Local councils in my constituency are facing significant financial pressures on special educational needs and disabilities provision. In Wokingham borough, for example, the SEND incidence is twice the national average, yet historically the level of funding has not met the level of need, and that has left families and children waiting too long for help. The previous Government's safety valve programme was only a sticking plaster, so I welcome this Government's announcement today of additional SEND funding in mainstream schools. What more can the Government do to make SEND funding sustainable?

I am grateful to my hon. Friend for raising this—I think this is the fifth or sixth time that SEND has been raised at Prime Minister's questions. We inherited a system neglected to the point of crisis by the last Government, and so we will deliver the change that is desperately needed. That means increasing funding to the core schools budget by £2.3 billion, which includes almost £1 billion more on high needs budgets. Today we are announcing investment of £740 million to create SEN units in mainstream schools which deliver specialist support, and I am very pleased to take that forward.

Thousands of families in my constituency have moved into new-build developments in Shinfield, Loddon Park and beyond. But many have found their dreams of home ownership punctured by unfair and opaque property management charges. Can the Deputy Prime Minister reassure my constituents by setting out how the leasehold reform Bill will address those concerns, and will she meet me and affected constituents?

I welcome my hon. Friend to her place. Unjustified increases to service charges are completely unacceptable. The Leasehold and Freehold Reform Act 2024 will provide homeowners with greater rights, powers and protections over their homes, including greater transparency over service charges. Leaseholders have been ripped off for too long. It is this Government who will sort it out.

Despite the Government's good progress on energy prices, food inflation remains stubbornly high, with even a Tesco meal deal stuck at £4.25. Given this situation and the need to make food more affordable, will the Minister update us on his negotiations over agrifood trade with the EU?

The sanitary and phytosanitary agreement removes export health certificates and routine border checks, slashing costs and red tape for agrifood trade. For example, businesses will save up to £200 per shipment, making trade cheaper and easier. The Conservative party wants to put those costs back.

More than 700 of my constituents living in new builds in and around Reading have written to me about high fees and unfair behaviour from property management agents. One constituent, called Sunil, said: “We are throwing our money down the drain to these crooks, and they know they can take advantage.” Will the Housing Minister meet me and my fellow Labour MPs working on this issue to discuss what more can be done to crack down on such awful behaviour from rogue agents such as FirstPort?

Reading is proud to be a town of many immigrant diasporas, including Hong Kong BNOs seeking refuge there. Many of my constituents have lived and worked hard in our community for years, putting down roots as my parents did when I was a child. Will the Minister acknowledge the contributions of immigrant families who enrich towns like mine, when making policy about settlement periods?

Will the Minister join me in congratulating Reading’s University Medical Group, a GP practice in my constituency that was recently awarded the gold Pride in Practice award by the LGBT Foundation? When I visited that practice last week, the doctors raised the issue of transgender care. Many constituents have also written to me concerned about ongoing barriers to treatment for young people needing gender-affirming care, so what more can the Government do to ensure that young transgender people get the treatment they urgently need?

Across neighbourhoods in my Earley and Woodley constituency I have seen too many incidents of electric bikes and electric scooters being ridden dangerously, including on pavements. Residents have told me of collisions in areas such as Woodley Precinct and Kennet Island. I have been raising the issue with Thames Valley police, and I am very glad to hear the Home Secretary’s announcement of 68 neighbourhood officers across our region, but what more can she and the Home Office do to support the work of the police in cracking down on dangerous riders?

My hon. Friend is right: we need to make sure that Thames Valley has the 68 additional neighbourhood police just this year and give them the powers they need. That is why we are strengthening the Crime and Policing Bill both on dangerous cycling and dangerous riding, and giving the police stronger powers to take e-scooters and off-road bikes literally off the roads.

I very much welcome today’s announcement on refurbishing 1,000 GP surgeries across the country. Our local GPs have told me that our health centres need more physical space in order to accommodate growing local needs and facilitate the expansion of healthcare into the community. Is the Secretary of State willing to meet me and my local GPs to discuss how we can better improve the physical space needed for care to be brought closer to people’s homes?

I would be delighted to do so. Since we came into government, we have made this announcement today, put £889 million into general practice and agreed a contract with GPs, including reform for patient access and services. We are fixing the front door to the NHS, but of course that will take time.

I thank the Secretary of State for her very clear statement. The bigger picture that the Opposition are missing here is that the British media at large have greatly suffered from a lack of access in Gaza during the deadliest war on record for journalists. My former colleagues have variously been denied entry and had unnecessarily prolonged and risky exits, and our Palestinian contributors have been stuck in a living nightmare. Will the Secretary State ensure that she continues to safeguard British media interests and their reporting abroad and work with Foreign Office colleagues to enlarge access for journalists in Gaza?

Friend the Foreign Secretary has raised this issue, and he and I are working very closely together on it. My hon. Friend will be aware that the BBC World Service plays a critical role in ensuring that free and fair information is available all over the world, which is why we rightly expect the highest standards from the BBC.

The Sport Minister, my hon. Friend the Member for Barnsley South (Stephanie Peacock), was kind enough to meet me and Reading football club fans last year to discuss the urgent need for an independent football regulator. Since then, the legislation has been held up in the other place by Conservative peers, and I was appalled to hear that the Leader of the Opposition sees an independent regulator as “a waste of money”. Fans and staff in Reading will be able to tell the Secretary of State the importance of the need for a regulator, so will she visit the stadium in my constituency to meet them in person?

The independent football regulator began life under the last Government; it was in the Conservative manifesto, it was in our manifesto, and we were elected to deliver it on behalf of millions of football fans. I very much hope that the right hon. Member for Daventry (Stuart Andrew) will disassociate himself from the Leader of the Opposition’s appalling comments.

My constituents in Whitley had their Christmas disrupted by an alarming threat of knife crime. We have seen too many tragedies of this kind in Reading over the last few years, so I wholeheartedly welcome the Government’s mission to halve knife crime. I have applied for my Earley and Woodley constituency to be a trial location for the new respect orders. Will the Home Secretary meet me and my constituents to discuss how we can tackle the root problems that cause people, particularly young people, to carry knives?

I thank my hon. Friend for her question, and welcome her and her expertise to this House. Investment by private corporations was the lowest in the G7 for almost all of the last Parliament, and the new Government are determined to reverse that decline. That begins with economic stability, something every business we talk to is crying out for. It involves the development of our industrial strategy, the levers to encourage investment, the national wealth fund, the British jobs bonus and the Industrial Strategy Council, which will provide the infrastructure that investors can understand and deal with. Next month, we will host the international investment summit with 300 industry leaders, demonstrating our mission of long-term growth, and because there is not a moment to lose, I am going to Italy tomorrow to meet key Italian investors to the UK and show that Britain is back.
