The hon. Gentleman should know that, through the Railways Bill, we are building a system that will ensure that passenger accountability sits at the very heart of how this railway operates. I would be grateful if he could illuminate to me how constituents of his and constituents across the country are served by the previous system, under which people could not get a train where they needed to go, were plagued by strikes and had ticketing systems that did not work.

The best way to cut fuel poverty is through a nationwide home upgrade scheme, but the Secretary of State seems unaware of the reality when it comes to home upgrades. Her officials said in recent documents given to the High Court that progress to decarbonise the UK's building stock has been slow, that policy gaps remain and that the Government are lagging behind. Why will she not admit in public what her Department tells her in private?

The policy on fuel poverty is devolved. Statistics for England estimate that 3.17 million households were in fuel poverty in 2023, which is more than 1.5 million fewer than in 2010.

Voters in the upcoming North Yorkshire mayoral election are facing significant economic hardship and deserve to know that their money is being spent responsibly. Does the Secretary of State share my concern that one candidate in the North Yorkshire mayoral race has made over £300 million of unfunded spending commitments for the county? Could central Government perhaps provide an assessment of the economic impact of such spending commitments?

It is striking that the Conservative candidate in North Yorkshire is the only one who has a plan for growth, and a long-term plan for York and North Yorkshire's economy. When it comes to value for money for our Mayors, I should point out that the Conservative Mayors for Tees Valley and for the West Midlands, Ben Houchen and Andy Street, levy not a penny in extra mayoral taxation, unlike the Labour Mayor in London, whose spendthrift ways will see him thrown out on 2 May.

The Legal Aid Agency keeps provider locations under review. We have invested an additional £10 million recently for housing, education, and family legal aid. If the hon. Gentleman writes to me, I can provide details of spending in his local area.

Since 2010, the size has decreased by over 43,000 personnel; Royal Navy warships have decreased by a fifth; more than 200 aircraft removed from service in five years; and recruitment targets are being missed year on year. The thing that I am most proud of, beyond the exceptional operational output of His Majesty's armed forces every time they are called on, is that the Government have increased the defence budget to more than £50 billion a year for the first time. The hon. Gentleman should be enormously concerned about the shadow Chancellor's repeated refusal to commit to anything more than the 2% NATO floor for defence spending.

I refer the hon. Gentleman to much that I said in response to the readiness question earlier, but the key point on this issue of enablement is that it is the unglamorous stuff that needs to be invested in first. The Government have increased the defence budget to more than £50 billion a year for the first time.

In the past six months, the Trussell Trust has issued 769 emergency food parcels for children in my constituency. In some schools that I visit, teachers bring food from their homes to feed hungry kids. Will the Minister step up and take responsibility for this, or, instead, move out of the way for a Labour Government committed to making child poverty a thing of the past?

Heaven forbid that we do have another Labour Government, Mr Speaker, because I have just set out the case against the last one and their appalling record on poverty. When it comes to cost of living payments, those went to 8 million low-income households and to 6 million people with disabilities. There will be further payments of £300 for pensioners alongside the winter fuel payment in the coming months.
