My six-year-old constituent Daniel has cerebral palsy and mitochondrial disease. He has received palliative care from the Bluebell Wood Children's Hospice, which was forced to close temporarily last year due to staffing pressures. It also has ongoing concerns about rising bills. Will the Deputy Prime Minister reassure Daniel's family that he will receive the palliative care he requires, as and when he needs it?

Yes, of course. The review of welfare services for veterans is the most significant review that has happened ever on the statutory service of veterans' affairs across the Ministry of Defence and across Government. It has of course been a concern of mine for some time that female veterans have not felt as included and as part of the veterans' community as I would want them to feel. I am absolutely determined to over-correct that and ensure that women veterans are looked after and are as proud as I am of their service and of being in the veteran community.

In a written question to the Minister, I asked whether any files had been removed from the MOD's health records of nuclear test veterans. He assured me that the Department was “not aware” of any removal, but many nuclear veterans continue to report finding large gaps when requesting their medical records. Can the Minister therefore clarify, if the files have not been removed, how nuclear veterans and their families can gain full access to them?

Members will be aware that the Government attempted to sneak out in the summer that announcement about the utter chaos they have created over the border target operating model. I say to the Minister that inflation is of central relevance to this matter, because the cat is out of the bag. The Government's own document concedes that these measures, when introduced, will have an impact on inflation and will make the cost of food even higher. Can the Minister set out what assessment has been made of the wasted money and the cost to taxpayers and businesses as a result of the Government's chaos on this issue?

I welcome the right hon. Gentleman to his spot and I look forward to debating with him on this and other issues. I do not quite accept his categorisation of us as sneaking out a document by publishing it and sharing it widely on social media. As I explained to the hon. Member for Richmond Park (Sarah Olney), we have delayed implementation in response to the challenges the country has faced. We are now ready to move forward with a brand-new border target operating model, which has the support of businesses, of vets and of those dealing with sanitary and phytosanitary checks. It will be a very good thing for the country and will help us to secure our borders in new ways.

There has been a fourfold increase in people taking up social tariffs, but we know we have to do more to help people with the cost of living. That is why we lent in to the carriers in the first place and encouraged the introduction of social tariffs, but we will do more. We will work with the carriers to make sure that those tariffs get advertised well, so we can get better take-up.

I wish to begin by echoing your words about Holocaust Memorial Day. From April, families across the country will face a 14% rise to their broadband bills, but, even before that increase, there were already more than 1 million households struggling to pay for the internet. Expanding gigabit coverage is vital, but it is pointless if families cannot afford a broadband package. How will the Department work with Ofcom to examine the impact of mid-contract price increases and wholesale prices rising by inflation?

I thank the hon. Lady for her question. She is right to highlight the cost of living challenges that are affecting so many households. We have worked hard on this. It is important that we have a stable regulatory framework that allows companies to invest, but we have hitherto had some of the most competitive telecoms prices in Europe and consumers have benefited from that. In relation to those who are really struggling with their bills, we have done a lot of work with telecoms providers on social tariffs. Unfortunately, the uptake of those tariffs is not where it should be, so I ask every Member of this House to help us raise awareness, because their constituents can get deals from as little as £10 a month.

In March 2021, my constituent suffered a severe head injury. By the time they have their first neurology appointment in January 2023, they will have waited nearly two years for treatment. In the meantime, they have been unable to work, been rejected for disability benefits and are in severe pain. Does the Minister accept that this wait is unacceptable, and will she outline what support the Department is making available for those who are suffering while they wait for vital appointments?

I thank the hon. Lady. I know she raised her constituent's case in a Westminster Hall debate on 22 November and my understanding is that they now have an appointment for January, but there is absolutely a backlog from covid patients. We know that. That is why we are putting in over £8 billion in the next three years to deal with that backlog. That is in addition to the £2 billion we have already provided through the elective recovery fund. We have already virtually eliminated the two-year wait and we are now on track, by April, to eliminate waits of 18 months or more.
