We know that timely access to mental health support is crucial. Earlier this month, the Education Committee released its report on children’s social care, which recommended that the Government establish mental health teams that are co-located between child and adolescent mental health services —CAMHS—and children’s social care, so that looked-after children can access specialist mental health support more easily. Will the Minister share any assessment that the Department has made of this recommendation?

I thank my hon. Friend for the hard work she has undertaken on the Select Committee. She will know that we will deliver on our commitment on mental health support teams in the course of the next few months and years. By 2026, we estimate that 60% of pupils in schools and learners will have access to national health service tests—NHSTs—and I will take her suggestion back to the Department.

I have been contacted by a constituent who has an elderly father needing cryotherapy, which used to be provided locally at his GP surgery but is now available only at the local hospital. Given our focus on moving healthcare into communities as part of public service reforms, will my right hon. Friend agree that such services should shift back to being offered locally?

Does the Minister agree that organisations in the voluntary, community and social enterprise sectors and charities such as Pathways have an important role to play in providing solutions for the public sector?
Context
Pathways Care Farm in Lowestoft supports people with disabilities, mental health issues, and ex-offenders. The charity finds it difficult to access opportunities for public contracts due to its small size.

I wholeheartedly agree. The new NPPS specifically asks contracting authorities to maximise spend with voluntary sector organisations, and we will be introducing targets for Government on spend with voluntary sector organisations and social enterprises. We are working to implement changes that allow local organisations to reserve competitions for low-value contracts.

What steps his Department is taking to ensure the regulation of online pornography content is aligned with offline regulation. Online pornography sites are awash with illegal content such as videos depicting incest, which sexualises children and drives demand for child sexual abuse material. Does the Secretary of State agree that urgent action is needed following the pornography review to equalise online and offline content regulation?

Of course, I agree with my hon. Friend. Additional powers will be coming online via the Online Safety Act 2023. I wish that those powers had come into force earlier; that was a legacy of the previous Government. We have done everything we can to expedite those powers as quickly as we can. From March onwards, there will be powers that make extreme pornography illegal and that require sites to protect children from accessing pornography. Child sexual abuse and its related activity should not be called pornography—it is rape, and it should be called what it is—and we should do everything we can to keep it offline.
