I recently met bereaved constituents who lost their babies at Leeds teaching hospitals NHS trust. Understandably, their confidence in the system is at an all-time low. They want answers about the circumstances in which at least 56 babies and two mothers have died in recent years. Will the Prime Minister update the House on what steps he is taking to ensure that an inquiry uncovers the factors that led to these deaths, confirm Donna Ockenden as chair of that inquiry, and join me in paying tribute to the courageous families campaigning to ensure that nobody has to suffer the same tragedy again?

I have a huge amount of respect for Donna Ockenden, who is an outstanding advocate for families. We will ensure that we select a chair of the highest standard who has the independence and expertise needed to deliver the real change that is needed.

While the Labour party may want to ride roughshod over the views of local communities, impose top-down housing targets and carpet over the green belt, that is not something that this Government will do.

My constituent Ian Greenwood tragically lost his 12-year-old daughter in a road traffic collision that should never have happened. Ian is now campaigning for Leeds Vision Zero, which aims to end road deaths and serious injuries by 2040. We really have to make our roads much safer. Will the Prime Minister commit to giving local authorities sufficient funding to ensure that vehicle collisions can never take a young life again?

First of all, I say to Sharon and her family that I am sorry about what they have experienced. The hon. Gentleman makes an excellent point. Mental health funding is increasing so we can ensure parity of service. He is also right to raise the issue of eating disorders, for which provision is currently expanding. 2,000 more children were given the treatment, advice and support they needed last year, and there are plans to go further because it is an issue that needs tackling.

At the height of the lockdown restrictions in 2020, my constituent, who has worked for the NHS for over 30 years, was diagnosed with a tumour on her spine. While she was in hospital undergoing painful surgery, her family obeyed the rules and did not visit her. In the last few minutes, a photo has emerged of the Prime Minister in Downing Street, on 15 December 2020, surrounded by alcohol, food and people wearing tinsel. It looks a lot like one of the Christmas parties that he told us never happened. For the sake of my constituent and the sacrifices she made, will the Prime Minister be referring that party to the police, as it is not one of those already being investigated?

Will the Government now commit to accepting the Law Commission's recommendation that the rule which states that marriage revokes a will be abolished?
Context
In 2018, the questioner began a campaign to abolish the rule stipulating that remarriage in England and Wales revokes any previous will. This rule is seen as archaic and potentially abused by unscrupulous individuals.

I thank the Foreign Secretary for that reply. The fall of Assad was rightly welcomed by all Members of this House, but reports of mass killings of Christians and Alawites, which have now resulted in more than 1,500 civilian deaths, show that Syria is still a very unstable country. Will the Secretary of State therefore outline what support is being given to the new Syrian Government to prevent further violence and another appalling refugee crisis?

When Haiti's transitional council was sworn in last week, the location of the ceremony had to be changed owing to gunfire erupting from nearby criminal gang outposts—a stark reminder that Haiti is a country far from political legitimacy. The safety of our staff is paramount, and a decision was taken in November 2019 to move the last UK base staff member in Haiti to the neighbouring Dominican Republic. We have two country-based staff members in Haiti's capital who we are in constant contact with. They are working from home and there are no specific threats to them based on them working for the UK.

When an LPA application is submitted, there is a statutory four-week waiting period during which objections can be lodged. Any concerns about attorney abuse are reported to the Office of the Public Guardian for investigation. Identity verification processes will strengthen the system following the passage of the Powers of Attorney Act 2023.

More than 6 million people have LPAs in Britain. I am receiving many harrowing stories from across the country where abusers target elderly individuals and steal their estates. Will the Minister ensure a proper medical assessment is carried out before an LPA is activated, and that digitisation of LPAs does not result in families losing loved ones' estates to unscrupulous abusers?

There are more than 6 million LPAs in Britain, and numerous reports of abusers targeting elderly individuals. The MP received many harrowing stories from constituents about the misuse of LPAs.

Our bus services in Leeds have been unreliable for years, and yet the Leeds City Council Conservative group wanted more of the same and hoped the problem would just go away. That is an extraordinary question, given that the Government have, in the Network North announcement that the Prime Minister made, put aside £2.5 billion for a mass transit system in Leeds so that Leeds no longer remains one of the largest cities in Europe without one. I have to say that that investment in Leeds to benefit his constituents is possible only because of the choice that this Government made to cancel the second phase of HS2 and to spend the money on that mass transit system in Leeds. I am surprised that the hon. Gentleman did not welcome that significant investment for his constituents.

If he will take steps to establish a mass transit system in Leeds. Less than 40% of the population of Leeds can now reach the city centre by public transport within 30 minutes. We have been promised and promised a public rail-based transport system by this Government for years, and yet we still remain the largest city in Europe without one. Will the Minister tell the people of Leeds why we should believe him this time?

The Government's Network North announcement included £2.5 billion of investment for the West Yorkshire mass transit system, building on the £200 million already provided to the West Yorkshire Combined Authority, which is developing the business case. I look forward to reviewing that and bringing the benefits of mass transit to the West Yorkshire region. As the hon. Member rightly says, Leeds would no longer be the largest city in Europe without a mass transit system. What we are looking to do with the West Yorkshire Combined Authority is create a network of up to seven lines, which will eventually connect Leeds with Huddersfield, Wakefield, Bradford and Halifax. Work is going on, because £200 million has already been committed. I had a meeting with the Secretary of State for Levelling Up, Housing and Communities and the West Yorkshire Combined Authority to discuss the plans and proposals. The combined authority is working at pace and we are going to fund it.

We are working closely with the Brazilian Government on these matters. We have invested £300 million in the Amazonian biome, a huge amount of which is focused on Brazil, providing all kinds of support for indigenous communities and helping to tackle environmental crime.

As we have already heard, on 26 February, following the appalling murder of two Israelis, a violent mob of 400 settlers attacked the Palestinian town of Huwara, killing one, injuring hundreds, and burning buildings and cars. As my hon. Friend the Member for Middlesbrough (Andy McDonald) said, a far-right Minister in the Israeli Government called for Huwara to be wiped out. That shocking incident is part of the deteriorating situation in the occupied west bank and the wider problem of settler violence, for which too often no one is held to account. Again, will the Government press the Israeli authorities to condemn and crack down on these shocking incidents of settler violence?

There has been condemnation of those actions within the Israeli system. We are always clear that where there is lawbreaking, authorities should take action. Within the Israeli system there has been recognition of the action being illegal and provocative, and therefore we will continue to work with the Israeli Government and the Palestinian Authority to find ways of de-escalating the situation and striving for peace, and for what ultimately is in the best interests of Palestinians, Israelis and the region: a peaceful and sustainable two-state solution.

What is the diplomatic cost to that Government for denying consular access to a British citizen, and what precedent does it set when that access is denied without consequence?

The FCDO has been supporting Mr El-Fattah and his family, advocating for his release and other defendants. However, the Egyptian authorities have not recognised his dual nationality, preventing consular staff from visiting him in prison. We are continuing to press for action, including his release.

The Metropolitan police have warned about threats described as an “imminent, credible risk” to life against British-Iranian journalists in the United Kingdom. The Iranian regime has also threatened BBC Persian journalists. I ask the Foreign Secretary again to set out what further targeted sanctions the Government will be taking against the whole Iranian regime and, more importantly, to ensure that the Government act against any threats to individuals in the United Kingdom.

The hon. Gentleman will understand that it is counterproductive to detail what future sanctions designations might be brought in—we want to ensure that the targets of those sanctions do not in any way try to evade the sanctions before they are brought in. The UK remains absolutely determined to ensure that Iran does not intimidate people within this country. We will always stand up to aggression from foreign nations. We will absolutely not tolerate threats, particularly towards journalists who are highlighting what is going on in Iran, or indeed towards any other individual living in the UK. On 11 November, I summoned the Iranian chargé d'affaires to highlight the UK's position on this; and, working with our colleagues in the Home Office, we ensured that the Iranian journalists who were under threat according to our information were protected by the British police.

I hope the whole House will join me in congratulating Luiz Inácio Lula da Silva on his recent victory in the Brazilian presidential election. As we know, Brazil is home to the lungs of the planet, the Amazon rainforest, but because the previous Administration in Brazil turned a blind eye to deforestation, it has been systematically destroyed. Does the Minister agree that now is the time to support Labour's call for an international law of ecocide, to criminalise the widespread destruction of the environment?

Opposition Members join the Government in congratulating the Republic of Brazil on its 200th anniversary. Reports that the Bolsonaro Government are attempting to reduce the number of official observers for the forthcoming presidential elections are extremely worrying. Given that the Foreign Secretary, who is shortly to become Prime Minister, has spent so much time cosying up to President Bolsonaro, rather than challenging on the destruction of the Amazon rainforest and the attack on fundamental human rights in Brazil, will the Minister use her diplomatic pressure to help ensure these elections are able to be independently observed, with all sides respecting the outcome and result afterwards?

Today would have been Harry Dunn's 21st birthday. Instead, his twin brother Niall faces this fabulous milestone alone and there is still no justice for Harry's family from the tragic killing of him by an American citizen who was driving on the wrong side of the road. Thank you, Mr Speaker, I will be mindful of what you say. First, let me thank and pay tribute to my right hon. Friend, who has championed the Dunn family and the memory of Harry in the most remarkable way. Of course my heart goes out to Tim, Charlotte, Bruce, Tracey and all the family right now. Indeed, I was thinking about Tracey and Charlotte in particular as we prepare for Mother's day this week. I can tell my right hon. Friend, without tripping up in the way that Mr Speaker described, that the whole Government and I wholeheartedly support the Foreign Secretary's ongoing efforts to secure a virtual trial so that we can see justice done for Harry and his family.

It was reported today that the UK Government regard Ukrainian refugees entering Ireland—women and bairns fleeing Putin's bombs—as a security threat. When will the Government cut the hyperbole and the bureaucracy and give those poor souls sanctuary in this country?

The Prime Minister, the Home Secretary and the Foreign Secretary have made it absolutely clear that we will open our arms to Ukrainian refugees. The Home Office is working to ensure that that is done promptly and we will continue to support the Home Office in its work in that area.

What steps he is taking to help ensure that work begins on delivering a mass transit system in Leeds. As Leeds remains the largest city in Europe without a mass transit system, or indeed any kind of rail-based system, surely the Secretary of State should stop pouring money into feasibility studies when they have already been carried out and instead give my constituents in Leeds North East some clarity by telling the House just how much of the £100 million from the integrated rail plan will be spent on a mass transit system for Leeds and west Yorkshire. And will he tell us who will make the decisions on how that money is spent?

The Government are committed to supporting and delivering a mass transit system in Leeds and West Yorkshire, and we will provide funding for the West Yorkshire Combined Authority to progress its plans. The hon. Gentleman makes a good point about Leeds being the largest city without a mass transit system. The integrated rail plan committed £100 million to start work on the mass transit system and to look at the most effective way to get HS2 trains to Leeds. However, it is worth noting that in addition to that, £830 million was allocated to the West Yorkshire Combined Authority through the city regional sustainable transport settlement in the autumn Budget, of which we expect £200 million to take forward the mass transit system based on the current proposals.

I join the right hon. Member for Bournemouth East (Mr Ellwood) in sending our thoughts and best wishes to the victims of the terrible attack on the HALO Trust staff in Afghanistan. Ten people were murdered and many more injured; I am sure the whole House would want to send them our sympathies. The proposed plan to increase the UK's stockpile of nuclear warheads has made it clear that the Government have ditched multilateralism and embraced unilateralism. Such a move is out of step with all allies and will impact our ability to participate in agreements like the JCPOA. What impact does he think this increase will have on our international standing, given we appear to have abandoned obligations under article 6 of the nuclear non-proliferation treaty? Will he recommit today?

I hope the Minister will agree with me that the UK must seize the opportunity of the nuclear non-proliferation treaty review conference early next year to push multilateral nuclear disarmament back up the global agenda and take the steps necessary to bring about a world free from the threat of nuclear weapons. With major non-signatories, such as India and Pakistan, still remaining, will the Minister outline how the Government plan to encourage those countries and others to commit to signing the treaty?

I think that everyone from all parts of this House will share the desire to see a world without nuclear weapons. However, we do need to ensure that at no point do we compromise the United Kingdom's defence. We worked at the P5 conference of NPT nuclear weapon states that took place in February 2020 to demonstrate our engagement with the wider non-proliferation treaty community, and we will continue to work on our priorities: transparency, the UK national report, disarmament verification and peaceful uses of nuclear energy.
