After eight years of traffic chaos and increasingly creative traffic diversions, residents of Parkside and Marston Grange in my constituency are beginning to wonder whether the A513 at Beaconside is a permanent monument to the traffic cone. In the time that Staffordshire county council and Taylor Wimpey have taken to complete one stretch of road, we have had six Prime Ministers—not to mention Notre Dame having burned down and been rebuilt using medieval building techniques. What can be done to hold developers and local authorities properly to account so that essential infrastructure is delivered on time, with minimum disruption?

It is staggering that an important upgrade for drivers to improve their journeys has been delayed for eight long years, and I understand that the scheme is currently being held up by the Reform-led council—quelle surprise! Reform is proving as hopeless in local government as everybody anticipated. We have invested £24 billion in our roads, and I call on Staffordshire county council to end the delay, get on with the job and get this scheme started for my hon. Friend’s constituents.

I commend the Gatehouse theatre in Stafford for all that it does for young people; it is a fantastic initiative. The DCMS understands that people in rural areas face additional challenges in accessing culture. We know that transport challenges make accessing touring productions and after-school activities more difficult. Indeed, that was something we discussed on Staffordshire Day in this place. Arts Council England is committed to responding to the specific needs of rural areas, such as working with artists, improving access for rural audiences and building partnerships for growth.

I recently visited the sea cadets in Stafford, and it was brilliant. They are somehow thriving, despite being about 70 miles from the nearest coastline. What they lack in coastline, they very much make up for in enthusiasm. Unlike some of the Army and air cadet units, sea cadets are run as a charity and miss out on the cadet expansion programme funding. Will the Minister tell me what support is available for sites such as Stafford, so that even those of us missing out on sea access do not miss out on fair funding access?

In Stafford, Eccleshall and the villages, 12.6% of the workforce, which is nearly 5,000 people, work in logistics and contribute about £400 million to our national economy. However, with over 85% of UK fulfilment warehouses expected to be automated by 2030, many of these jobs will face significant changes. Please can the Secretary of State tell me what assessment the Government have made of the impact of automation on working communities, and what support will be available to help communities such as mine?

We are investing in young people and people in work so they can adapt to changes happening in the economy because of digital technology, including AI. I welcome the Government's £500 million of investment in victims' services, which is a serious investment after years of neglect. In my constituency, Staffordshire Women's Aid has been supporting survivors of sexual violence and domestic violence for 50 years. For every £1 spent on victims' support services, £10.80 is returned to the public purse. What steps are being taken to ensure that brilliant local organisations, such as Staffordshire Women's Aid, can access this funding, so that no area falls into the gaps?

On 17 July, I am hosting the Journey to Work expo in Stafford, bringing together successful major employers and local businesses, with the focused aim of getting young people into work. Last year, we had more than 300 people attend. Can the Minister tell me how the youth guarantee will reach young people in towns such as Stafford, and what support is available to communities already doing that kind of work?

In my constituency we are seeing good growth in our large employers and a great skills pipeline coming through from our advanced technical college, but we need a little support for our SMEs. Will the Minister say what targeted support is available for SMEs in towns like Stafford?

Happy St George's day, Mr Speaker. GE Vernova, in my constituency of Stafford, Eccleshall and the villages, is creating 40 400 new jobs to add to the 1,400 people it already employs. I believe that companies like this, which are already backing Britain by investing here, should be given more consideration when they are competing for Government contracts. Can the Minister assure me that when UK Government money is being spent, particularly in industries that are key to our national security such as energy, we will prioritise those companies already investing in British manufacturing, British skills and British jobs?

My hon. Friend is spot on, and I thank her for championing her local business while making a bigger point about how we need to support British jobs more widely. We have set out what we are going to do in four sectors, including energy infrastructure, but I agree that we need to go further and look at what more we can do in particular to support our manufacturing industry, and hopefully we will keep working to do that.

Context

This Government do not believe that our procurement rules do enough to back British businesses. That is why I have announced steps to address that, and to simplify and open up the system to small and medium-sized enterprises, start-ups and charities. We will issue new guidance shortly to ensure that the procurement regime always serves the national interest.

I am always happy to meet my hon. Friend, so I will do that. She is right: we want to cover as many rooftops in the country as we can with solar panels. Just today we have announced that plug-in solar will be available in the UK in the summer, allowing renters and others across the world to go into a supermarket, buy some solar panels, plug them in and save money.

Given that this is Colleges Week, may I take the opportunity to mention Stafford college, which is widely accepted to be the best college in the country? It already has 1,150 students on manufacturing courses, and works with 250 local employers in the sector. Does the Minister agree that if Newcastle and Stafford Colleges Group were made an advanced manufacturing technical excellence college, it could build on its excellent relationship with manufacturers locally?

Stafford Gatehouse Theatre in my constituency is absolutely smashing it. It welcomed 150,000 people last year and is likely to welcome 170,000 this year. The pantomime alone welcomed 19,500 people—oh yes it did!

May I associate myself with the Secretary of State’s remarks... Last week I met Soroptimist International members in Stafford, who raised concerns about mothers in Drake Hall Prison in my constituency. Every year, 17,000 children have their mothers go to prison, yet only 9% are taken care of by their fathers. Where do those 15,000 children go, and what steps is the Minister taking to ensure that children of women in prison are properly identified and taken care of?

In June 2024, 60% of rape investigations were closed because the victim dropped out. On top of that I have heard harrowing stories from my constituents who went to court over their sexual assault, and who felt humiliated and were further traumatised by that process. My hon. Friend asks a pertinent question, and I am sure the whole House will be sorry to hear of the examples that she raised. She is right to say that all victims ought to be treated with empathy and respect because victims’ loss of confidence in the criminal justice undermines the entire process of justice. I am working with the CPS to ensure better support for victims in rape and serious sexual offence cases, including by hiring victim liaison officers in teams prosecuting such cases.

We think the neighbourhood policing guarantee, getting police officers back on to the beat to see what is going on, will provide that reassurance.
