I greatly enjoyed my visit to Odiham, where my hon. Friend and I discussed a wide variety of issues. He is right to draw attention to our commitment to the procurement of 14 extended-range Chinooks—they have a huge range, of 1,000 miles—but there is also the industrial benefit to the UK and, of course, to my hon. Friend's constituency.

I thank my right hon. Friend for his advocacy in support of families. We have had conversations, and I know that he very much welcomes the changes to the high-income child benefit charge and child benefit. We always keep taxes under review, and I am always delighted to meet him.

My right hon. Friend is right about these appalling events, and the high commission in Abuja has raised these matters. Our hon. Friend the Member for Congleton (Fiona Bruce), who is responsible for freedom of religion or belief, regularly focuses on what is happening in Nigeria and makes representations, which also ensures that the Foreign Office is kept up to the mark in pursuing it.

We are implementing high-quality teacher training reforms. A review of initial teacher training core content framework and early career framework will identify how to equip new teachers with skills. There will be more investment, including another 400 educational psychologists and 7,000 SENCOs.

There are currently 701 free schools open and a further 140-plus in the pipeline. There is an ongoing round of applications for special and alternative provision free schools, but future capital funding will be determined through spending reviews.

We are very keen that unnecessary infrastructure should not be built where existing ducts can be used. We have set out regulations on that, and Ofcom oversees it. Local authorities will be able to make reports to Ofcom if existing ducts are not being sufficiently used and it is felt that the infrastructure is not necessary.

The suggestion was noted but no commitment was made.

My right hon. Friend is a brilliant advocate on these issues, and of course I would be delighted to meet him.

We take safety extremely seriously and have done a lot of work on this issue. The whole point of having dedicated active travel infrastructure is to segregate and improve safety for those using active travel.

We have put significant investment into improving accommodation, and I emphasise that the maintenance backlog is down by 75%. The previous Labour government oversaw private finance initiative contracts for service properties which had a cost of £25,000 per home whether or not they were occupied.

My hon. Friend is absolutely right to draw attention to the importance of the road network, particularly the M4, to increasing economic productivity in Wales. I hope that Labour Members are aware of its importance and will encourage the Welsh Labour Government to accept borrowing for building the M4 relief road.

Earlier this week, we announced 2,000 extra weekday seats on CrossCountry trains between Cardiff and the midlands. We have already reduced journey times by 14 minutes on the Great Western main line between Swansea and London, and connectivity to north Wales will benefit from HS2.

It goes without saying that I agree with my hon. Friend, and it is disappointing that Scottish taxpayers who earn more than £27,000 will pay more tax in Scotland than they would in the rest of the UK. Furthermore, taxpayers in Scotland will pay 41% income tax on earnings between £43,500 and £50,000, compared with just 20% in the rest of the UK. A police officer with 10 years' experience—mid-30s; bringing up a family—will pay 21% more tax on earnings between £43,500 and £50,000 in Scotland than they would pay in the rest of the UK.

UK Government Ministers and officials have regular discussions with the Scottish Government on matters of importance, including the Scottish fiscal framework. That historic arrangement delivers one of the most powerful and accountable devolved Parliaments in the world, and it is up to the Scottish Government to use those powers wisely further to increase the economic prosperity of Scotland.
