As chair of the all-party parliamentary group for disability, I hosted a Disability Confident workshop for Members of Parliament, and I am delighted that we are now approaching 25% of cross- party MPs being accredited as disability confident employers. Will the Prime Minister become a disability confident employer himself, encourage colleagues to do so, and put his support behind improved representation and inclusion in Parliament for people with disabilities?

That is an important point. We know how vital it is to support everyone who is working so hard in our NHS to support patients. NHS England is reviewing mental health services for all staff who need them, to ensure that they can access the support they need. It is working collaboratively with regions and integrated care systems to agree the best approach to doing that.

As chair of the all-party parliamentary group for disability, I have been hearing from organisations such as Mencap that remain concerned that people with learning difficulties are disproportionately detained for five to 10 years and for over 10 years. Will she reassure those organisations that the “Building the right support” action plan will continue to progress the great work that is being done?

I thank my hon. Friend for her interest and, of course, her many years working as a clinical psychologist. She brings that experience to the Chamber. National commissioning guidance to integrated care boards was published in November. It sets out that a mental health in-patient stay for a person with a learning disability should be for the minimum time possible, for assessment and/or treatment which can only be provided in hospital. In overseeing implementation of the action plan going forwards, the “Building the right support” delivery board will maintain focus on quality of care and on reducing long stays.

We have made progress against our target to reduce learning disability and autism in-patient numbers in England by 50% since 2015. For people with a learning disability without an autism diagnosis, there has been a 58% net reduction; for people with a learning disability who are autistic, the net reduction is 35%.

I welcome the Secretary of State to his place. My constituents are particularly keen that the UK has the best possible animal welfare standards internationally, and they wrote to ask the Secretary of State what progress is being made, particularly on livestock and equine welfare.

Animal welfare is an extremely important issue. That is why we introduced the Animal Welfare (Livestock Exports) Bill in the King's Speech. We were only able to do that because of our exit from the European Union. It is right that we put in place a ban to stop the export of livestock and horses for slaughter. My hon. Friend will also be aware of the two private Members' Bills that are being taken forward to tackle the important issues of pet smuggling and pet theft, which I know are concerns to Members on both sides of the House.

Many of those practices have very low ratios of GPs to patients, including, in one case, only two GPs registered for 30,000 patients. We have increased real-terms spending on general practice by over a fifth since 2016, and as a result there are now 10% more appointments happening every month. We are grateful to GPs for that. Church groups have been supporting excellent 12-step programmes, including Alcoholics Anonymous and Narcotics Anonymous, for many years. Well, I would be delighted to arrange a meeting with the hon. Lady's all-party group on this important subject. I can tell her that the Church works commission is already working with Government Departments and leading Christian charities on proposals to tackle mental wellbeing and loneliness. The diocese of Manchester, for example, runs a large-scale project to support young people's mental health and has a mental health wellbeing youth worker. The Bishop of St Albans leads on our addictions work and has done particular work on gambling.

New research by Scope has shown that 69% of people with disabilities believe that the Paralympics help to tackle negative attitudes. This comes as three in four people with disabilities believe that the public's perceptions of disabled people have worsened or not shifted during the pandemic. Scope and ParalympicsGB have teamed up to call for the Paralympic games to be a catalyst for change. The all-party group on disability, which I chair, asks the Secretary of State and the Government to commit to work across broadcasting to champion inclusion in sports and employment for people with disabilities, alongside celebrating the fantastic achievements of our Paralympians.

The Electoral Commission has supported all three of the UK's Governments to develop funds to support access to elected office for candidates with disabilities. It provides guidance to candidates with disabilities about how to stand for election and how the spending rules apply to costs reasonably attributable to their disability. The commissioners are aware that the APPG will be undertaking this inquiry, and they assure me that not only will they help to inform that inquiry but that the inquiry will help to inform the commission with its outcome.

I am concerned about the serious situation in my constituency with the YPeople project where the police have been called out 700 times over two years for antisocial behavior, crime, weapons, and drug misuse. Despite these high rates persisting during lockdown, residents are terrified and children face risks like being offered drugs at school. What more can be done to provide intensive rehabilitation before relocation to prevent such pervasive risk?

The YPeople project in Lindsay House has seen high levels of antisocial behavior and criminal activity, including drug use, leading to multiple police calls. Despite these issues persisting even during lockdown, local residents are frightened and children face risks such as being offered drugs at school.

I must first declare an interest, as my husband is a veteran and South Lanarkshire Council's veterans champion. The council has been doing fantastic work and has now agreed cross-party to implement a guaranteed interview scheme for veterans, as many find it very difficult to gain employment after leaving the forces. Is that positive development something that the Veterans Minister could take forward with local authorities—indeed, all levels of government across the UK—to ensure that there is a guaranteed interview scheme for veterans?
