More than 1 million fellow citizens have recovered after testing positive for covid-19. On 2 November, The BMJ reported that all those people will have protection from their T cells, which will ensure that they cannot be reinfected for at least six months. In light of that, will my right hon. Friend follow the example of Sweden and exempt from all the covid regulations those who have tested positive within the past six months and thereby show that he is following the science and also common sense?

The BMJ reported on 2 November that individuals who have tested positive for covid-19 and recovered will be protected from reinfection by their T cells for at least six months. This suggests that these individuals could be exempted from current restrictions.

I thank my hon. Friend for his very well meant suggestion. It is very kind, but there is evidence both ways on that. What everybody would expect is that everybody who gets pinged and gets contacted by NHS Test and Trace should follow the rules.

One needs their licence for qualifications and employment but must pay 10 times the normal price. What is being done to ensure those charging excessive rates are held accountable?

Eight weeks ago, on 29 February, at first order questions, I asked the Minister without Portfolio what the Government would do to assist people who are adversely affected by the statute of limitations as a result of having been injured by covid-19 vaccines. My right hon. Friend said in response that she had taken the issue to the permanent secretary. Will she update us on what has happened with the permanent secretary over the past eight weeks?

What is the latest position on a review of the impact of the statute of limitations on the ability of people injured by covid-19 vaccines to bring civil claims? More than 3,000 claims have not yet been dealt with by the Government's compensation scheme, and people's ability to begin civil litigation will be prejudiced unless something is done quickly.

We work closely with national governing bodies such as the Lawn Tennis Association. It has done amazing work training 17,000 teachers across the country to teach tennis, padel tennis and so on. I went to see it myself recently at the national centre—[Interruption.] I am not doing very well here, I know that, but my hon. Friend raises an important point, and I will continue to raise it with the national governing body in due course.

Many of the people who are in fuel poverty live in park homes. Perhaps the Minister would be interested in meeting me, in my capacity as chairman of the all-party parliamentary group on park homes. At a meeting of the APPG yesterday, considerable concern was expressed about the fact that the alternative funding scheme was not delivering for many park home residents because of anomalies and inflexibilities. The Department for Levelling Up, Housing and Communities has written to the Minister's Department about this, but has not yet received a response.

My hon. Friend is welcome to come and have a meeting with me and officials in the Cabinet Office to discuss any concerns that he has about the rapid response unit. I have asked them this morning whether there were any monitoring emails that contained his name. I have been given assurances that there were not, but I am very happy for him to come to the Department and talk through all the possible implications. The truth is that the Government have a number of media monitoring services that check what is going on. They monitor not just what MPs and peers say, but what journalists say and anything that is reported in the mainstream media. As my hon. Friend's name has appeared in newspaper articles in connection with various stories, it is natural that it would be picked up by those monitoring services.

As my hon. Friend points out, two different schemes are proposed. We have consulted widely, in particular with industry, and that is why we have taken the decision not to include glass bottles. Glass bottles will remain in the consistent collections from the doorstep. From our consultation and stakeholder engagement, that is considered to be the best way to increase the amount of glass we recycle.

My hon. Friend talks about implementing the Bellamy review, but that recommended a 15% rise immediately. As I understand it, the Government are saying there will only be a 15% rise from September, and that will only be in respect of new cases. Why do the Government not commit themselves to implementing the Bellamy review, thereby ensuring that our courts are not blocked as they have been?

I am grateful to my hon. Friend, as ever. What the Bellamy review said was that the increases should be delivered as soon as is practicable, and I am 100% certain that we are doing so. We had to consult, which is a requirement under public law principles, and we have to legislate through a statutory instrument, which is the parliamentary procedure, but I am confident that we are delivering this as fast as we can.

Friend for that answer, but as California is the fifth largest economy in the world, will she redouble her efforts and, in particular, give us a timescale for securing a memorandum of understanding with the state of California similar to that which she successfully negotiated with Indiana?

We are currently talking to about 25 states with regard to memorandums of understanding, including California. Larger economy states will take longer than smaller economies to arrive at the final MOU. We think that within the first eight we will have some super-economy states, including Texas. California will be a little way off, but I hope to conclude a large number of these MOUs by the end of this year, and we expect to sign further in the coming weeks.
