The EU High Representative for foreign policy, Josep Borrell, said on Monday that Israel is provoking famine in Gaza and using starvation as a weapon of war. President Biden has said that there should be no attack on Rafah without a plan to ensure the safety of the more than 1 million people living there. Does the Prime Minister agree with High Representative Borrell and President Biden? Because I do, and we need a ceasefire. If he does agree, will he say so here in the Chamber today?

As the hon. Gentleman knows, I have explained to the Opposition repeatedly that the findings from the Integrated Food Security Phase Classification initiative are gravely concerning. It is clear that the status quo is unsustainable, and we need urgent action now to avoid a famine. The UK is doing all it can to get more aid in and prevent a worsening crisis. Two thousand tonnes of UK-funded food aid, including flour and hot meals, is being distributed by the World Food Programme in Gaza today, as we speak, and it is enough to feed more than 275,000 people. We will continue to do everything we can to alleviate the suffering that people are experiencing.

Yesterday the Prime Minister said that he was fed up of people saying things on his behalf. It is not just him who is fed up: so are the British people, and so are his Ministers who are resigning. They are sick of being sent out by him time and again to say things that are not true. Is the real problem him, or them for believing him in the first place?

I want to be clear. What I want to say, and I say it again, is that I regret the way the appointment happened. I was clear with the House about what I knew at the time, but I want to stress that I take this matter extremely seriously. I am very sorry for the impact it has had on the victims, but the individual in question, the right hon. Member for Tamworth (Christopher Pincher), is now subject to an independent complaints and grievance procedure. As soon as that began—as soon as a complaint was made, I should say—the Whip was taken away.

Government statistics released last week show that 469,000 low-income households in the north-west live in energy-inefficient properties. Hundreds of households in the Fishwick area of Preston are still struggling with cold, damp homes after the failed installation of insulation more than a decade ago. Will the Minister commit his Department to future fuel poverty schemes that will prioritise the fixing of past mistakes, as well as renewed support for good insulation to be fitted in older terrace properties around the country?

You, Mr Speaker, the Defence Secretary and I all have thousands of constituents who work at BAE Systems in Lancashire. They have been working very hard on Typhoons and F-35s, but for the last couple of years there has been a great deal of excitement and hype about the Tempest programme. I understand that the Tempest is still a concept, in terms of its development, so can the Defence Secretary tell us when the detailed design and production stages are likely to take place?

My hon. Friend has raised an issue that is important not only to our part of the world but to the whole United Kingdom: the ability to deliver a sovereign capability. I recently went to Japan, where I signed another agreement with my Japanese and Italian counterparts. The global combat air programme, or GCAP—Tempest to us—is incredibly important for jobs in the north-west. It is already moving into the design phase, and we will then start to deal with the question of the political balance—of how much work is shared among the partners. However, there is a strong Government commitment to take this forward. We expect to see test flights before 2030, and we hope that the project will progress strongly for all our sakes.

Many of us remember the 1990s and the horrors of the first major war since the second world war. We also remember the horrors of Srebrenica, where Muslims were massacred by the Serbs. Should the Government not be speaking to the Americans and engaging with NATO to see what can be done to stabilise the situation? I remember observing the elections in Bosnia. It was a very delicate democracy then; it is even more delicate now. It is urgent that the Government act.

It is precisely because it is so important that we work with our NATO partners that the Foreign Secretary will raise the situation in Riga today.

The cap on medical places was lifted last year, and those medical students who had to defer will not count towards the cap this year. If medical training places are to be permanently raised, there will be a process for medical schools to apply for a proportion of the expansion, just as was the case with the recent uplift of 1,500.

We have been absolutely clear that in terms of the US deal the NHS is not on the table, and that includes drug pricing and other aspects of delivery of healthcare services. Let me remind the hon. Gentleman that the European Union is also a member of the government procurement agreement, and therefore we look forward, on a bilateral basis between the UK and the EU, to UK companies being able to take advantage of these procurement opportunities in European markets and also UK procurers being able to give their contracts to European companies.
