We have all heard the horrific news that a man entered Manchester Central mosque last night in this, the holy month of Ramadan, carrying weapons including a hammer, a knife and an axe. Violent and Islamophobic attacks against the Muslim community are becoming far too frequent in our country. Prime Minister, is it not the case that every single politician in this place, has a responsibility to stop fanning the flames of hatred against the Muslim community?

I thank my hon. Friend for raising that really important case. Let me tell him that I share his deep concern, and the deep concern of the community, over the incident at Manchester Central mosque—particularly as it took place during the holy month of Ramadan—and that we will not, and must not, relent in the fight against anti-Muslim hatred. We must not. I remember visiting Peacehaven mosque in the wake of the awful attack there, and when I did, I committed £40 million to protecting mosques and community centres. It is a shame that we have to do that, but we do have to do it, and we are establishing a new fund to monitor anti-Muslim hatred and to support victims. I want to reassure my hon. Friend and the House that we will fight hatred and protect freedom of worship in this country.

Let us be clear in this House: Israel is starving Palestinian children. That is a war crime. Israel is killing Palestinian children as they queue for food. That is a war crime. Our Government have quite rightly imposed thousands of sanctions on Russia for its war crimes in Ukraine. How many more horrors must we witness before the Prime Minister acts with the same scale of sanctions against Israel to stop this genocide? Do Palestinian lives not matter?

As I said earlier, I am appalled by reports of more civilians being killed in Gaza, particularly when they are trying to access aid. Each of those incidents needs to be fully and transparently investigated, with accountability for any failings. That, of course, has to happen alongside the ceasefire that is desperately needed and that we are working hard with others to achieve, in order to release all of the hostages who remain, but also to protect civilians and get much more aid into Gaza at speed and at volume.

I am proud to have played my part in helping to draft what has become the Employment Rights Bill. A new poll shows that three quarters of the British public back the stronger workers’ rights in the Bill, including better sick pay, yet that lot over there—the Tories and Reform—disgracefully voted against it. In fact, the Leader of the Opposition does not even believe in maternity pay or the living wage. Our statutory sick pay is ranked as one of the lowest in Europe; it needs to be brought in line with the living wage. Will the Prime Minister back my campaign to strengthen the Bill further so that sick pay is at a level that will finally stop punishing workers for being sick?

I would have thought the Leader of the Opposition might support the protection of day one employment rights, given where she is going, but she thinks maternity pay is excessive.

In January, the Prime Minister promised me that he would listen to the calls of those that the Government had excluded from vital support to protect their jobs, businesses and incomes during the coronavirus pandemic, yet over the last six months many of my constituents have still been coming to tell me that they have been shut off and ignored, and millions across the country continue to be excluded. I have to ask the Prime Minister: why did he give those who have been excluded false hope instead of the support they desperately needed?

I am the chair of the all-party parliamentary group on Kashmir. I have written to the Foreign Secretary raising concerns around serious escalation in tensions in Azad Kashmir, including reports of bloodshed, arbitrary arrests and food blockages. If we are serious about preventing reoffending, however, we also need structured, credible rehabilitation, the focus of which must be on prevention and diversionary activities. As chair of the all-party parliamentary group on boxing, I have seen how grassroots boxing clubs offer something different—structure, community and hope—that is of particular benefit to young people.

Many of the 41,000 disabled people in Bradford who rely on PIP to live with dignity and stability are rightly horrified by these proposed cuts. In particular, the four-point rule has the potential to devastate the lives of tens of thousands of people in Bradford overnight. Let us be clear: these plans would take away a vital lifeline from those with the greatest need living in the most deprived areas of Britain. I cannot support any cuts that worsen inequalities in places such as Bradford, so I say to the Minister in absolute sincerity: please listen to the growing calls in this place and out there to scrap these unfair cuts and instead do the right thing by taxing the super-rich so that they can pay their fair share.

I hope Members recognise that the words that we have been speaking at this Dispatch Box have not been hollow. Since coming into government, we have restored funding to UNRWA. Given that the Government will still sell arms to the Israeli military after the International Court of Justice found the actions in Gaza to be plausibly in breach of the genocide convention, what legal advice has she provided to the Foreign Office that allows her to fulfil the legal obligation to prevent genocide at the same time as selling arms? If the ICJ ultimately rules that it is genocide and it is proven that civilians have been killed by UK-sold arms, does that not leave the UK complicit in genocide?

I believe that I dealt earlier with the substance of the hon. Gentleman's question. We respect the independence of the ICJ. We have considerable concerns about this case, which is not helpful in the goal of achieving a sustainable ceasefire. We accept that the Court has made a provisional measures order, much of which we wholeheartedly agree with. The FCDO continues to assess Israel's commitment and capability to comply with IHL. Applications for export licences are assessed on a case-by-case basis against strategic export licensing criteria, including with regard to IHL. The Government can amend, suspend, refuse or revoke licences as circumstances require.

Since 2010, neighbourhood policing has been decimated despite its benefits. We desperately need reforms in the police funding formula. However, one quick way for the Government to get cash to forces for neighbourhood policing is by reforming POCA rules so that more money goes back to the confiscating force. Will the Minister meet me to discuss this?

Neighbourhood policing has seen significant cuts since 2010, despite its advantages. Reforming the police funding formula is needed but reforming POCA rules could quickly allocate more funds to neighbourhood policing.

I am happy to discuss POCA with the hon. Gentleman and colleagues. However, there is a definitional confusion about neighbourhood policing as it includes local police officers in response teams. In 2015, there were 61,083 officers in local roles; now there are 67,785. Overall, we have 149,566 officers across England and Wales, which is a record high.

Supporting offenders in practising their faith is regularly cited as playing a key role in their rehabilitation in prisons. However, as the Minister will know from my frequent correspondence with the chief executive of His Majesty's Prison Service, many prisons either do not provide the facilities required or actively hinder offenders in practising their religion. HMP Full Sutton has been brought to my attention as one such example. Given its importance, will the Minister assure me that a full review of faith provision across the prison estate will be conducted and guarantee that no one will be denied the ability to freely practise their religion?

Over 40,000 families in Bradford have been plunged into uncertainty as the Tory Government lurch from crisis to crisis. More than one in five of my constituents now live in fuel poverty, yet the Minister still comes here today with no real plans or solutions, and no real windfall tax on the booming profits of energy giants. What does she have to say to those who, frankly, have been abandoned and have to choose between a warm home, a full stomach and school uniforms for their children?

In 2022, there were an estimated 3.26 million households in fuel poverty. The additional support we provided last year prevented 350,000 households from falling into fuel poverty in 2022. The established targeted support remains in place, while from July 2023 household energy bills have been falling.

Earlier this year, Bradford submitted a levelling-up fund bid—the only bid developed from the grassroots up by local community groups—to build three new community-led health centres that would deliver transformational benefits for Bradford and act to reverse the crippling health inequalities that we face. Ahead of the announcement on Thursday, does the Chancellor see that if he does not back grassroots, community-led transformational projects like this, it is clear that the Government's levelling-up agenda is truly dead?

The hon. Gentleman makes a baseless slur against my officials at the Home Office. All visa determinations are based on objective criteria. 303,000 visas and permits were granted for family members in the year ending June 2022, which is 61% more than in 2019.

Bradford's grassroots football, cricket and boxing clubs are a vital support network for young people. Yet, despite the volunteers' hard work, many clubs have had to close due to Government cuts and underfunding. I hear her saying that over £1 million has been put into Bradford East, but I have not seen the effects in our grassroots boxing, football, and cricket clubs. Will she commit to ensuring they get the support they need?
