I beg your indulgence briefly, Madam Deputy Speaker, to wish my constituent who was attacked in yesterday's serious incident in Aberfan a speedy recovery. I thank the emergency services and school staff for their swift and professional response. Britain is getting smaller on the world stage on this Prime Minister's watch. His climate failures mean that our children and grandchildren will bear the brunt of the costs. His plans are undermining Britain's energy security and bills are still sky high for working families, yet he is hiking the tax burden and real living standards are falling by more than 3%. Tinkering with a reset just does not compensate for 13 years of failure, does it, Prime Minister?

First, can I say that my thoughts are with the victim and her family after the awful incident that took place on the streets of Aberfan? We wish them a full and speedy recovery, and I join the hon. Gentleman in thanking the emergency services for their immediate response. The hon. Gentleman talked about leaving our children and grandchildren with costs. He is right to raise that because it is important that we do not do that. The question, then, for him and the Labour party is: why do they want to embark on a green borrowing spree of £28 billion a year that will just mean higher taxes for our children and grandchildren and higher mortgage rates? It is the same old story: reckless borrowing and the British people paying the price.

Pearl Melody Black was 22 months old when a car rolled off a private drive on to a highway and hit a wall, which fell and killed her while she was holding her daddy's hand. Her parents, my constituents Gemma and Paul, South Wales Police and the Crown Prosecution Service were all frustrated that no charges could be brought in the case due to a loophole in the law. My ten-minute rule Bill, the Driving Offences (Amendment) Bill, sought to amend the Road Traffic Act 1988, but it fell as it did not get parliamentary time. I know that colleagues across the House have had similar issues, so I ask the Prime Minister to meet me and meet my constituents to assist in finding a way forward.

Sarcomas are cancers that can affect any part of the body. Awareness is low and this is Sarcoma Awareness Month. May I ask him to meet me and families affected so we can discuss what more the Government can do to raise awareness and fund research?

Since 2010, the Conservative Government has pushed half a million children into poverty and is driving child poverty back to levels not seen since the 1990s. Will the Prime Minister start today by apologising for failing these children?

Queen's Speech did not include new measures to tackle youth unemployment. There are over 500,000 unemployed young people in this country. My hon. Friend and I have requested a meeting with the Minister to discuss local concerns from training providers and businesses. What exactly will PM do to address that?

I do indeed recognise the amazing dedication and commitment of NHS and social care staff who have been at the forefront of this pandemic and who have borne the brunt of it, personally in many cases. That is why I will repeat the point I made a little while ago about what we are doing to recognise the contribution of the public sector, and nurses in particular, in these very difficult times, and say how relieved and glad I am to see the number of nurses now in training. There has been a 34% increase in applications to be nurses this year in this country. We have a target of 50,000 more nurses, as well as 20,000 more police.

We inherited a broken welfare system from the Conservatives that has failed people and trapped them in a cycle of poverty. We will not allow that to continue, which is why we are helping people into work through new employment programmes and increasing universal credit for those who need support. As my hon. Friend mentioned, 700,000 pensioners are being helped through the state pension rise. We are absolutely laser-focused on tackling the cost of living.

An expert group was appointed in January to provide technical advice on the inquiry's recommendations. Legislation to set up the infected blood compensation authority is in the other place and will be debated next Tuesday. Last July, we saw the introduction of the British Standards Institution standard on menstruation, menstrual health and menopause in the workplace. Earlier this month, the International Organisation for Standardisation voted to develop an international version. Will the Minister join me in congratulating the BSI, countless grassroots organisations, individuals including my hon. Friend the Member for Swansea East (Carolyn Harris), and the menopause all-party parliamentary group, who have all worked tirelessly to ensure that menopausal women in this country are given the support that they so deserve?

The HS2 project, proposed by the last Labour Government and supported by the Opposition, will benefit passengers in north Wales. Much as the Opposition would prefer this not to be the case, it is a fact that this is impacting across western economies. Although market-to-market comparisons are not always easy, in the United States of America the average 30-year mortgage has now increased to above 6%. As I have said, this Government will do what we can sustainably to lower interest rates, and thereby ease the burden on mortgage holders.

Private rental costs in Wales increased by 4.2% in the year to February 2023, the highest annual percentage since the Tories came to power. The Government have accepted the need to uplift benefits in line with inflation, but they have completely failed to accept that the same principles should apply to the local housing allowance. The hon. Gentleman should be aware that the Government have extended the windfall tax and are charging very high levels of tax—indeed, about three times the usual level—on companies taking oil out of the North sea. It is extraordinary that those who call for a windfall tax on energy companies do not recognise that we are already levying it and do not want to support the Government in allowing more oil and gas to be exploited from the North sea, which will enable us to raise even more in taxation.

All three strands of the agreement are vital, and all need to be working, but the hon. Gentleman is completely right to say that strand 2 and the council are very important as we move forward from this point. Twenty-five years of peace and stability have flowed from the signing of the Belfast/Good Friday agreement, and I would like to think, as we look forward, that we will have not just peace and stability but prosperity for the next 25 years.

Mr Speaker, may I associate myself and everyone in the House with your comments about PC Keith Palmer on this anniversary? May I also remind the House that yesterday marked 30 years since the IRA's Warrington bomb? My thoughts are with those who were affected by this atrocity, which caused the death of two young children, Tim Parry and Johnathan Ball, and injured 54 others. It is a reminder of the terrible cost of the troubles and of the vital importance of maintaining peace and improving political stability in Northern Ireland, and I am grateful to all those who continue to promote peace and reconciliation in our society. Last week, I visited the United States for the St Patrick's day celebrations, and I am keenly aware that that the eyes of the world will be on Northern Ireland in the month ahead as we prepare to mark the Belfast/Good Friday agreement's 25th anniversary. A host of events, big and small, civic, private and public, are being organised, many by Queen's University Belfast, to mark this important anniversary.

It will help SMEs across the country, including in his constituency and mine, because we have worked hand in glove with the Welsh Government to make sure that the new procurement rules are available in England, Wales and Northern Ireland. I am pleased to say that that is possible only because we left the EU.
