the best at information sharing with respect to taxi driving licences across the country. I hope that councils such as Birmingham, Manchester, Sefton, Newcastle and Liverpool will get on board with the voluntary scheme before the mandatory element kicks in soon.

The Minister knows that I am very supportive of the devolution of more powers to Greater Manchester, but one area that she needs to look at carefully is the increase in scrutiny that will be necessary at a very local level. As powers shift from this place, where scrutiny is strong, to local government, where scrutiny is not as strong as it perhaps ought to be, we need to look afresh at those powers.

I could not agree with the hon. Gentleman more on that point. If powers are being handed to local areas, which I think we all agree is right, it is important that that comes with a proper scrutiny framework. As was rightly pointed out earlier, food price inflation is a huge problem for British consumers. Does my right hon. Friend agree that we should look at negotiating trade in tomatoes from Morocco, which has the potential of saving about £180 million a year? That would be a big improvement for the British consumer, as every little helps each individual.

It is clear that when done right, the Government's levelling-up programme can make a real difference to people's lives. Does my hon. Friend share my enthusiasm for the proposed Atherton, Leigh and Tyldesley cycling upgrades that will connect local people to job opportunities right across the area, especially because there is such local support for it and it is not an anti-car programme?

Yes, I do share my hon. Friend's enthusiasm for helping his constituents to access jobs and for cycling as a way of getting to and from work. At the spending review we announced £710 million of new funding for schemes like the one he described, but Bolton is also receiving £30 million through the towns fund and the shared prosperity fund, and work on the electrification of the Wigan-Bolton line has begun, supporting economic growth for his constituency and the wide area.

We are driving economic growth through investment in infrastructure, innovation and skills. The Budget and spending review confirmed £100 billion of public investment in economic infrastructure to benefit every part of the UK. We are launching a UK infrastructure bank with a financial capacity of £22 billion to crowd in private finance to support more than £40 billion of investment in infrastructure over the next five years.

In the name of better productivity, healthier food and scientific progress, when does my hon. Friend expect to see gene-edited crops on the UK market? The EU has just opened a consultation on the issue, because my hon. Friend is totally right that precision-bred crops are very different. We have already taken steps, starting with the introduction of the Genetic Technology (Precision Breeding) Bill.

The advocate-general of the EU recommended gene editing, but the European Court of Justice opposed it. This could set back agbiotech in Europe by another 20 years according to Professor Nigel Halford.

I thank my hon. Friend for his answer. Would he join me in celebrating the success of the port of Liverpool, which had its busiest month in March, when it handled 52,000 containers? Would he also continue to do all he can to ensure that we make more use of these amazing facilities, especially to export British manufactured goods?

I congratulate the port of Liverpool on its busiest ever month and look forward to the record being beaten regularly as exports from the north-west continue to grow. The Department continues to help exporters across the Liverpool city region and the wider north-west. Last month I joined a joint mission to Ireland with Mayors from Liverpool and Greater Manchester, showcasing 15 exporters from the north-west.
