I hope that the Prime Minister likes South Leicestershire as much as he likes the southern parts of England. Blaby, Enderby, Huncote, Cosby and Countesthorpe, to name but a few, are rural or semi-rural villages that have little in common with the urban area of the city of Leicester. The Government are going against the wishes of the residents of those villages, who have responded to the Government's consultation and said that they do not want to be part of the city of Leicester. This has nothing to do with devolution; it is local government reform changing the boundaries. I have a very easy ask of the Prime Minister. He said that he is in listening mode; will he therefore meet me, the villagers of the areas that I have mentioned, and other stakeholders to discuss the issue of local government reform?

South Leicestershire residents have expressed opposition to the proposed local government reform through consultations, but the Government are pushing forward with the changes against their wishes.

I am grateful to the hon. Gentleman for raising this appalling case, and I absolutely agree with him that there must be maximum penalties for anyone falling into that category. I saw many of these cases for myself, at first hand, when I was a prosecutor for five years, and worked with the police on really terrible cases, and I know the impact that such crime has on victims. I thank him for raising this.

As the MP for South Leicestershire, I distributed a constituency-wide survey asking my constituents about Parole Board reform. The problem is that the reconsideration mechanism rules allow Mr Pitchfork to ask for a reconsideration of a reconsidered decision limitless times, and it is cost-free to him. Will the Prime Minister arrange a meeting between me and the Justice Secretary to discuss necessary changes to the reconsideration mechanism rules? Will he arrange for me to deliver the findings of the survey to his No. 10 policy team?

Double child rapist and murderer Colin Pitchfork had yet another parole review hearing only a few weeks ago. I thank the Justice Secretary for having listened to me and engaging the reconsideration mechanism rule. I know that the Prime Minister does not have any decision-making role on the independent Parole Board. It is independent of Government, but it is a wing of the Executive; it is not the judiciary. Does the Prime Minister agree that, generally, as a point of principle, men—sexual offenders—who rape and brutally murder young women, as Mr Pitchfork did to Dawn Ashworth and Lynda Mann in my constituency, should remain in prison for most of their natural lives?

I agree with my hon. Friend that the public should be confident that murderers and rapists will be kept behind bars for as long as is necessary to keep the public safe. That is why we are reforming the parole system. Our Victims and Prisoners Bill will mean that minimising risk and protecting the public are the sole considerations in Parole Board decisions. It will also give the Justice Secretary the power to step in on behalf of the public and take a second look at decisions to release the most serious offenders, including murderers and rapists.

Plastic pollution is a scourge of modern-day society. My Microplastic Filters (Washing Machines) Bill—a ten-minute rule Bill—seeks to ensure that microfibre, microplastic filters are fitted in all commercial and domestic washing machines, and France, among other countries, has already passed such legislation. Will the Prime Minister, who has already done an enormous amount to tackle plastic pollution, organise a meeting between me and the stakeholders—particularly washing machine manufacturers—and the Secretary of State to discuss this very important issue?

We want to tackle microplastic pollution wherever possible, which is why we introduced a microbeads ban and a tax on plastic bags. I am aware that my hon. Friend has campaigned for filters in washing machines, but, as he will know, they can be costly to install. The Department for Environment, Food and Rural Affairs has outlined plans for the use of more filters, but I will ensure that my hon. Friend gets the meeting he needs with the relevant Minister to discuss this important matter further.

May I welcome the Solicitor General to her place? The previous Conservative Government trained over 4,500 new officers in investigating complex crimes such as rape. Will those newly trained officers dedicate their policing activities primarily to cases involving violence against women and girls?

I thank the Minister and his team for the help that they gave me and my team in cajoling, pushing and encouraging the clinical commissioning group to reopen the Feilding Palmer hospital in Lutterworth as a vaccination centre; that is excellent news for the people of Lutterworth and the surrounding villages. Will the Minister also confirm that the remaining parts of south Leicestershire, from Broughton Astley to Braunstone, from Thorpe Astley to Arnesby, will also be able to access vaccination centres locally?
