I once again raise the issue of steel. We are now at serious risk of losing the ability to make virgin steel here in the UK. I know that the Government are working hard on this, but it is a matter of national security and we need the Prime Minister's leadership on this issue. My right hon. Friend the Prime Minister is a great champion for steel, and we have just had brilliant news on the removal of the US steel tariffs. Will he reaffirm the commitment he made at the Dispatch Box on 31 January that the Chancellor will bring forward a package of measures on our steel energy costs? If the Chancellor is not able to make good on that commitment today, will he ensure that he does so as soon as he can?

My constituent David Hopkins lives with grade 4 glioblastoma. The pioneering immunotherapy treatment he needs is not yet available in the UK. He and his wife Nicki continue to fundraise for his treatments in Germany, and I know that the wonderful people of Scunthorpe have been incredibly supportive in this. Will the Prime Minister join me in wishing the Hopkins family well, and will he work with me and the Brain Tumour Charity to improve research and treatments for patients like David?

I am very proud to tell the House that we have 2,500 world-class steelworkers in Scunthorpe. Like steelmakers across this land, they stand ready to make steel for High Speed 2. My right hon. Friend the Prime Minister has said in the House that he wants to see that happen. Will he reassure me that he will press for HS2 to sign the UK steel charter, and that steel for HS2 will be made in Britain?

We are used to this Government flip-flopping all over the place. It would be funny if it were not so serious for business, exports and jobs. So when we heard the Treasury telling everyone who would listen that the Government's response to the carbon border adjustment mechanism would be in the autumn statement, we were not surprised that it was not. The future of steel investment and growth relies on a clear and certain path from Government. We cannot have our business disadvantaged any more, so what is the decision on the CBAM? If this Government cannot decide, is it not time to make way for one who can?

My hon. Friend makes an excellent point. She has been a long-running champion of the steel sector and its importance to her constituents. Of course, we want a smooth transition between blast furnace and electronic arc steel making technology. Steel remains incredibly important to the defence sector. Take the Type 26: almost 50% of that is British steel. That is 1,400 tonnes per ship. That underlines why it is so important that, in constituencies such as my hon. Friend's, we continue to support the steel sector.

I welcome the fact that my hon. Friend has raised this point, because the £40 million of funding is available. That money is there, ready to allocate to quality bids. All the bids that have met the National Institute for Health and Care Research standard have been funded, but she is right to say that there is more money available and we stand ready to work with researchers to get that money allocated as soon as those quality bids come in.

I thank my hon. Friend for her question and for accompanying me on my visit to British Steel last week. We are moving quickly to deliver the supercharger policy. It will reduce energy costs to energy intensive industries, including steel, by around £20 per megawatt hour. She mentioned speed, and we will consult on the capacity market exemption shortly. We intend to bring forward secondary legislation on all three measures around renewable energy obligations and capacity market costs. I will do everything I can to ensure that businesses get the support they need as quickly as they can.

Cancer diagnosis and treatment is an absolute priority, which is why we are putting £2.3 billion into campaigns and new initiatives to encourage people with suspected cancer to come forward. I am pleased that the referral rate is currently 120% of the pre-pandemic level. I will, of course, read the APPG's report. I visited the largest neurology hospital in the UK last month with my hon. It is so important to get the vaccine to care homes. Over a quarter of care home residents have now received their first dose of the vaccine, and the Oxford-AstraZeneca vaccine is much easier to get to care homes by taking the vaccine to the care home rather than opening new centres. People in Hibaldstow, Scawby, Kirton in Lindsey, Messingham and throughout the Scunthorpe constituency will be within 10 miles of a vaccination centre.

The A15, leading to the A46, is a major strategic corridor for north Lincolnshire. Improved north-south connectivity via the A15 plays a vital function as a strategic economic corridor and is critical for facilitating the movement of goods in connection with heavy engineering and the food sector. It also provides an important economic role, linking the midlands and the south to the Humber ports, the refineries and one of the largest enterprise zones in the country on the south Humber bank. The Government recognise the extreme disruption that the pandemic has caused businesses, which is why we have delivered a generous and comprehensive package of support, in line with best practices globally, totalling more than £190 billion. That has included grants, loans, the furlough scheme, the self-employment income support scheme, deferred VAT payments, business rate reliefs and protections for commercial tenants.

Last week, due to ongoing workforce challenges, Northern Lincolnshire and Goole NHS Foundation Trust temporarily transferred all oncology services to Grimsby's hospital. This is not acceptable to local patients. Will the Secretary of State join me on a visit to Scunthorpe General Hospital so that we can discuss this and other issues with local NHS staff?

I understand that the changes, which have been made for patient safety reasons, are temporary, with a review to follow led by the Humber, Coast and Vale cancer alliance.
