I thank my hon. Friend for his advocacy for the fund and for his constituents in Bury. The community ownership fund works alongside existing community asset transfers and supports them by funding the costs of renovation and refurbishment. We cannot fund the cost of purchasing publicly owned assets where the public authority would credit a capital receipt, except in the case of parish, town and community councils, but I am happy to meet him to discuss this issue further.

The £150 million community ownership fund is open to voluntary and community organisations or parish, town and community councils from all parts of the United Kingdom that have a viable plan for taking ownership of a community asset at risk and running it sustainably for community benefit. So far, we have awarded £71 million to 257 community projects, including £1 million to Gigg Lane, the home of Bury FC. Detailed guidance on the criteria is available in the prospectus on gov.uk.

I can try, but the task of finding clarity in the position of the Mayor of Greater Manchester in this regard is somewhat confusing. First he says he is in favour of tackling the issue of air quality—and, indeed, we have heard from Opposition Members how important that is—and then, when he has powers to take action, he seems to look to Westminster and expect us to act on his behalf. Of course I will follow up my hon. Friend's request and seek clarity from the Mayor, but the ability to do so has, to date, been rather limited.

The Metropolitan Borough of Bury is getting significant support. In addition to the funding increases, we have appointed a SEND adviser to work with the borough to improve services. The Council for Disabled Children is supporting it to strengthen EHCPs. Two special free schools have been approved, and Bury is also one of 34 areas in our safety valve programme.

In 2021, only about 10% of rape allegations were referred by the police to the Crown Prosecution Service. The figure is even lower when we take into account other sexual offending. Has my hon. Friend ever received a satisfactory explanation from the police for such a lamentably poor referral rate?

The nub of the issue is that historically police officers have not developed a new way of dealing with rape in a modern, digital world, among other things. Despite IPP sentences having been abolished more than 10 years ago, 2,926 IPP prisoners were still in custody as of June 2022, of whom 608 were 10 years over their original tariff. Does my right hon. Friend agree that many of those people are locked in prison as a result of mental health conditions that they have developed while in custody, rather than because of the threat that they pose to the public?

I welcome my hon. Friend's interest in trade with Pakistan. When I visited the country—I was the last Trade Minister to do so—I observed the excellent co-operation that was taking place between businesses in the UK and Pakistan. Big investments by UK firms such as GSK in Karachi are key to the delivery of £3 billion-worth of trade. I am pleased to say that we will be formalising this relationship through a new ministerial-led UK-Pakistan trade dialogue, in which we will co-operate further on reducing and removing barriers to trade.

Magistrates court caseload is close to pre-pandemic levels, and Crown court outstanding cases reduced from around 61,000 in June 2021 to 58,700 by November 2021. In the four quarters to Q2 this year, we have had £2.6 billion-worth of trade with Pakistan, and I am pleased to confirm to him that we already offer Pakistan the enhanced framework in the generalised scheme of preferences, which ensures that it has more generous access to the British market than others do today. He will also know, and the House will want to be aware, that between July and September this year we ran a consultation on our proposed new developing countries trading scheme. This is a statement of our intent: the British Government want to take a more ambitious, more generous, more pro-growth approach to trading with developing nations. We encourage all states to ensure that their domestic laws are in line with international standards. I know from conversations with my hon. Friend that he is a powerful supporter of the police, particularly in his own constituency, and he wants more of his constituents to meet more of the police officers who are being recruited into his local force at some rate of knots. While it is true that having the police officers will make a huge difference, so will giving them exactly the kind of tools that he has talked to me about in the past to do their job.
