Heswall in my Wirral West constituency is a brilliant place to live and deserves a thriving high street, but unfortunately for too many years now beloved shops have closed and decline has felt inevitable. The people of Heswall deserve better. I appreciate the Minister’s answer, but will he go further in explaining exactly how my constituents can take back control of their high street, so that it can thrive once again and deliver growth and opportunities for them?

This Government understand the unique challenges that Heswall faces, including as a coastal community. That is why we are driving power and funding out of Westminster to ensure that no community is left behind. Just last week my right hon. Friend the Chancellor announced £1.6 billion in funding for the Liverpool city region, including £100 million to upgrade the bus network, which is vital for connectivity to my hon. Friend’s community. I understand that those upgrades will begin in the Wirral next year, and I encourage Wirral council, as I do all local authorities, to take advantage of the new powers the Government have introduced to reoccupy the empty shops that are such a blight on our high streets.

In Wirral West, my constituent became a victim of this scandal over 50 years ago when she was a child, and it has affected her life ever since. In her own words, victims have gone through horrible levels of distress, and now they wait for compensation. That wait is not just for financial security; it is for closure. Could the Minister please give me and my constituent assurances that the speed at which the payments will be made will be ramped up?

My hon. Friend’s constituent is entirely right to talk about the deep distress that victims have been through. IBCA is contacting an average of 100 people to start their claim every week, and expect to have brought into claim all those who are infected and registered with a support scheme this calendar year. I will continue to support IBCA to deliver compensation as quickly as possible.

On Sunday, I had the honour of meeting Emily Damari. She told me about her good friends, Ziv and Gali Berman, who remain in captivity. It is so clear to me that no hostage will be free until all hostages are free. Hamas footage at the weekend serves only to deliver more torment to the families. Will the Minister set out, before the 600 day-anniversary later this month of the 7 October attacks, the steps he will be taking to ensure humanitarian access for those hostages?

I welcome the release of Edan Alexander after an agonising 583 days in captivity, and I thank Qatar and Egypt for their support. We urge all parties to seize this opportunity to re-engage with negotiations and return to a ceasefire. That is what will see the return of those hostages. When I discussed this with Secretary of State Rubio and, indeed, with partners in Qatar and Saudi Arabia, I urged them to raise those issues with the President this week.

Under the last Government, we saw an increase in bureaucracy without commensurate improvements in public service delivery. What steps are being taken to create a smaller, more efficient state that focuses on delivering world-class services?

As my right hon. Friend will recognise, Merseyside is a clean energy pioneer, a hub of carbon capture and hydrogen technology. The climate emergency is the challenge of our generation, and that challenge will be met only through the collective endeavour of communities across our country, including mine in Wirral West. How are the Government helping our communities to deliver good, local energy projects?

My hon. Friend is entirely right about this. We have learned over the last decade and more that this is the biggest jobs opportunity of the 21st century. Nowhere is that more true than in the investments we are making in carbon capture, usage and storage, and I am confident that my hon. Friend’s constituents will benefit. A couple of weeks ago, the Confederation of British Industry produced an important report that showed that last year, the net zero economy grew three times faster than the economy as a whole.

May I welcome my hon. Friend to her place? I know she will do a fantastic job. Crown Prosecution Service guidance recognises that perpetrators of economic abuse harm their victim-survivors not just during a relationship, but long after it has finished. When will CPS guidance be updated to reflect post-separation controlling and coercive behaviour being made a criminal offence, and what training on recognising such abuse is offered to the CPS?

My hon. Friend is absolutely right. He has been working on this issue with survivors of economic abuse, and I know that he cares about it very deeply. Domestic abuse can take many insidious forms, and we must do everything we can to ensure that we are equipped to spot it and tackle it. The guidance to which he refers was updated earlier this year and is under regular review.

This Government have pledged to halve violence against women and girls within a decade as part of our plan for change, and securing prosecutions will be key to that. Our commitment to tackling violence against women and girls in this way is unprecedented, and it will require a wholesale change in how we think about and deal with these kinds of offences.

I recognise the importance of cross-border travel for people across the region. The UK and Welsh Governments are committed to strengthening those connections, which are vital to unlocking economic growth and employment opportunities for people and businesses.

I was pleased to meet with the Transport Secretary last week to discuss our approach to rail in Wales. She is reviewing the previous Government's transport infrastructure commitments and will report in the autumn. We will deliver rail improvements that will make the services more accountable to the people who use them through the Passenger Railway Services (Public Ownership) Bill, which completed its Commons stages last week, and Great British Railways, which was launched in shadow form earlier this month. In my meeting with the Transport Secretary last week, we discussed a range of issues, including connections between Wales and Merseyside. I recognise the importance of cross-border travel for people across the region.
