I thank the Prime Minister for visiting my constituency during the recent wildfires in Stourbridge, and for meeting affected residents, emergency workers, volunteers and council staff. Will he join me in thanking the brave firefighters for giving their all in the most challenging conditions? On the hottest day of the year, the fire spread over 600 acres, destroying 19 homes and damaging many more. With extreme heat becoming the norm in a changing climate, what are the Government doing to ensure that our fire services are properly resourced for future wildfires?

I remember well my visit to Stourbridge; it will not leave me, actually, because of the devastation, and the loss of everything in a moment for so many families. My hon. Friend's support for them was really visible on the day, and the community is clearly very strong; that was evident. I am going to be chairing a wildfire summit, and she is welcome to be part of that, if she wishes. Our fire services are not set up for the future. I mentioned community resilience before; we need a fire service that has a statutory responsibility to deal with flooding, that is equipped to deal with wildfires, and with back-up national aerial support, so that there is better support next time we see these issues. I give my hon. Friend my word that we will learn every possible lesson from what she and her community went through.

Stourbridge is famous for many things: the glass industry, Jude Bellingham—[ “Hear, hear!”]—Robert Plant and, most importantly, the Stourbridge shuttle, the UK's shortest railway line at just 0.8 miles, or 1.3 km for those who prefer metric. It links Stourbridge Junction with Stourbridge Town. Despite its small size, it achieves an impressive 99.6% reliability compared with the west midlands average of 64.4%. One of my highlights as an MP was unveiling a shuttle car named after local legend George, the Stourbridge station cat, whose global social media following made him a beloved fixture at the junction. Today marks the start of “Shuttle Shorts”, a short film festival celebrating the journey. The shuttle shows how community railway can improve local mobility. Does the Deputy Prime Minister agree that Pre Metro's ambition to introduce a VLR—very light rail—service between Stourbridge and Brierley Hill is a valuable opportunity for Great British Railways and that local businesses should be supported to do this?

The announcement that pubs and music venues will receive a much-welcome reduction in business rates is a positive step. However, in our manifesto we did promise root-and-branch reform of business rates. Hospitality and leisure businesses in my Stourbridge constituency are facing a projected £20,000 increase in business rates over the next three years, along with employment cost increases and energy costs. Hospitality and leisure play a vital role for our communities, providing jobs and spaces to socialise in, so will the Prime Minister consider a similar rates relief package for hospitality and leisure?

My hon. Friend is right that we need the conditions for flourishing high streets. That underscores the importance of six interest rate cuts, the £5.8 billion that we have put into Pride in Place, and the work to put money in people's pockets. I am pleased that we have delivered a 15% cut and a two-year freeze for pubs and live music venues. That comes on top of the £4.3 billion to support businesses, and permanently lower rates for retail, hospitality and leisure properties.

At the moment, everyone is being bombarded with adverts and emails for Black Friday encouraging them to spend money on so-called time-limited deals, leading to panic buying and increasing debt and buyer regret—not to mention the impact on the planet, with delivery and returns of goods responsible for millions of tonnes of CO2 emissions. Does the Prime Minister agree that instead of rushing to buy online, people should look to their high streets to support local businesses and keep money in the local economy this Christmas?

The dementia gateway in my constituency was recently at risk of closure due to £42 million-worth of budget cuts by Dudley council. The gateway provides vital services including daytime activities and advice for dementia patients and their carers. In this Dementia Action Week, will the Prime Minister join me in congratulating Lisa and the campaigners? Does he agree that such services are essential?

I thank my hon. Friend and celebrate Lisa and all those who have saved this important source of local support. The Conservatives left local councils on the brink, unable to provide these vital services, letting down patients across the country. We are committed to improving dementia care through our plan for change, which is why we provided a £69 billion boost for local government, invested £26 billion in the NHS and made £3.7 billion available for social care, including an £880 million increase in the social care grant.

What is the Minister doing to ensure that schools and workplaces are resilient to increased and sustained temperatures in the future?
Context
During a heatwave, primary schools faced challenges with the government's advice on keeping buildings cool. The issue also affected bus drivers and office workers.

We are looking at the issue across the board. We have an energy resilience strategy coming forward, as well as a wider taskforce, and I am working across Government with colleagues to ensure that any advice is updated, because this is sadly the new normal.

Mid Buckinghamshire is home to a number of businesses that are part of the supply chain for the aerospace and defence industries. Those businesses rely on steel that is categorically not made here in the United Kingdom. If the Department for Business and Trade fails to rectify the cliff edge that is coming on steel tariffs, what will the Treasury do to backfill that and ensure that many businesses, such as those in my constituency, do not become completely unviable?

I thank my hon. Friend, and other MPs who speak for constituencies with automotive businesses, for their representations. As she said, we are bringing forward the review of the zero emission vehicle mandate, so it will now take place this year—a year earlier than planned. In that, we will look at a slower phase-in of those targets to bring us closer, for example, to where the EU is.

The centre employs dementia advisers and assessors, offers day services, but Dudley council has sought to close it by stealth. Is this a disgraceful way to act against providing quality care at home? Will he meet me to discuss further?

It is concerning that such decisions have been taken. I urge all councils to work with local integrated care boards and other parts of the NHS system to ensure healthcare can be accessed where people need it, as part of our plan to provide quality care close to home.

May I put on record my thanks to Ministers and the Department for their ongoing excellent engagement with me and my local businesses on the steel strategy? Many of the downstream businesses in my Stourbridge constituency currently import products—including zero-carbon steel—that are not produced in the UK. What steps is the Minister taking to ensure that businesses like those in my constituency are not unfairly disadvantaged by the quotas and tariffs being introduced under the steel strategy in a few weeks’ time?

I thank my hon. Friend for raising issues with businesses in Stourbridge when we met earlier this week; I am happy to continue to work with her. The measures we have introduced, which are primarily to protect the UK steel industry, are targeted at steels that are made or can be made in the UK. There are sometimes difficulties where a product code covers multiple steel grades, but that is what the quota system is intended to deal with, and of course there will be a review in 12 months’ time.

Since publishing our steel strategy on 19 March, we have published provisional product scope and quota volumes for the new steel trade measures; further reduced electricity prices for steel companies from 1 April through our network charging compensation scheme uplift; confirmed that some steel companies will be part of the British industrial competitiveness scheme; announced new transparency requirements on the origin of steel in public procurement; set up a cross-Government working group on scrap; and introduced—today—the Steel Industry (Nationalisation) Bill.

What steps his Department is taking to help ensure the accuracy of small businesses' energy bills. Small businesses in my constituency are being mis-sold commercial energy contracts by brokers. A business in Lye was locked into a three-year contract paying more than double the market rate, and an independent café had to close due to £1,500 monthly energy bills.

I thank the Secretary of State for his answer. On a recent visit to Ukraine, I visited the Chernihiv oblast, which is a former Russian red line. There, we saw a large military effort by communities and local government. Given that large segments of the military in Ukraine are made up differently from our own Ministry of Defence, what discussions is the Secretary of State having to ensure funds are going into community and local government efforts?

Like my hon. Friend, I have been privileged to see some of those community efforts and local mayor-led initiatives when I have visited Ukraine. Part of the work that the Government have put in place since 2022— I am proud of the UK's leadership on Ukraine over that period—has been to commit £38 million to the Ukraine good governance fund. That has allowed communities to draw down some of that funding and the Ukrainian Government to take steps to deal with some of the corruption that has been endemic since the Soviet period.

My constituent runs a haberdashery and sewing workshop. To integrate her adopted son into the family, she took time away from work but discovered she is not eligible for statutory adoption pay as a self-employed individual. Would you agree that extending adoption pay to self-employed people in line with maternity pay would help achieve better outcomes for looked-after children?
