Happy St George’s Day, Mr Speaker. May I associate myself with the Prime Minister’s remarks about Pope Francis? After 14 years of a Conservative Government, too many of my constituents live on low incomes or in real poverty. I very much welcome the employment support proposals in the welfare Green Paper, but the Government have to be clear about the real opportunities they are offering to the more than 3 million families who they say will lose out financially as a result of this package. Before asking MPs to vote, can the Prime Minister confirm that we will see fresh analysis from the Office for Budget Responsibility, evidence on who will be affected by the personal independence payments changes, and the Government’s own assessment of the employment impact of their measures? Will he confirm that this policy will not result in increased experience of poverty?

We are reforming a broken system—the system that we inherited. I think most people accept that it needs reform, because it traps people in unemployment and inactivity, and we need to reform it for that reason. The principles will be that we will provide support where support is needed. Where people want to get into work, we will help them into work. The current system operates against people who want to get into work and make that transition; if they can work, they should work. Moving into work is what halves the risk of being in poverty, and that is why we have invested £1 billion in tailored employment support. Of course, we are also introducing a new premium for those with the most severe lifelong disabilities who will never be able to work.

I recently visited Middlesbrough’s James Cook university hospital and learned of the brilliant work in the neurosciences department for the survivors of stroke, brain and spinal injuries, and many other conditions. It has only 18 rehabilitation beds to serve a population of some 1.4 million people, whereas the guidelines say it needs 80 beds, meaning that patients in the Tees valley do not get the rehabilitation they need. Will the Government remedy the position by ensuring that resources are allocated for meeting the ambition of developing a world-class neuro-rehabilitation centre serving the Tees valley and beyond?

I associate myself with the Prime Minister's remarks welcoming the fall of Assad, and with his hope for the Syrian people. Since Middlesbrough council has returned to Labour control under Mayor Chris Cooke, it is no longer subject to Government intervention in its children's services or to a best value notice—and it is on track to become financially stable. I know that the Prime Minister will want to join me in congratulating Mayor Cooke and the council on their recent successes. Can he confirm that the spending review will not simply end 14 years of Conservative austerity, but will unwind it, and provide the resources that councils need to properly serve our communities?

In 2019, the Outwood Academy Riverside free school application was approved with its first intake arriving the following year. There have been further intakes each year but no new building. With pupils shunted around old buildings and talk of levelling up hollow, will the Prime Minister and his Education Secretary sort this out?

Under cover of the pandemic we have seen a massive shift in wealth from the poorest to the richest. A partying Prime Minister and a law-breaking rich list Chancellor have lined the pockets of their wealthy pals while upwards of 175,000 of our fellow citizens have died from covid, and they are now sitting on their hands and laughing in our faces as the cost of living crisis and fuel poverty could well leave thousands more to die of cold in their own homes. So when we saw pictures of the Prime Minister partying in the middle of the pandemic was he toasting his assault on the working class, and how on earth does he sleep at night with so much blood on his filthy, privileged hands?

Since December 2015, 19 new settlements have been approved, bringing the coalition's total to 68 in three years and around 210 overall, housing 750,000 settlers. Last month, the Israeli Cabinet approved measures to designate large areas as state property and resume land registration in area C—de jure annexation. Given the scale of sanctions that the UK is willing to impose on Russia, when will the Government impose meaningful trade measures, arms controls and sanctions that match the scale of Israel's illegal actions?

I am concerned about the steps my right hon. Friend has taken to tackle backlogs in courts. Previously, she was asked whether her Ministry conducted modelling on how much reducing jury trials would impact court delays. The Bar Council and Criminal Bar Association have stated there is no evidence that limiting jury trials will reduce court delays meaningfully. Can she publish the evidence on which these reforms are based? And why were no pilot schemes undertaken?

I thank the Foreign Secretary for her answer. Yesterday the Prime Minister made a welcome statement on the importance of sovereignty and the international rules-based order, yet within the state of Palestine, 37 international NGOs will no longer be allowed to deliver humanitarian aid, on the say-so of Israel. Can the Foreign Secretary confirm that the UK Government understand and accept that continued humanitarian access into Palestine must be determined by the Palestinians, and that it cannot be undermined either by Israel or by the board of peace? Can she say what concrete actions the Government intend to take to counter Israeli obstructions and give proper effect to the sovereignty of the state of Palestine?

Instead, the current situation takes us backwards. It is significant that the Palestinian National Committee for Gaza has now been set up. I have continually pressed, in all the international discussions, that the committee should be able to take responsibility for significantly increasing humanitarian aid.

I thank the Secretary of State for her answer. Can I take this opportunity to welcome the passage of the Employment Rights Bill through the Lords? It will deliver the greatest uplift in workers’ rights in a generation. Less than two weeks ago, I took part in a steel signing ceremony at the new NETA engineering training centre in Thornaby in my constituency, following the opening of Middlesbrough college’s new TTE centre, and all dovetailing with Teesside University’s Net Zero Industry Innovation Centre. With all those new facilities, does the Secretary of State agree that Middlesbrough and Thornaby East is helping to lead the delivery of the UK’s modern industrial strategy, and will she take the opportunity to visit some of our fantastic new industrial and digital facilities on Teesside?

The ceasefire that is apparently being progressed is seemingly the same as the one drafted in May, which was deliberately frustrated by members of the Israeli Government. Sadly since then hostages and those falsely imprisoned have remained captive while many lives were lost. No doubt the Minister can assure the public that if this new ceasefire is confirmed every effort will be made to get aid into Gaza, especially northern Gaza where needs are dire. Does she agree that this means neither Israeli military activity nor legislation preventing UNRWA work can be accepted?

Women with spinal cord injuries face significant challenges in accessing core health services, including breast screening, cervical screening and gynaecological care. Research shows that women with disabilities, including spinal cord issues, are 30% less likely to attend routine breast screening appointments, in significant part due to the physical inaccessibility of the screening equipment. Five years on from the approval of a new secondary school in my Middlesbrough constituency, not a brick has been laid and the children of Outwood Academy Riverside remain in an old Home Office block, and the next two years' intake are going to be bused to Redcar to portacabins plonked on a field. Children are spending their entire secondary school years in temporary accommodation and it is just not good enough. Will the Secretary of State tell ministerial colleagues to get a grip and crack on with building the new school these students need and deserve?

I do not think that the staggering complacency of the Secretary of State in dismissing legitimate, serious complaints and concerns about the use of hundreds of millions of pounds of taxpayers' money will have passed anybody's attention. I warn him that that type of response may well come back and bite him. However, if there is to be any possibility of this House and the people of Teesside having any confidence in the findings of the inquiry that he has commissioned, that inquiry must have all the powers it needs to demand and secure whatever evidence and documentation it determines is necessary, and anyone must be able to submit that evidence to the inquiry. Will the Secretary of State give those commitments?

It is the case that Labour in Teesside, including Labour in Middlesbrough, has consistently sought to undermine, thwart and oppose those efforts at economic development and investment that the Mayor of Tees Valley has brought forward. I recognise that the hon. Gentleman has made a number of allegations in this House that he has been reluctant to repeat outside. We look forward to him putting us right in a way that actually contributes to the welfare of the people of Tees Valley, rather than advancing the agenda of the Labour party.

My constituent, Brandon, was medically discharged from the armed forces in 2020 after serving six years. He sustained a number of physical injuries and mental health consequences, but the DWP is failing to adhere to the armed forces covenant and to recognise the Ministry of Defence's medical assessment for universal credit purposes, or to recognise the assessment of Combat Stress for personal independence payment purposes. Will the Minister consider his case and take the appropriate action to address those deficits?

The much-heralded diamorphine assisted treatment programme in my constituency has been running for two and a half years and produced some remarkable results, including a massive reduction in crime and the call on other health services. Sadly, the funding has now been withdrawn. If this programme unravels, all that work will be undone, so will a Minister meet me at the facility to discuss how we might secure its future?

Why can the Government not improve statutory sick pay so more people can afford to self-isolate and recover from illness?

Now that the cap on care costs has unravelled, many of my constituents feel misled and betrayed, especially those with modest capital in the value of their home. How can it be that those with the most will contribute the least and that those with the least will contribute the most? Where is the equity, where is the fairness, and where is the justice in any of that?
