Moya Cole, in Heald Green, is a shining example of a hospice that does fantastic work in a very tough economic situation, but it should not have to rely on coffee mornings and jumble sales to fund its most essential services. Liberal Democrat research findings show that almost a half of hospices in the United Kingdom are planning cuts this year. Will the Government commit themselves to funding our hospices properly in the upcoming Budget so that they do not need to cut the vital services that they provide?

I did not hear the hon. Gentleman welcome the fact that we provided £100 million—an unprecedented amount—in capital funding for hospices, and £26 million a year and £80 million over three years for children’s hospices. We recognise that hospices benefit from being rooted in their communities, with amazing charity and philanthropy support, but of course we know that the Government need to do their bit as well, and that is precisely what we were doing. I was very pleased to visit Noah’s Ark children’s hospice in Barnet last week and to speak to the chief executive, who warmly welcomed the stability and certainty that the three-year allocation has provided.

Paul and Ellie’s parents, like many across Cheadle, have reached out to me for help. Their SEND provision has been suddenly taken away. Paul and Ellie’s parents are now considering withdrawing them from mainstream schooling. Parentkind research shows that more than one in three parents of children with special educational needs say that their needs are not being sufficiently met. Paul and Ellie’s parents deserve much more certainty and clarity, so can the Minister confirm when they will bring forward the schools White Paper and, with it, the crucial information on the SEND reforms for anxious parents?

I have heard so many stories like Paul and Ellie’s, and I am so sorry about the experiences they have had. That is why it is so important that we are already taking action to invest in mainstream inclusion, to improve teacher training and to support early identification, and it is why we are investing £740 million to support schools to provide more specialist places. We are already taking that action, and we are working very closely with parents around the country, like Paul and Ellie’s, to bring forward a wider set of reforms.

According to National Energy Action, adults in the north are more likely to ration their energy this winter, and in my constituency almost 8,000 people are in fuel poverty and at risk of poor living conditions, illness and suffering. A balance must be struck to deliver both clean heating and a people-first approach. After serious delay, will the Minister finally bring forward a warm homes plan, and explain how it will achieve that balance and ensure that low-income households in Cheadle are guaranteed clean, affordable heating for the winters to come?

We will bring forward the warm homes plan this year. In March, we allocated around £1.8 billion to local authorities and social housing providers through the warm homes local grant. The hon. Member may want to direct his constituents to the Greater Manchester combined authority, which received a settlement of £134.9 million of devolved capital funding for buildings retrofit. They can access that through the retrofit portal, which has an eligibility checker, so that households can check whether they qualify for free or discounted home upgrades.

Residents in Cheadle have contacted me about the huge number of speculative development applications coming through, particularly in Cheadle Hulme and Woodford. We are now being told that a 10,000-home new town will potentially be situated on the constituency border. GPs are completely oversubscribed in Woodford, we have not had a Sunday rail service in over a year, and the bus services are completely inadequate. This has been raised time and again by my constituents. Will the Minister meet me and the leader of Stockport council to talk about this issue, and how the Government can get developers to start investing in infrastructure before they develop homes?

Residents of Cheadle have reported a surge in speculative development applications, particularly in Cheadle Hulme and Woodford. There are concerns about the lack of public infrastructure to support these developments, including oversubscribed GPs, inadequate bus services, and lack of rail service on Sundays.

The hon. Gentleman has raised a number of issues. The best way in which local planning authorities can protect themselves from speculative development is to have an up-to-date local development plan in place. He touched on developer contributions; we remain committed to strengthening the existing system to ensure that new developments provide the necessary affordable homes and infrastructure. We will set out further details in due course. When it comes to the prospective new town, I gently point out that it was not the Government but the independent, expert new towns taskforce that recommended Adlington and 11 other locations in England should be sites for the next generation of new towns. On 28 September, we commenced a strategic environmental assessment to understand the environmental implications of new towns, and that will support final decisions.

Despite the promise of a summer blitz against antisocial behaviour with more funding and officers for our constituencies, Cheadle has seen even more problems this summer. Why wasn't my area included in the initiative?

More than 500 town centres across England and Wales have seen the benefits of that summer initiative. I will ask my officials questions about the hon. Gentleman’s area in particular, but it is an important model that we have trialled this year. We look forward to building on it as we ensure we have the local responses and neighbourhood policing to deal with local concerns, building confidence so that people can enjoy our town centres as they used to do.

Last week, I met Nick from Cheadle and Gatley football club, a fantastic organisation that works to help youth football, in particular, in the area. The club is struggling, particularly with energy prices, which are impacting a huge amount of grassroots football across the country. What more can the Government do to get the Premier League and the larger clubs to support lower-league and grassroots clubs, in particular with energy prices?

I know from my constituency the huge benefit that grassroots club bring. Of course, the Premier League sends a huge amount of money down through the pyramid. We are introducing the football regulator, which will be able to help secure a deal if a voluntary deal cannot be reached; we also have the Football Foundation, which works with the Premier League to put money into grassroots football. I would be happy to meet the hon. Gentleman to discuss the matter further.

Nearly 40% of children report that social media has a negative impact on their mental health, and with glaring holes in the Online Safety Act 2023, dangerous smaller websites remain unregulated. Can the Secretary of State confirm that protections for children will not be up for negotiation in any deal with the United States?

I am grateful for the work of local authorities, including mine in Swansea, to provide places for pensioners and, in fact, members of all age groups to go to if they are in need during the winter. The most important action we can take is tackling directly the cause of the issues that the hon. Gentleman has raised by bringing down energy bills in the years ahead, moving away from the system that the Conservatives left us—which is dependent on the price of gas driven by the action of dictators such as Putin—and continuing to raise the state pension faster than inflation over the current Parliament, which is why the new state pension is set to increase by £1,900 by the end of this Parliament.

The Secretary of State may be aware of the tragic death of Genevieve Meehan who died in a nursery in Cheadle. She was just nine months old. Despite claims that the nursery was safe, Gigi’s death was entirely preventable. Gigi’s parents, John and Katie, are now campaigning for changes in the law around nursery safety. Will the Secretary of State meet me, Gigi’s parents and the Lullaby Trust to talk through this campaign and commit to helping to ensure that this tragic story is never repeated?

I thank the hon. Gentleman for his question. I went to school in the '80s and '90s, and I was taught in portacabins because there was not enough room in my school.
