I congratulate the Prime Minister and his negotiating team on their strong stance in the negotiations with the EU. Does he agree that the EU's position on fishing and the European Court of Justice demonstrates that it is not treating us as an independent state, that it is not acting in good faith to deliver a free trade agreement and that, in international law, the UK is therefore entitled to leave the withdrawal agreement and make its own arrangements regarding the UK's internal market?
Context

Whatever the effect of the withdrawal agreement, I can certainly assure my hon. Friend that the UK's internal market, which I think everybody on both sides of the House values, is protected and upheld and by the United Kingdom Internal Market Bill, which is currently going through the other place. It also, of course, protects the Good Friday agreement.

I know that my hon. Friend is a great champion of all businesses in Morley and across Leeds because I have seen it at first hand. I point out to her as well that the Government have reduced taxation on small businesses, we have increased the VAT threshold, and we have a 75% rate relief for retail, hospitality and leisure businesses, which she alluded to. It is this Conservative Government who are on the side of hard-working people and businesses across Morley and around the country.

Last week, a constituent contacted me to say that her teeth crumbled during pregnancy and she was unable to get a dentist appointment. My own son, Clifford, has been waiting two years for a tooth extraction, and I have received hundreds of emails about similar issues. What plans do the Government have to sort this out once and for all?

My hon. Friend raises an incredibly important point. We know that because all dentists were locked down during covid, the recovery in access to NHS care has not been as fast as we would like. That is why we announced our dentistry recovery plan, including a new patient premium, which, since it was launched on 1 March, has already seen hundreds of thousands of new NHS patients who have not seen a dentist in two years.

We follow RCEP quite closely, but we are looking forward to making our application to join the comprehensive and progressive agreement for trans-Pacific partnership, or TPP-11, trading group in the new year. This is an excellent trading group. Its 11 countries are a mix of like-minded western trading nations such as Japan, Australia, New Zealand and Canada, as well as more developing nations such as Vietnam and Peru. There are great opportunities for all of us, including my hon. Friend's Morley and Outwood businesses.

My Ministers and I are in regular contact with our counterparts across Government and the sector to ensure the smooth passage of the Domestic Abuse Bill and to provide timely support for victims at this difficult time. We announced £76 million to support the most vulnerable during the pandemic, including survivors of domestic abuse and sexual violence. The courts continue to prioritise cases of the utmost seriousness, which include domestic abuse. On 1 July we published a courts recovery plan, setting out how we are preparing to operate courts and tribunals after the pandemic, which includes priority being given to domestic abuse cases.

We have worked with the rail industry to extend refunds to all ticket types, waiving admin fees since 17 March. Advance tickets purchased before 23 March are eligible for fee-free refunds. Unused carnet tickets can be refunded or extended depending on the operator, and season tickets remain refundable without changing policy.

['I am concerned about the rising costs of illegal immigration for the economy and wider society. The Home Office figures reveal that irregular border crossings have skyrocketed, with smugglers now preferring to conduct amphibious assaults on our borders rather than using other routes. Of the 16,510 small boat migrants to land in Britain from 2018 up to the second quarter of 2021, just 317 arrived with a passport; that is just 1.92%. The total number has since risen to nearly 120,000 people since 2018. Home Office figures show that 94% apply for asylum and the refusal rate for asylum applications at initial decision has plummeted from 88% down to an astonishing 24% in 2022; three quarters of those refused at initial decision between 2004 and 2021 lodged an appeal, with a third of those appeals being successful. I am worried that the asylum system is broken down and unfit for purpose, being exploited on an unprecedented scale. The costs of the asylum system have skyrocketed from £500 million a year under Labour to £5.4 billion under the Conservative Government, with an additional £576 million spent on sending 300 asylum seekers to Rwanda at almost £2 million per deportee. Boat crossings are up 33% this year, and there is a record backlog of over 100,000 cases.']
