With ever-increasing running costs and a decline in foot traffic, how is the Minister reducing pressures on high street cafés and pubs? Will targeted relief be considered to ensure viability for hospitality businesses?
Context
Businesses in Sheffield like the Gamers Guide Café and Dove and Rainbow pub are facing pressures due to increasing running costs and a drop in footfall.
The Exchequer Secretary to the Treasury (Dan Tomlinson)
One in three businesses benefit from small business rate relief, with an additional 85,000 benefiting from reduced bills as it tapers. We introduced two more years of small business rate relief for expanding properties, supporting independent growth.

In the context of what the United Nations special envoy has described as a rapidly worsening humanitarian and economic crisis in Yemen, does the Minister welcome the forthcoming southern dialogue conference, led by Saudi Arabia and supported by the Arab League and the Gulf Co-operation Council? How is the UK, as penholder on Yemen, supporting that process to deliver a tangible road map for a way forward that addresses the aspirations of southern communities?
Context
The United Nations special envoy has described a rapidly worsening humanitarian and economic crisis in Yemen. The situation is further complicated by an escalation of tensions in southern Yemen.
The Parliamentary Under-Secretary of State for Foreign, Commonwealth and Development Affairs (Mr Hamish Falconer)
I do welcome Saudi Arabia’s southern dialogue conference. As my hon. Friend has said, it is supported by the Arab League and the GCC, and it is a vital step amid a worsening humanitarian and economic crisis. As UN penholder, the UK is actively supporting the process, through sustained engagement with Saudi leaders, the UN special envoy and regional partners, to help shape a credible road map that reflects southern communities’ aspirations.

Yara is one of more than 80 scholarship students trapped in Gaza today, displaced again and again, with all her belongings packed into a small bag and ready to move at a moment’s notice. Can the Foreign Secretary guarantee that Yara and other students like her will not be left stranded and will be immediately evacuated by the Government in time for their courses to start this month?
Context
Chevening scholar Yara, a 24-year-old student from Gaza City with plans to study international law and global justice at the University of Sheffield, is among over 80 scholarship students trapped in Gaza due to displacement caused by Israel's bombardment.
The Secretary of State for Foreign, Commonwealth and Development Affairs (Mr David Lammy)
I am grateful to my hon. Friend for bringing Yara to the attention of the House. Of course we want to see bright students like her able to achieve their ambitions. We are reliant on Israeli permissions and on students having a full scholarship, but what I can do is ensure that the Minister for the Middle East meets my hon. Friend to discuss this case in detail.

I thank the Minister for his answer and congratulate the Department on its excellent work on the child poverty taskforce. Lesson time and learning are being significantly affected by high levels of child poverty. Schools in Sheffield Central tell me that many low-income families are really struggling financially. Will the Minister confirm what specific action the Government are taking to turn the tide on child poverty and put money back into people’s pockets?
Context
High levels of child poverty significantly affect lesson time and learning in schools. Schools report that low-income families are struggling financially, which impacts the cost of education.
The Parliamentary Under-Secretary of State for Education (Stephen Morgan)
There is no challenge more crucial for this Government than tackling child poverty. The taskforce has started the urgent work of publishing the strategy, which will look at levers across four key themes: increasing incomes, reducing essential costs, increasing financial resilience, and better local support, especially in early years.

I have met a number of British-Palestinian families who are trying to reunite with their families in Gaza. Part of the entry clearance process requires the undertaking of biometrics. There is no visa centre in Gaza, and they are unable to leave owing to the closure of the Rafah crossing. Will the Home Secretary, or the Minister, please indicate whether they are willing to introduce a temporary waiver for biometrics so that people can complete the entry clearance process?
Context
The questioner notes that the entry clearance process requires biometrics, which cannot be undertaken by some British-Palestinians due to restrictions in Gaza.
Seema Malhotra
The death and destruction in Gaza are intolerable. Palestinians who wish to join family members in the UK must do so via the range of existing routes that are available, but if my hon. Friend wishes to raise a specific matter with me, I shall be happy to meet her.

I welcome the Minister's comments. My brother has very complex mental health needs. We as a family know at first hand the difficulties not only of accessing the services and of the long waiting times, but the challenge of support staff who are not constantly on a churn and the lack of community-funded support services. Our experience is no different to that of many other families. Will the Minister meet me to discuss how we will make mental health services more accessible in communities, invest more in preventive services and fund more community-based provision?
Context
The question follows the previous exchange and addresses specific challenges faced by families in accessing mental health services, including long waiting times and insufficient support staff.
Andrew Gwynne
I will be pleased to meet my hon. Friend. This Government think it is unacceptable that too many people are not receiving the care they deserve, and we know that waits for mental health services are far too long. We are determined to change that with measures such as NHS 111 for mental health.

I am concerned about the steps being taken to improve mental health support services. According to Lord Darzi's report, mental health waiting lists have surged, with over 100,000 children waiting a year for their first appointment. What specific measures are you taking to address these issues?
Context
The question follows the findings of Lord Darzi, who reported that mental health waiting lists have surged with more than 100,000 children waiting a year for their first appointment.
Andrew Gwynne
We will recruit 8,500 more mental health workers, provide access to mental health support in every school, roll out young futures hubs in every community, and introduce a Bill to modernise the Mental Health Act 1983. These measures aim to improve mental health services.

Cuts to legal aid have left people without early legal advice. Will she restore legal aid to pre-2012 levels for civil law and review the Legal Aid Agency bureaucracy?
Context
Concerns persist about the impact of legal aid cuts, making it difficult for those unable to afford representation. There is a need to review administrative issues that hinder small firms.
Heidi Alexander
Early legal advice is crucial; we are looking at how to improve access. However, financial challenges mean careful consideration is needed. I will raise administrative issues with the Legal Aid Agency's chief executive.
Session: Legal Aid 2024-11-05

Whether she plans to widen the scope of cases covered by legal aid. Cuts to legal aid and the narrowing of its scope have meant that people are no longer able to get early legal advice. Will the Minister consider restoring legal aid to pre-2012 levels for all areas of civil law?
Context
There are concerns about cuts to legal aid and the narrowing of its scope, which have left many unable to resolve issues without being able to afford legal representation.
Heidi Alexander
Legal aid is vital for access to justice. We are looking at evidence from the civil legal aid review on demand, fees, and geographic provision. I will consider raising administrative issues with the Legal Aid Agency's chief executive.

There are just short of 5,500 businesses in Sheffield Central, and more than 80% of them are micro-businesses. Many welcome the announcement of permanently lower business rates for hospitality, retail and leisure properties from 2026-27. What further steps will be taken with the Chancellor to create a fairer system?
Context
The MP asked about further steps to ensure a fairer business rates system.
Gareth Thomas
I am grateful to my hon. Friend for her question, and I think this is the first time I have had the chance to congratulate her on her election to this House. She is absolutely right that if we are to see our high streets thrive, we need to ensure there is a genuinely level playing field for businesses online and those on the high street. As the Chancellor announced yesterday, to deliver that pledge we intend to introduce permanently lower tax rates for retail, hospitality and leisure properties from 2026-27. To fund that, we intend to introduce a large business multiplier from 2026-27, which will apply a higher rate on the most valuable properties.

Does the Minister agree that places reserved for certain families should end in the House of Lords as it only preserves aristocracy's privilege?
Context
The House of Lords (Hereditary Peers) Bill was supported by the government and passed in the first 100 days, aiming to remove hereditary peers' right to sit and vote.
Nick Thomas-Symonds
My hon. Friend is absolutely right. The Conservative party stands for few things currently, and it was astonishing that one of them is hereditary privilege in the House of Lords.

News of recruiting more GPs is welcome. I spent time with a local GP seeing how stretched the service was. Will he commit to moving towards investment in primary care services?
Context
The MP discussed her experience shadowing a local GP and asked for commitment to primary care services.
Wes Streeting
We are committed to increasing primary care as part of NHS's budget and building neighbourhood health services with more care closer to homes. General practice has a key role.

Why are they so anti-nuclear and when will they get on with delivering nuclear energy?
Context
The MP questions the government's stance on nuclear energy.
Michael Shanks
While the previous Government made many announcements, there was poor delivery. In 14 years under Conservative government, no new nuclear power stations were built.

I commend the Secretary of State for his work in accelerating clean electricity generation. What steps has he taken to ensure that this Government encourage and take advantage of the significant opportunity around community energy?
Context
The MP notes efforts to accelerate clean electricity generation.
Michael Shanks
Community energy is critical for meeting our 2030 ambitions, delivering energy security and lower bills. One of Great British Energy's five objectives is to support a local power plan which puts communities in charge. I am happy to meet the hon. Friend to discuss this further.

Carbon Budget Delivery Plan
12 November 2025
Responding: Chris McDonald
Main Concerns
['The debate highlights the urgent need for bold action to address climate change, citing warnings from the World Meteorological Organisation and the Climate Change Committee. It mentions that Sheffield will continue to be the only major UK city without electrified rail, despite growing demands for faster decarbonisation. The cost of energy remains a significant worry for people in Sheffield Central, with many families struggling to make ends meet due to rising bills.']
Specific Asks
['Abtisam Mohamed calls on the Government to publish and implement an ambitious warm homes plan, reduce policy costs from electricity bills, and address the uncertainty surrounding green levies. She also questions the approval of the Rosebank oilfield extraction project and its impact on climate change and energy security.']

Important Context
- - Ministers answer questions rather than asking them, so have different activity patterns
- - Activity quantity doesn't measure quality or effectiveness of representation
- - Some MPs focus more on constituency work than parliamentary questions
- - Newly elected MPs will have less parliamentary history
