Thank you, Mr Speaker, and welcome back. I also welcome the Prime Minister to his role. We have many shared passions—sport, music, and a deep sense of community. I know we both have a strong desire to ensure that everyone in our country has a sense of pride, identity and belonging—that everyone feels safe and no one feels lonely—but sadly, that is not always the case. What steps is the Prime Minister taking to support people in communities such as Spen Valley who may feel isolated or are dealing with antisocial behaviour such as speeding and dangerous driving, inappropriate use of e-scooters and offroad bikes, and fireworks, to give residents confidence that their concerns are being taken seriously?

I thank my hon. Friend for that question, because she speaks for many people at home, who will have been nodding away. I spoke to these issues in the Makerfield by-election, as we had an illegal waste tip, and it looked like nobody was taking any action on it. I think there is a case for going further on fireworks and regulating them. On antisocial behaviour more broadly, I supported Greater Manchester police in taking the toughest possible approach to rooting out antisocial behaviour through Operation Vulcan. I think that can be extended elsewhere. We should not accept that this is just the daily norm in communities. I happen to support the broken windows theory of policing. If we let small things go, bigger things come along, and we should change how we think about neighbourhood policing, as the Home Secretary is doing.

Welcome back, Mr Speaker. May I congratulate the Prime Minister on such as positive start to his premiership, and on resetting the dial on politics as public service and a force for good? Irrespective of our different views and opinions in this Chamber and beyond, it is a very important message. As such, will he join me in wishing the very best of luck to the 83 cyclists who have set off from West Yorkshire this morning on the ninth Jo Cox Way bike ride? They are travelling 280 miles down the country to London and celebrating all that we have in common through the power of cycling—including, sadly for the cyclists, probably quite a lot of sore legs and aching muscles.

Of course I wish them good luck. I admire them; I am not sure I envy them—it is 280 miles—but it is a brilliant cause. Friend back to her place, and I know that she will continue in Jo's spirit, with the same dedication and determination. I think I am right in saying that her parents—and, of course, Jo's parents—are in the Gallery today to see this first PMQs.

It was a pleasure to join colleagues for the NHS 75th anniversary parkrun, but my joy was short-lived when I returned to find emails from desperate constituents who cannot access necessary services. Does the right hon. Gentleman agree that after a decade of under-investment, our health service faces managed decline or needs a Labour strategy to put it back on its feet?

In my constituency we are faced with the potential closure of vital public services such as Cleckheaton town hall, Claremont House dementia care home and Batley sports and tennis centre. Ultimately, that comes down to cuts imposed on Kirklees Council of more than £1 billion since 2010. Ahead of next week's autumn statement, what conversations has the Chancellor had with his colleagues in the Department for Levelling Up, Housing and Communities to ensure that our local authorities are properly funded and the future of our vital public services is protected?

We are spending an additional £2.3 billion a year on mental health services, and we have recently announced £150 million for crisis community support, because we are trying to reduce the number of people being admitted in the first place by treating them at an earlier point in their mental health illness. That will free up beds, but it will take time. Community crisis intervention is the way in which we want to make progress.

I recently visited the Occupied Palestinian Territories, and what I saw made a deep and lasting impression on me. I assure the hon. Lady that we want nothing more than peace in that region. I have visited the OPTs and have met representatives of the Palestinian Authority and Israelis. Of course, it is in everybody's interest that we have peace in the region: it is in the interests both of Israelis and Palestinians and of the wider region. That will continue to be at the heart of UK foreign policy in the region.

In Batley and Spen, we continue to face serious problems of antisocial behaviour, reckless driving and dangerous parking. Ultimately, behaviour change is key, but in the short term, neighbourhood police and local councils need the resources to catch and punish those who show no respect to our communities. When will the Government properly invest in neighbourhood policing, and when will they stop cutting already stretched council budgets so that councils can use their power to tackle dangerous parking?

Council budgets are obviously a matter for the Department for Levelling Up, Housing and Communities, and they will be set out in the local government funding settlement in a few weeks' time. When it comes to police budgets, which are the Home Office's responsibility, as I have said once or twice already, the budget this year is £1.1 billion higher than it was last year—it stands now at £16.9 billion—and by April next year, when the police uplift programme is complete, we will have more uniformed police officers recruited than at any time in our country's history.

However, why was that move ever under consideration, given that last month at the United Nations, 143 countries, including Israel and the UK, voted to reaffirm that any unilateral annexation of territory by another state is a violation of international law? Navi Pillay, the former UN High Commissioner for Human Rights, has observed that unless that principle is applied equally to the Occupied Palestinian Territories, including East Jerusalem, it would become meaningless. Is this not just another example of the Conservative party's chaotic approach to international relations that has so badly undermined the UK's reputation on the global stage?

I welcome the Minister to her place. She inherits the Government's SEND review, which has caused widespread concern among parents of children with SEND that the Government are seeking simply to reduce expenditure and erode the rights of parents and children to access the support they need. As the Chancellor trawls for departmental cuts to pay for the Government's reckless economic experiment, can the Minister confirm that the SEND review will not be used as an excuse to erode further the resources that children with special educational needs and disabilities rely on?

I can confirm that the SEND and AP Green Paper—the SEND review—was not and is not an opportunity for us to reduce the support that children with special educational needs require in this country. As I have already outlined, we have increased our high-needs funding by 13% to £9.1 billion, and we have also designed a package to support the delivery of any of our reforms. That is a £70 million programme that will test and refine measures in order to ensure that children get the support and education they need, and that parents feel that they have a choice in the matter and are well supported.

Does the Secretary of State agree that one way we can take some of the pressure off overstretched GP services is to ensure that pharmacists can continue to play their vital role in looking after the health and wellbeing of patients? Pharmacies across the country are closing because of financial pressures, so will he urgently look into extra support for them to recruit and retain staff?

I am sad to say that I agree with my hon. Friends that the most vulnerable in our society are being forced to make unthinkable choices. Dozens of my constituents have written to me recently, concerned about the impact this winter will have on elderly residents who face not only loneliness and isolation, but a heartbreaking choice between heating and eating, while disabled people struggle with cuts to their support and those on low incomes face a £20 per week cut to their universal credit. Is it not true that under this Government the most vulnerable in our society are being left without the dignity they deserve and the basic means to get by?

Far from it. I recognise the hon. Lady is trying to stand up for her constituents, but she should also recognise the significant increases in benefits that have been provided, whether that is for people of pensionable age—about £129 billion—or the increase in financial support to people with disabilities. She should recognise that we will continue to strive at local level through our jobcentres and Jobcentre Plus, and through our automation of things such as the warm home discount, so that people do not even have to go looking for that sort of energy support, and the household support fund, from which many of her constituents will benefit.

I am sure the hon. Member will agree that local councillors of all parties want to tackle the scourge of antisocial behaviour that affects their residents. Local areas have the powers and the funding from the Home Office. The Mayor of West Yorkshire, a Labour Mayor, is receiving up to £510.8 million of funding, which is an increase of £25.8 million on the police settlement of last year, and she has also been able to recruit an extra 619 officers to tackle these priorities.

The beating crime plan laid out the Government's commitments to working with local agencies to drive down antisocial behaviour, and we are committed to ensuring that victims of antisocial behaviour get the response they deserve. The Anti-social Behaviour, Crime and Policing Act 2014 introduced specific measures designed to give victims and communities a say in the way that complaints of antisocial behaviour are dealt with, and this includes the community trigger—an important safety net that gives victims of persistent antisocial behaviour the ability to demand a formal case review.

The NHS covid recovery fund is an important measure to help address the backlog of operations and patient care. Will the Secretary of State set out, following any conversations between the Department, the Treasury and the Department of Health of Social Care, how much of that budget has been earmarked for additional capacity for children with disability and care needs, children and adolescent mental health services, and special educational needs and disability provision, which is quickly becoming a crisis in our schools?

['I am concerned about the devastating impact of the 2002 Gujarat riots, which led to thousands of deaths and displayed the worst of humanity. The death and destruction during these riots highlight the importance of respect for all religions and living peacefully side by side. The MP is concerned about the lack of agreement on the facts surrounding the 2002 Gujarat riots, which resulted in at least 1,000 deaths, mostly Muslim. The precise death toll remains a matter of dispute despite numerous investigations and inquiries. She highlights the case of Sakil Dawood, Saeed Dawood, Imran Dawood, and Mohammed Aswat, four individuals who were killed on February 28, 2002, when their Jeep was stopped at a roadblock by a mob demanding to know their religion.']
