Many of us are becoming concerned that technical or procedural manoeuvres outside this House may be used to prevent Parliament from reaching a decision on the Terminally Ill Adults (End of Life) Bill. I presume the government is not neutral on the issue of democracy or the primacy of this Chamber. Will the Prime Minister reassure the House that the decision of elected Members—and, indeed, the wishes and hopes of the vast majority of the people we serve—will not be frustrated in this way?

I know the right hon. Gentleman feels strongly about this issue. As he says, the Government are neutral on the passage of the Bill. It is a matter of conscience; there are different and respected views across Parliament, and it is for Parliament to decide in the end on any changes in this Chamber. Scrutiny of the Bill in the Lords is a matter for the Lords, but the Government have a responsibility to ensure that any legislation that passes through Parliament is workable, effective and enforceable.

When the Prime Minster was Chancellor of the Exchequer, he put the full might of the Treasury behind the 10-year drug strategy, which, with its Adder Project, is now turning lives around across England and Wales. A key part of that strategy was developing a new approach to possession. He will know from his own constituency that in towns such as Andover in mine, possession is a huge concern, particularly to the parents of young people who spend time in the town centre. The Home Office issued a White Paper on this over a year ago, and the consultation closed in October last year. Will the Prime Minister commit in the forthcoming King's Speech to legislation that will deal finally with this pernicious problem?

I thank my right hon. Friend for all of his work and attention in this area; it was good to work with him on Project Adder in particular. He is right to highlight the fact that drugs destroy lives and families, hitting the most vulnerable in our society the hardest. The 10-year drug strategy, which he helped put in place, is ambitious and backed with a record £3 billion of funding. As he highlighted, we have consulted on a new drug possession offences framework, and I assure him that Ministers will keep him and this House updated on future plans.

Crime is down significantly and falling, and police officer numbers are at an all-time high, but the police funding formula remains elderly and out of date. It penalises counties such as mine, Hampshire, to the tune of many millions of pounds. Previous Administrations made the commitment that a new police funding formula would have been in place by the general election. May I invite the Prime Minister to make the same commitment, please?

Does the Secretary of State recognise that the situation that we find ourselves in, in the west bank and Palestine more widely, represents an almost complete failure of British foreign policy in this regard? As a British citizen, one of the most distressing aspects of this conflict, aside from the death, destruction and savagery, has been the sight of British Ministers being sent out to mouth platitudinous condemnations like goldfish, and promise action, only being dragged to take pathetic ineffectual steps by pressure from their own Back Benchers. My question is this: is anything going to change?

May I urge the Minister to consider adding greater protections for our national landscapes? There have been two outrageous decisions by the planning inspector involving car parks and solar farms near Whitchurch and St Mary Bourne, respectively. Will he strengthen those protections?

Further to the question from the hon. Member for Stourbridge (Cat Eccles) and my question to the Prime Minister yesterday, I am sure the Minister is aware that lots of manufacturing businesses are, frankly, screaming about the damage that the tariffs are going to do in five weeks’ time. Will he please consider an extension of the transition period to two years to allow three things to happen? First, it would allow UK steel capacity to grow in order to cover the gap. Secondly, it would allow quotas to be set correctly, so that UK businesses are not disadvantaged in the absence of UK production capacity. Thirdly, it would allow us to work out how it can be fair that somebody importing steel into the UK to produce a product pays tariffs, but somebody importing a finished product from overseas that is made from the self-same steel does not face tariffs.

I thank the right hon. Gentleman for his comments. I believe we have had representation from Stannah, the stairlift company based in his constituency. It is important to say that the Government take action like this reluctantly, but ultimately there are distortions in the market around steel. The EU taking action itself would lead to the UK becoming a dumping ground for cheap steel flooding in from overseas. We have taken a very carefully balanced approach and consulted carefully with the industry. I continue to receive representations, and, as I said, there is an opportunity for a review of the measures in 12 months’ time.

I am chair of the all-party parliamentary group on life sciences, so I know only too well that the industry, which has hitherto been a jewel in our crown, has been struggling to justify further such investment in our economy. Could I press the Secretary of State further on her answer to my hon. Friend the Member for Havant (Alan Mak), and ask her to reassure the House that she has put in a specific, ambitious and vigorous proposal to the Treasury in advance of the Budget to recognise that the life sciences industry is taking more risks than other kinds of investors?

We have heard Secretary of State after Secretary of State condemn the increase in settlements and settler violence in the West Bank over the last 30 or 40 years and it has made not the slightest bit of difference to their expansion. When will the Foreign Secretary accept that the only thing that the Israelis will respond to—we should not forget that these settlements are sponsored by the Israeli state—is action? When can we expect more sanctions, particularly on violent settlers and their organisations? When can we expect a full trade ban on settlement produce? In particular, will the Secretary of State consider proscribing those settler organisations that are perpetrating terrorism on an innocent Palestinian population?

I am grateful to the right hon. Gentleman. It is important that there is a cross-party position, and successive Ministers of both political parties have condemned expansion and condemned violence. We continue to work with partners across Europe and beyond on these issues. I do not say that it is easy. He will know that I announced sanctions back in October, and we continue to keep these issues under review, but the culture of impunity for those engaged in violence is intolerable.

Does the Minister accept that we got here after 16 months of weakness and vacillation by both this Government and the previous Government? As we contemplate the hundreds of thousands of people who are returning to their homes to dig out their relatives from under the rubble, the welcome return of the hostages, and the 40,000-odd orphans—and even more amputees—does she recognise that the hot air we have heard from both Governments, frankly, got us to a situation in which the Israelis are demolishing buildings in Jenin with people still inside and in which the President of the United States is openly contemplating the forcible transfer of Palestinians? If the right hon. Lady accepts that vacillation, will she confirm a couple of things for the avoidance of doubt? First, are Arabs, and Palestinians in particular, entitled to the same protections under international law as everybody else?

As the right hon. Member is aware and as we have discussed previously, this UK Government have taken a different approach from the previous Government on matters of accountability. We were very clear that the UK’s arms export regime had to be held to and operated in line with international humanitarian law. That underwrote the decisions we took in the autumn: we said we would examine that regime and deliver on it, and we examined that regime and suspended a number of licences.

We took steps, in the proposed reforms to the consultation on the national planning policy framework, to encourage build-out—not least through encouraging mixed-use development. However, we are reflecting on what more can be done to encourage that and to ensure that sites are built out in a timely manner.

How will that measure help small businesses in the south-west to scale up and bring economic growth to the region?

I am glad he welcomes raising employment allowance for very small firms. On his wider point about the Budget, I say gently that if they do not support these measures, they need to set out how they would finance extra investment in the NHS and industry.

While the eyes of the world are rightly on the shocking, dystopian situation in Gaza, we should not forget the humanitarian situation in the west bank, where a largely defenceless population are being ever more persecuted and exposed to violence and are seeing their homes and land stolen. May we please have a comprehensive set of sanctions against violent settlers, the organisations that support them in their activities and those who are complicit, at a state level, in what they are doing?

As the Minister will know, it is not only Governments and NGOs supporting Palestinians across Israel, the west bank and Gaza, but a lot of charities. I have been contacted by one such charity, ABCD, which operates a centre for disabled Palestinian children in the Nur Shams refugee camp. It tells me that its centre has been raided and destroyed not once, but several times, by the Israeli army—not by settlers. What more can the Government do to protect the facilities and personnel of British charities operating in the Palestinian territories?

As my right hon. Friend knows, I know that area well. I used to live in Whitchurch, which has the River Test flowing through it. The significant rise in the number of rape convictions is extremely encouraging. As the Secretary of State will know, at the heart of that success, and indeed of support for rape victims, lies a new operating model: Operation Soteria. Can he update us on how many police forces and Crown Prosecution Service areas have now adopted that new operation, and when does he expect the 100% roll-out so that we can see that kind of rise across the whole country?

I have to start by paying tribute to my right hon. Friend for the exceptional job that he did working on this issue in the Home Office and the Ministry of Justice. The increase in rape convictions—we are restless to go further—is in no small part due to his efforts. I believe that Operation Soteria is ready for a June national implementation, and Ministers in the Home Office and the Ministry of Justice are liaising with all the outstanding police forces to make sure they are signed up.
