After almost two decades of the SNP and 14 years of the Tories, Kirkcaldy High Street has been in a state of decline. That is why the Chancellor was right to prioritise Kirkcaldy for multimillion-pound regeneration funding from the new growth mission fund, to build on the enormous potential of our town and its beautiful sea front. Does the Prime Minister agree that investment over decline is key for this Labour Government, and will he ask the new Business Secretary to meet me to discuss the funding?
Context
Following concerns about the decline of Kirkcaldy's high street over almost two decades, Melanie Ward seeks to address the issue with government support.
The Prime Minister (Keir Starmer)
My hon. Friend has been a tireless campaigner for investment in her high street. I can give her good news: thanks to funding committed by the Chancellor and this Labour Government, I can confirm today that subject to business case approval, we will approve millions to transform Kirkaldy’s high street and sea front. I will make sure that my hon. Friend gets the meeting she wants with the Business Secretary. The SNP has squandered the potential of high streets for two decades. Next year, people can vote for positive change with a Scottish Labour Government.

Last month the Scottish Government Health Minister was forced to apologise for waiting times in my area of Fife, where some patients wait more than two years for treatment. My constituents deserve so much better than this. Does the Prime Minister agree that the Scottish National party must take responsibility for 17 years of failure and that, if today's Budget delivers a bigger block grant to Scotland, the SNP must sort out the mess it has made of Scotland's precious NHS?
Context
The Scottish Government Health Minister apologised for waiting times in Fife, where some patients wait more than two years for treatment. The SNP has been in power for 17 years and has not improved healthcare.
Keir Starmer
This is the second time this has come up this afternoon in Prime Minister's questions, and I hope that SNP Members are listening good and hard. I am sorry to hear that my hon. Friend's constituents have been waiting so many years for the medical treatment that they need. We are committed to the NHS, and the Chancellor will have a lot more to say about that in just a moment.

Charities like The Yard in Kirkcaldy provide vital support for disabled children and their families. Does the Deputy Prime Minister agree that tackling this intolerable reality is crucial?
Context
The MP highlighted a survey showing three quarters of parents with special needs children have had to give up work or cut hours.
Angela Rayner
I absolutely agree with my hon. Friend and pay tribute to those who work with disabled children. Future funding decisions will need to be taken as part of the upcoming spending review.

While considering the future of the Gaza student scholarship scheme, will the Government commit to honouring the visas of students and their families who have already been granted places but are unable to leave Gaza?
Context
The Government have supported Chevening scholars and those with fully funded scholarships in Gaza to come to the UK for study during the 2025-26 academic year. However, there is a demand for more support.
Alex Norris
I am grateful for that question. As my hon. Friend says, this Government have supported Chevening scholars and those with fully funded scholarships in Gaza to come to this country to study during the 2025-26 academic year. I have heard from my hon. Friend on multiple occasions that there is demand for more support, and we are aware of that; it is a fluid situation on the ground, and we are looking at it closely and seeing what may be done in the future.

Today’s news that ExxonMobil is to close the Fife ethylene plant in Mossmoran is a devastating blow to my constituents. Workers with decades of service will lose their jobs but have no idea of the redundancy package they will receive. Despite months of attempts to engage, ExxonMobil has not been forthcoming about its intentions or what the Government can do to save the plant and jobs. Will the Government do all it can to support a future for the plant and workers?
Context
ExxonMobil announced plans to close its Fife ethylene plant, affecting many workers who have decades of service. Constituents are concerned about lack of clarity on redundancy packages and support.
The Minister for Energy (Michael Shanks)
This is a hugely concerning time for the workers, their families, and the wider community. The Government has been in regular contact with ExxonMobil. My hon. Friend met with the Business Secretary recently and has engaged as much as possible. While issues are deeply concerning, we stand ready to provide support. The Business Secretary will speak to her and others to ensure a robust response for the workforce at this difficult time.

I pay tribute to the Foreign Secretary and his team for all their diplomatic efforts on de-escalation in the middle east. With the rules-based order under enormous strain, upholding international law and multilateral institutions matters more than ever. It is almost a year since the International Court of Justice handed down its judgment on the illegality of Israel’s occupation of Palestine. Given that senior Government Ministers received advice last year on the implications of that judgment for the UK, when can we expect the Government’s response?
Context
The International Court of Justice handed down a judgment last year on the illegality of Israel's occupation of Palestine.
The Parliamentary Under-Secretary of State for Foreign, Commonwealth and Development Affairs (Mr Hamish Falconer)
I recognise the appetite in the Chamber to hear more about the ICJ advisory opinion. It was a far-reaching and complex judgment, and we are taking our time with our response.

I was glad that the Government’s strategic defence review was launched in Scotland last week, where increased defence spending will create new jobs and fuel economic growth, despite the SNP’s refusal to back it. I was similarly pleased that the SDR included hundreds of millions of pounds of investment in forces housing in both Wales and Scotland. Will the Minister update the House on the positive impact that the review will have in Wales, and across the Union?
Context
The question follows the announcement of a £2.2 billion increase to the defence budget for 2025-26 in the spring statement, aiming to assess its economic and social impacts.
The Parliamentary Under-Secretary of State for Wales (Dame Nia Griffith)
I warmly welcome the £100 million boost for military homes in Wales—part of the £7 billion spend to tackle the state of armed forces accommodation in this Parliament. That will support urgent repairs, such as fixing boilers and roofs and tackling damp and mould, and facilitate the long-term renewal of military housing for hundreds of service families across Wales.

What assessment she has made of the potential impact of UK Government regeneration funding on towns in Scotland? Many times I have raised with the Minister, as well as with Business and Treasury Ministers, the need for regeneration funding for Kirkcaldy High Street. The brilliant people of our town deserve a modern town centre that makes the most of our incredible seafront and all it has to offer. Ahead of the spending review this week, can the Minister assure me that my message has been heard? Will he also join me in congratulating Davy Russell, Labour’s newest MSP and a strong campaigner for his high street?
Context
The MP has previously raised the need for regeneration funding for Kirkcaldy High Street, citing its economic potential. She mentions Davy Russell as a new Labour MSP campaigning for his high street.
The Parliamentary Under-Secretary of State for Housing, Communities and Local Government (Alex Norris)
The Government is investing up to £200 million across 10 Scottish towns over 10 years to support regeneration, tackle inequalities and unleash their full potential. I assure the hon. Lady that her concerns about Kirkcaldy High Street have been heard and she knows that I cannot run ahead of any multi-year spending review that may be upon us soon.

The Kirkcaldy community football partnership does an amazing job providing a home for 18 teams, and bringing young people into our national game, including from some of the most deprived parts of our town. Facilities at Denfield Park are too often unusable due to water logging on the grass pitch, and it badly needs a new synthetic pitch. It is seeking funding for that as part of the Labour Government’s investment in grassroots sport in Scotland. I will meet the Scottish Football Association about that next week, so will the Minister support our funding bid, and will she join me in encouraging the Secretary of State to accept my invitation to visit our pitch in Kirkcady and see the need for herself?
Context
The MP references the Kirkcaldy community football partnership, which provides facilities for 18 teams, including from deprived areas. The Denfield Park pitch is often unusable due to water logging and needs a new synthetic pitch.
The Parliamentary Under-Secretary of State for Culture, Media and Sport (Stephanie Peacock)
I absolutely will, and the Secretary of State says that she will too; we were both in Scotland a few weeks ago. Will my hon. Friend pass on my thanks to the volunteers at the Kirkcaldy community football partnership for their valuable work? I recognise the issues that she puts forward. We will be investing £8.6 million through our multi-sport grassroots facilities programme, through the Scottish Football Association, which I am pleased she will be meeting soon.

Hamas are a proscribed organisation and that is as it should be. The Israeli military has banned international journalists from Gaza and at least 162 Palestinian journalists have been killed in Gaza in the last 500 days. Does the Secretary of State agree that BBC and all media coverage of Gaza can only benefit from journalists being allowed in to report on the ground, a point raised with me by some constituents in the past few weeks? Does she further agree that journalists must be protected from harm, in line with international law?
Context
There are ongoing challenges for journalists covering the conflict in Gaza, with restrictions imposed by both sides. This affects the quality of reporting on the ground.
The Secretary of State for Culture, Media and Sport (Lisa Nandy)
I pay tribute to my hon. Friend for the work that she has done over many years, including as the director of Medical Aid for Palestinians. She knows better than anyone in this House what is happening in Gaza—I think she may be the only Member of the House who has recently been in Gaza to see the conditions that many hon. Members have described. I very much agree with her point about journalistic access and safety.

The Government and their partners are doing important work to support the continuation of the fragile ceasefire in Gaza, but in the west bank we have seen increased settler attacks, Israeli forces attacking a Palestinian bookshop in east Jerusalem, UNRWA schools closed, tanks moving into refugee camps and forced displacement of some 40,000 Palestinians. What action are the Government taking to prevent the Gaza-isation of the west bank?
Context
Violence in the West Bank has increased, including attacks on Palestinian schools and forced displacement of Palestinians. There is concern about the Gaza-isation of the West Bank.
The Parliamentary Under-Secretary of State for Foreign, Commonwealth and Development Affairs (Mr Hamish Falconer)
We are following events in the west bank closely. Stability in the west bank is crucial to ensuring that the fragile ceasefire in Gaza can last. All sides should work to ensure a lowering of tension in the west bank at this time.

Melanie Ward inquires about the status and consideration of Dr Lubna Hadoura's application for an adult dependent relative visa, ensuring it is handled with care.
Context
Dr Lubna Hadoura, an NHS consultant, seeks to care for her elderly mother displaced from Gaza. Her application for an adult dependent relative visa is pending.
Seema Malhotra
The death and destruction in Gaza are intolerable; her application is being looked at very closely, and she should receive an update soon.

Given the return of over £1 billion to former mineworkers; does the Minister have plans to deliver similar justice to 290 members of the British coal staff superannuation scheme in Cowdenbeath and Kirkcaldy?
Context
The question arises from the return of £1 billion to former miners, seeking similar justice for members of the British coal staff superannuation scheme.
Sarah Jones
I am proud that we have finally ended the injustice of the mineworkers' pension scheme. Miners across the country powered our economy for decades, working in the toughest environments; they should not have had to fight for so long for a fair pension.

There are numerous examples of the damage that out of control social media and mobile phone usage is doing to our young people, including in my area of Fife. The Courier newspaper has played an important role in highlighting this. Does the Secretary of State recognise the concerns that the safer phones Bill—the Protection of Children (Digital Safety and Data Protection) Bill—presented today by my hon. Friend the Member for Whitehaven and Workington (Josh MacAlister) and backed by many hon. Members across the House, seeks to address?
Context
The MP references concerns about social media usage and a proposed Bill to address digital safety.
Peter Kyle
I pay tribute to The Courier for exposing some of these issues. We must keep children and vulnerable people safe when they are online. I intend to ensure that safety is baked in from the outset. When it comes to keeping children safe in this country, everything is on the table and I am open minded about how we move forward to achieve a much safer environment.

After 14 years of Tory economic chaos and 17 years of Scottish National party public service failure, as many as one in four children in my constituency now live in poverty. Last year the Scottish Children's Commissioner said that the former First Minister, Nicola Sturgeon, had “absolutely” failed young people in Scotland. Does the Secretary of State agree that tackling child poverty will be a crucial part of the work of this Labour Government? As part of the important work that she is doing with the taskforce to develop a new child poverty strategy, will she come to my constituency—
Context
The MP discusses child poverty rates in their constituency.
Liz Kendall
My hon. Friend has raised these issues with me before, and I will absolutely meet children, families and child poverty organisations from her constituency. We aim to visit every region and every devolved nation as part of that strategy, and I look forward to meeting her and her constituents then.

Will the Minister update on work being undertaken by the defending democracy taskforce to review measures for protecting general elections? What efforts are made to protect our wider democratic system?
Context
Concerns over postal voting delays during the recent election and broader issues of domestic and foreign malign influence on democracy.
Dan Jarvis
The defending democracy taskforce met on 25 July, bringing together Ministers and representatives from law enforcement and intelligence community. The meeting focused on political intimidation and harassment, driving a whole-of-Government response to threats against democracy.

What steps her Department is taking to prevent foreign interference in elections. During the recent general election, some constituents were frustrated by delays in the postal voting system. The Electoral Commission is looking into this and lessons must be learned. Our democratic system must protect from domestic and foreign malign interference, including misinformation. Will the Minister update on work of the defending democracy taskforce to review measures for protecting the general election? What efforts are being made to protect our wider democratic system?
Context
The question arises from concerns about the integrity of recent elections, with specific issues related to postal voting delays.
Dan Jarvis
The Government prioritises protecting elections against foreign interference. Established processes like the National Security Act 2023 are in place. The defending democracy taskforce met on 25 July, bringing together Ministers and representatives from law enforcement and intelligence community to discuss political intimidation and harassment. Last week's meeting focused on a whole-of-Government response to democratic threats.

Occupied Palestinian Territories: Humanitarian Access
10 September 2025
Responding: Mr Hamish Falconer
Main Concerns
['Over 63,000 Palestinians have been directly killed in Gaza, with 44% of them being women and children. There is man-made famine, destruction of schools, hospitals, mosques, homes, and almost 1,000 Palestinians killed in the West Bank over the last two years. Aid workers are increasingly prevented from doing their job, violating international humanitarian law.']
Specific Asks
['The UK Government needs to do all they can to put pressure on the US counterparts to force Israel into allowing aid to flow freely and ensure safe passage for humanitarian workers in Gaza.']
War Memorials
24 June 2025
Responding: Maria Eagle
Main Concerns
['This debate aims to pay tribute to the maintenance of Kirkcaldy’s war memorial, galleries and gardens over a century. It also highlights the importance of war memorials across Britain as symbols of remembrance, egalitarianism and respect for those who have lost their lives in conflict. The memorial in Kirkcaldy specifically remembers more than 1,500 individuals, including Sergeant Sean Binnie who died while serving with the Black Watch in Afghanistan.']
Specific Asks
['The lead MP asks the Minister to join her in commending the efforts of the Royal British Legion Scotland and other volunteers who have worked tirelessly to maintain and commemorate war memorials like those in Kirkcaldy.']

- - Ministers answer questions rather than asking them, so have different activity patterns
- - Activity quantity doesn't measure quality or effectiveness of representation
- - Some MPs focus more on constituency work than parliamentary questions
- - Newly elected MPs will have less parliamentary history
