Halving violence against women and girls is a decade-long mission for this Government. That case is extremely concerning, and our thoughts are with the victim Sarah. Given the cross-agency nature of this case, my officials are working across Government to establish the full facts.

We prioritise tackling violence against women and girls in conflict zones. The report by the NRC has been raised with me. Crimes such as these are horrendous, and we will continue to pursue this matter.

My hon. Friend can be absolutely assured of that. I thank her for her powerful advocacy in this place, as well as for putting her words into action on the NHS frontline. She does not need to do that—she could do the bare minimum to keep her licence going—but she always goes above and beyond to take care of patients and constituents, literally rolling up her sleeves and putting on her scrubs to do that.

We absolutely need to make housing affordable. One of the primary ways in which we can do that is to build more homes of all tenures, which is precisely what we are committed to doing. We can also boost the supply of social and affordable housing, which our social and affordable housing programme—worth £39 billion over 10 years—will do.

My hon. Friend is right to raise this issue. She will know that, in a sober and measured way, the Government had to make our own decision on the exports licensing regime, which was put in place by the last Government, and we assessed that there was a clear risk of a breach of international humanitarian law. Therefore, we have suspended arms that could be used in Gaza. That is a decision that Ministers have made from this Dispatch Box under different Governments.

I assure my hon. Friend of that fact, and we are also succeeding where the previous Government failed in abolishing section 21 no-fault evictions. The Renters’ Rights Bill will empower tenants to challenge unreasonable within-tenancy rent increases, and we need to boost supply by building 1.5 million safe and decent homes this Parliament.

I can assure my hon. Friend the Member for Tooting (Dr Allin-Khan) that the UK Government intend to stand by our international obligations in relation to the ICC, and in relation to many other things, too.

I thank my hon. Friend for highlighting that important work being done on the streets of London; we want to ensure policing has central Government support.

As an NHS community first responder who served on the frontline during the pandemic, I know the mental toll that working for or volunteering with the NHS can take. The people plan includes actions to build a compassionate culture and improve health and wellbeing support availability. We review services annually but cannot commit now to funding beyond this year while reviews are ongoing.

The long-term workforce plan commits the NHS to supporting staff health and wellbeing, with integrated care systems developing plans for support. NHS England is reviewing mental health services for all staff. The people plan sets out actions for a modern, compassionate culture including better health and wellbeing support availability. While I understand the importance of this issue, we review services annually and cannot commit now to funding beyond the current year.

The hon. Lady reflects the pain and agony that those parents feel with great eloquence, and it is felt across the House, but the issue is how we address the causes of what happened on 7 October and the fact that a pogrom was imposed by Hamas, killing so very many Jewish people. We have to move towards a moment where the political skies clear and there is an opportunity for a new political initiative.

Again, the hon. Lady asserts her interpretation of international law, which is not necessarily one that is shared by the Government. The preservation of all life, including Palestinian life, remains at the forefront of our thinking.

I was going to pay tribute to the hon. Lady for her work on mental health campaigning, and she will know we have done a huge amount. The suicide prevention strategy is a cross-Government piece of work, which makes sure suicide is everyone's business, not just that of health and social care.

The Night OWLS helpline has been set up for children and young people in West Yorkshire, open between 8 pm and 8 am seven days a week. Additionally, there are over 400 mental health support teams in schools covering 3 million children.

One can see the way the Government are responding constructively to these issues by looking at the pilots we have been rolling out in Humberside, where police are released within one hour in 80% of section 136 detentions. We intend to roll out that pilot nationally.

There are two separate issues there: what we are doing for mental health in-patients and the point about A&E waits. On mental health, we have significantly increased funding through an extra £2.3 billion per year in the long-term plan made by my right hon. Friend the Member for Maidenhead (Mrs May). We are spending far more and investing far more in it.

It is always good to find a plan that the hon. Lady actually agrees with the shadow Health Secretary on. As we know from her questions, that is not always the case, not least on the use of the independent sector. What we do know is that she has a habit of writing her questions before she hears the previous answer.

It is slightly odd for the hon. Lady to talk about a plan when she does not agree with the plan of the shadow Health Secretary, the hon. Member for Ilford North (Wes Streeting). He plans to use the private sector, which he describes as “effective and popular,” whereas the hon. Lady said: 'In my own brief in mental health we have use of the private sector, which ultimately often lets patients down.' First, the hon. Lady does not agree with the shadow Secretary of State. The hon. Lady chunters, but she asked about a plan when she does not agree with her own Secretary of State. Secondly, the hon. Lady talked about shiny new equipment. I am delighted that she allows me to draw the House's attention to yesterday's announcement of a fleet of 100 new mental health ambulances, which will relieve pressure on A&E. I am delighted that she gave me an open door to highlight that investment, which is part of our £2.3 billion investment in mental health.

This is not my direct area of responsibility, but of course mental health does present challenges for A&Es and for hospitals more generally. We are investing an extra £2.3 billion every year in mental health, we have 16% more staff and we have an additional bursary to attract more nurses into mental health.

Of course we apologise for the cases that we have seen; anyone who watched some of those programmes will have seen the distressing and unacceptable care. I am the Minister with responsibility not just for mental health but for patient safety, so I will be looking at the cases in “Panorama” and other programmes, and at cases across the board, because I want to ensure that in-patient mental health services are as safe as possible.

Through record support, we are growing the NHS workforce to ensure that work is spread among more people. We have record numbers in our NHS workforce, on target to meet manifesto commitments.

We thank all staff involved in keeping us safe during the pandemic. We are aware of the impact on mental health and additional support is available, including for young people's and adult mental health. A call for evidence was launched to inform a new 10-year cross-departmental mental health vision.

Before the pandemic there was a commitment to increase funding for mental health services in the NHS's long-term plan by £2.3 billion annually, and during the pandemic an additional £500 million of funding has been provided with £79 million including for 22,500 extra referrals.

We remain committed to increasing investment through the long-term plan. NHS England has announced an additional £40 million to address the impact of covid on children and young people's mental health.

Sorry, Mr Speaker. I did not realise the hon. Lady had finished. What she calls old pledges are hugely significant, and they continue to play a significant role. The NHS long-term plan, as I said a moment ago, has £2.3 billion extra each year by 2023-24. That extra investment will support 380,000 more adults and 345,000 more children. The hon. Lady is, of course, right that the number of cases of mental ill health has sadly grown during the pandemic, which is one of the reasons we published a mental health recovery action plan with an additional £500 million this financial year.

I welcome my right hon. Friend's comments and the work that he and other Members do through the Select Committee to scrutinise the work of the Department. He just referred to some of that work, especially in his comments about learning disability and autism, which will remain a huge priority for the Government and certainly for my Department.

I do not believe that meeting almost all our targets for NHS waiting times for mental health services, with £2.3 billion a year of investment into our NHS and no NHS mental health service closing during the entire pandemic, has been a failure. Of course I am sorry for those children and young people who cannot get access to services as quickly as they want; that is exactly why we committed an additional £500 million and established a mental health recovery plan.

I pay tribute to the MP's bravery and personal loss. Bereavement services are under review constantly, monitoring carefully how people access these services due to increased need at present.

Work is under way; Health Education England is looking at proposals, particularly for the training of mental health workers. People are coming out of universities with their degree and going through a year's training so that we can get them into schools faster to work with children and young people. The hon. Lady is right; the mental health workforce is at the heart of these reforms. I assure her that we have seen an increase in the number of people applying to be mental health nurses—and nurses across the healthcare estate—and that will have a knock-on effect on the number of people we have working on the wards with people who have severe mental illness.

I reiterate my thanks to the hon. Lady and all her colleagues in the NHS for everything they are doing. We have put in place just over 1,000 additional critical care bed capacity at this time. In addition, we are investing about £15 million for mental health hubs and mental health support for staff.

Our plan on PPE has to be to stabilise the system and build resilience. That was outlined in the PPE strategy published on 28 September. [Interruption.] Children! Thank you.
