Tomorrow marks the 20th anniversary of the loss of RAF aircraft XV179, where 10 UK service personnel were killed in a poorly protected aircraft.

The Prime Minister thanked Mr Bailey for reminding the House of the case, acknowledging that the condolences of the whole House remain with the families of these brave soldiers. He paid tribute to those who played a vital role in supporting the coalition operation in Iraq and expressed pride in their courage and dedication.

The space sector is critical in enabling our security and our ability to counter Russia and defend Europe. Can the Secretary of State explain how she is working with the new national armaments director and the Ministry of Defence to develop a more cohesive approach to the space industry, which delivers national security and economic growth?
Context
The space sector is considered critical for national security, particularly in countering Russia and defending Europe.
The Minister for Digital Government and Data (Ian Murray)
Space is fundamental to many civil and defence requirements. It is vital that we collaborate closely across Government and with our allies. Just last month, the European Space Agency Council of Ministers committed £1.7 billion of funding focused on just that: growth and national security.

The Government’s ambition to repair the damage that the previous Government did to our defence will be made clear in the defence investment plan. The roadblock to our safe entry will not change in reality, but to support our ambition we will need long-term financing vehicles that enable multilateral offers and help us to get the best value for public money so that we can protect this country against Russian aggression. Can the Minister provide us with any information about the work he is doing with other Departments to ensure that vehicles such as the Defence, Security and Resilience Bank are brought about?
Context

I thank my hon. Friend for highlighting the importance of defence and security being a whole-of-Government endeavour. It is not just about the MOD, which is why we have a renewed and refreshed working relationship with the Treasury, working hand in hand to increase defence spending. The defence investors advisory group will look at new financing methods to bring more investment into defence.

Last week, I met representatives of Centrepoint. They highlighted that some 2,800 young people in my constituency are not in education, employment or training, despite having extensive STEM skills and a real drive to participate in that part of the economy. Connecting those young people with existing opportunities is a major challenge, and I would like to hear how such opportunities are being created through the exciting propositions of technical colleges and, perhaps, V-levels. What work is being done to ensure that those things are accessible to young people in constituencies such as mine?
Context
The MP mentioned meeting Centrepoint representatives who highlighted that some 2,800 young people in his constituency are not in education, employment or training despite having STEM skills. The challenge is connecting these individuals with opportunities.

My hon. Friend is right to highlight this issue. A million young people in this country are not in education, employment or training, which is a moral stain that the Government are absolutely committed to doing everything they can to address. The future of our skills system sits right at the heart of that effort, and I encourage my hon. Friend to be in the Chamber for the statement later today to hear what the Government’s further plans are.

Twenty years ago, after the horror of the 7/7 bombings, we joined up how we work on security threats of all kinds, creating an enduring multi-agency approach. Now, with the added challenge from far-right extremism and the rapidly mounting threat to Europe from malign Russian activity, we need to bolster our responses across borders as well as across our agencies. Will my hon. Friend look at the concept of a joint UK-French national security council meeting to push that forward at Thursday’s summit?
Context
Following up on previous government measures, Mr Bailey references the multi-agency approach established after the 7/7 bombings and calls for an enhanced response to current challenges including far-right extremism and Russian malign activity.

I am grateful to my hon. Friend. I am sure we will all be reflecting on where we were 60 years ago [corrected: 20 years]. He is right about the nature of the threat we face today and he makes a very good suggestion. As he will know, we work very closely with our French neighbours. Important conversations will be taking place against the backdrop of the state visit, but I will consider more carefully the point he makes.

What assessment have the Church Commissioners made of the potential impact of the £25,000 cap on church repairs? Christ Church in Wanstead needs urgent repair for a grade I listed building at a cost of £2 million; how will this affect funding and VAT reimbursement?
Context
A survey by the Church Commissioners found that at least 200 projects will be affected by the £25,000 cap in the grant scheme, including parish churches and cathedrals in deprived areas.

I have met the Secretary of State to discuss these concerns. The congregation at Christ Church Wanstead provides community services such as music festivals and bereavement support. Relieving the burden of finding an extra 20% for repairs would allow more time for work with vulnerable communities. I will write to my hon. Friend with information about available grants.

I thank the Minister for her response. Last week, the Defence Committee met the Chief of the General Staff, who highlighted the challenges of supporting our troops in Estonia. I highlighted the Rail Baltica project, which received significant funding from the EU’s Connecting Europe Facility and NATO, linking my constituency via HS1 to the Baltics using British steel. Will the Minister meet me to discuss supporting the expansion of HS1 capacity, as it is an opportunity for growth within defence industrial capacity, improving deterrence and commitment to European allies while bringing high-quality jobs to east London?
Context
The Chief of the General Staff highlighted challenges in supporting troops in Estonia, mentioning the Rail Baltica project, a transnational railway connecting to the Baltic states that received significant funding from EU’s Connecting Europe Facility and NATO. The project includes HS1 capacity expansion.

The defence sector supports one in 60 of our jobs in this country—more than 400,000 well-paid jobs that are central to this Government’s growth mission and to our nation’s security. However, the majority of those jobs are outside London and the south-east. Therefore, growth and—crucially—engagement with defence and security are inhibited for young people in constituencies such as mine. Will the Minister confirm that the key ambition of our defence industrial strategy will be to broaden access to the defence sector in every region, including constituencies such as mine?
Context
The UK's defence sector supports a significant number of jobs, particularly outside London and the South-East. The Member seeks confirmation that the industrial strategy will focus on broadening access in every region.
