At the weekend the people of south Wales marched in support of the steel industry, following the Government's grubby deal with Tata, which is now placing thousands of jobs at risk in Port Talbot and beyond. The Prime Minister is failing to protect our steel industry because he failed to make protecting jobs at the plant a red line. He now has a choice: work with the unions, Tata and the workforce to protect the industry and the jobs with investment, or walk away and do what Tories always do—abandon the south Wales communities yet again. Which is it, Prime Minister?

It is why we agreed one of the largest ever cash grants, of half a billion pounds, for Tata Steel to safeguard at least 5,000 jobs that would otherwise have been lost. The hon. Gentleman might want to ask why the Welsh Labour Government did not put in a penny to support that deal.

Serious offences against prison officers are up 10% from last year. Prison Officers Association and Community union report 750 serious assaults per year with 23 daily attacks recorded across England and Wales. All assaults on prison staff are unacceptable. Steps have been taken including PAVA spray rollout, body-worn video cameras, doubling the penalty for assault, a £100 million security investment programme to reduce illicit items fuelling violence. Assaults on staff in September 2023 were 10% lower than in September 2019 but remain high. Prison officer numbers are up by 1,500 and retention rates are improving.

Last week, the Secretary of State stated he understands “the devastation that people will feel in Port Talbot—the whole community, but especially those people who face the loss of their jobs”—[Official Report, 23 January 2024; Vol. 744, c. 264.] at the plant and beyond. Why is it, then, that the Secretary of State or the Business Secretary did not put in a red line on job losses while this work was being done, especially given that Tata has this morning doubled down on those losses at the Welsh Affairs Committee? It is nothing short of a disgrace.

As the hon. Gentleman knows, Tata approached the UK Government and said it was intending to pull out of the United Kingdom. If Tata had pulled out completely, that would have immediately cost 8,000 jobs and many thousands more in the supply chain. The Government therefore acted to take the only deal available, which was to build the electric arc furnace and save thousands of jobs.

The Secretary of State and the Minister should know that I have campaigned for years to close the dangerous level crossing in Pencoed. No levelling-up funding or transport bid funding has been approved for any of the applications. Will the Minister please talk to Department for Transport officials to resolve this, rather than allowing DFT officials to keep announcing more and more rail services, which means closing the crossing more by stealth?

I thank the Minister for his answer, and I welcome him to his place. He will know that the cyber-attack in October 2021 was not detected until August 2022, and the commission admitted that it had failed a cyber security test in the same year. What work is the Minister doing with the Security Minister to ensure that the defending democracy taskforce has a remit with the Electoral Commission? I agree with the Minister, as should all Members of this House, that we should have free and fair elections without intervention from other states, so what work is he doing to ensure the general election next year is protected from any hostile states?

The hon. Gentleman asks an excellent question. We are aware that what happened last winter was not good enough. Too many homes were affected, particularly by damp and mould. That is why we have prioritised getting the investment in, and it has more than doubled in the current financial year. I am pleased to confirm to him that last week I set out our winter plan. It shows that 4,000 homes in the defence estate would benefit from significant work on damp and mould, which is about 60% of the total number that require that work.

As I have already mentioned, the Government have made sure that pensions, benefits and the minimum wage have risen in line with inflation. I have raised access to food before with the Minister and, in particular, how surplus food and food near its use-by date can be used by organisations such as FareShare. There is still a huge problem right across the country whereby constituents cannot afford to buy food in supermarkets, and are therefore relying on food pantries and food banks for their main shop. To have food security, people must be able to afford food. What more can the Minister do to resolve those issues and ensure that people are not literally starving, or in a position where they cannot afford to buy basic foodstuffs?

The hon. Gentleman will be aware that we have had several studies on decriminalisation, and those looked specifically at the reasons why more women are prosecuted. There are a variety of reasons, but the BBC has made it plain that it intends to try to address that. I agree with him—it is a concerning figure—but there are complicated explanations for it. I hope that the number will fall in due course.

We have had three Secretaries of State, several U-turns and non-privatisation of Channel 4. The reality is that this Bill is hugely important for the media and television industry. Can the Minister guarantee that the Bill will pass all stages in this House and the other place before the general election? The industry cannot afford to have another Parliament where there is no Media Bill.

The Government published the Bill in draft at the end of March to allow for engagement on provisions within it. The measures are complex, and it is right that we take time to ensure they deliver for audiences and listeners. I look forward to receiving the recommendations from the Culture, Media and Sport Committee following its inquiry. The hon. Gentleman is right that policy has evolved, as indeed have the Ministers responsible for it over the last few years. This is a very important Bill for the media. It contains measures that were in the manifesto at the last election. It is deeply concerning to hear that any local authority successful in the second round of levelling-up funding will get no additional funding in the third round. What assurances can the Minister give that levelling-up funding will be delivered to Ogmore?

Will the Secretary of State set out what additional support those who live in the private rented sector will get from the Government?

Recent statistics show that almost a quarter of those in the private rented sector are living in fuel poverty, compared with only 13% of homeowners.

The Government are certainly not sitting idly around and not supporting people. The Government do not differentiate between people in private and people in rented accommodation; we have stipulated that those who are the least well off will get the most support. That is why we have ensured that pensions have gone up in line with inflation, the minimum wage has gone up in line with inflation, and those living on benefits have seen their benefits rise in line with inflation.

I have regular discussions with Cabinet colleagues on a range of issues. As a result of Putin's illegal invasion of Ukraine, households in Wales have seen their energy bills increase, which is why the Government have provided support totalling £94 billion, or £3,300 per household, to help with higher bills.

The Prime Minister before last, two years ago, told the country that Bridgend was going to be one of the great centres of battery manufacturing in this country, if not the world. Of course he meant Blyth, Mr Speaker, which is nowhere near Bridgend. Two years later, following the closure of the Ford factory, the people who worked in it for more than 40 years are still waiting for the UK Government to deliver on much-needed jobs across the M4 corridor. Will the Minister set out what support the Government will be offering and when they will deliver the long-anticipated battery plant for Bridgend?

The group has wide Government representation, including the Department for Education, the Department for Work and Pensions and the Department for Environment, Food and Rural Affairs, and includes members from Siemens, RenewableUK and the Institute for Apprenticeships and Technical Education.
