This year in Aldershot and Farnborough, we are looking forward to hosting the national celebrations for Armed Forces Day in the home of the British Army. Businesses in my community welcome this Government’s record investment in defence in the years ahead, but our banks still struggle to lend to defence companies because of international regulations. Will the Prime Minister ensure that the UK works with Canada and our other allies to found the multilateral defence security and resilience bank, so that we can get money moving to our defence industries, get our armed forces what they need, and stand firm against our adversaries?

I am delighted that Aldershot will be hosting Armed Forces Day; it has a hard-working Labour MP and Labour council. Our historic defence spending uplift must be an engine for growth and jobs in the United Kingdom, which is why we have committed to spending an extra £2.5 billion with small and medium-sized enterprises. I agree with my hon. Friend that it is vital that we work in lockstep with our allies, particularly in Europe, to enhance and align our defence capabilities, and we are therefore working at pace to identify the most effective mechanisms for greater multilateral co-operation.

In Aldershot and Farnborough, we have a brilliant police team, but recruitment of officers is difficult because of the pay difference along the Hampshire-Surrey border. Officers can earn more by working just a few miles away, leaving our local police team understaffed and overstretched. What steps is the Secretary of State taking to address those recruitment challenges, to ensure that we have bobbies on the beat in every community?

My hon. Friend makes a good point. We need to make sure that we are paying our police well, which we have done through a pay uplift, and looking after them. The number of police officers leaving the service—not to retire, nor due to ill health, but because they were fed up with it—tripled under the last Government. We will put a stop to that.

A veteran in my constituency who is the father of five young daughters has spent nearly three years waiting for a four-bedroom social home while raising his family in a two-bedroom property. He has now been told that the wait could be a further three years, which means six years of overcrowding for a family simply needing space to live and grow. Sadly, that is not an isolated case. Last year in my constituency, over 100 families were waiting for a four-bedroom social home, but only 31 were allocated one. I welcome the Government’s commitment to building more social homes, but what are they doing to make social housing more flexible so families are not left waiting for years for the right home at the right time?

I am sorry to hear about the long wait that the veteran in question is facing. It is important that we build more social rented homes after 14 years of engineered decline, which is why 60% of our £39 billion social and affordable homes programme will be allocated to social rented homes. However, it is also important we ensure that veterans get the priority they need, which is why in November 2024 we made changes to the local connection requirement to ensure that veterans have greater access to social housing and should be prioritised in the way that that allows.

I am proud to see this Government’s improvements to GP services making a real difference locally, with over 2,000 more GPs hired and new investment already reaching practices like Jenner House surgery in Farnborough. However, many of my older and more vulnerable constituents tell me they are still struggling to get through on GP phone lines, especially as more practices move online. What steps is the Secretary of State taking to ensure that phone lines remain accessible for those who rely on them, so that everyone benefits from our NHS health plan?

Staff at Tesco in Aldershot tell me that the store is facing rising levels of shoplifting, with people walking out of the store with full trolleys. It is often the same individuals, who are emboldened because they do not fear the consequences. Hampshire police are doing their best, but they cannot attend every incident, and store staff feel threatened and powerless. This is a nationwide problem. What steps is the Home Secretary taking to tackle the wave of retail crime and to protect shop workers on the frontline?

It is totally unacceptable that shop theft and violence and abuse towards retail workers have continued to rise, particularly over the last two years of the previous Government, when they went up by 60%. We are asking retail workers to perform a significant act of public service as they enforce restrictions on the sale of items including cigarettes, alcohol and knives. As I have set out, the bespoke offence in the Crime and Policing Bill will help to shine a spotlight on the problem and ensure that we bring perpetrators to book. The Bill will also ensure that the sanction of a criminal behaviour order can be attached to a conviction for assaulting a retail worker, which will help to protect retail workers.

I, too, welcome the commitment to get to 5% of GDP on defence spending by 2035. It is imperative that the increase in defence spending means that funding is getting to those on the cutting edge of defence innovation. Cody technology park in Farnborough is already home to world-class defence innovation, with a wide range of small and medium-sized enterprises working there, alongside QinetiQ, and it is where DragonFire has just been developed. What role does the Minister see for existing places such as Cody, in delivering our defence industrial strategy? Will she meet me to discuss whether Cody could be the home for the new defence SME hub?

Friend the Minister for Defence Procurement and Industry would be only too happy to meet her and to draw on her expertise as part of the development of our defence industrial strategy.

This Government inherited record and rising backlogs. As my hon. Friend described, the human cost of that is victims waiting longer and longer for their day in court. We have acted swiftly, increasing magistrates’ sentencing powers, but fundamental reform is needed, which is why we asked Sir Brian Leveson to undertake his review. He will be reporting shortly and we will take his package of fundamental reforms forward, to ensure that we have reform of our Crown courts and swifter justice for victims.

Too many small and medium-sized defence businesses in my community struggle to access the banking and finance facilities they need, often on the basis of self-imposed ethical criteria. Will the Business Secretary join me in welcoming how many investors and financial institutions have responded to the campaign I am leading with my hon. Friend the Member for York Outer (Mr Charters) and 100 other Labour parliamentarians, calling on our banks and fund managers to broaden their approach to defence investment? Will he call on investors to take action so that we can defend our country, support Ukraine, and fire up our industrial base?

I agree 100% with my hon. Friend and thank her very much for her question. She will know that my Department, alongside the Treasury and the Ministry of Defence, convened a roundtable in December to listen to these perspectives, and now all three Departments are working together to ensure that the problems she has articulated do not occur. It is essential that the British people do not think that the substantial, significant and historic investments in defence that this Government are making come in some way at the expense of domestic prosperity. There is no prosperity without security, but we should also acknowledge the tremendous economic contribution made by our defence sector—there is not a foreign and domestic split in that regard. I thank my hon. Friend for her outstanding leadership in galvanising parliamentary support for that campaign, and I hope it will have unanimous agreement in every part of the House.
