Prime Minister's Questions

The Minister will remember that when the Russia-backed cyber-crime network Lockbit was smashed in 2024, it was the direct result of intensive collaboration between the United Kingdom, Europe and the United States. They worked together to defend Europe from Russia’s hybrid attacks, which seek to weaken our role in the world. Is that not a reminder that we are all safer, on both sides of the Atlantic, when we work together, and that we should never forget where the real threats to our national security come from?
Context
Following the successful international collaboration that dismantled the Russia-backed Lockbit network in 2024, Uma Kumaran emphasizes the importance of continuing such cooperation.
Stephen Doughty (Minister of State, Foreign, Commonwealth and Development Office)
I wholeheartedly agree with my hon. Friend’s remarks. Indeed, they echo what we heard this morning from the Speaker of the US House of Representatives about working together as close allies and across NATO. It is good to welcome guests in Parliament today from the NATO Parliamentary Assembly, too. My hon. Friend is absolutely right to raise this issue. As is evidenced by the 2024 Lockbit and 2025 Media Land sanctions packages, the UK works closely with key partners, and remains committed to using all available tools to defend against cyber-threats.

I thank my right hon. Friend for that clarification. By the time my constituent gets her day in court, she will have waited nearly a decade for justice. That is the cost of the Tories’ broken court system—unacceptable waits, contributing to a tragically high number of victims not proceeding to trial. The result is near-total impunity for the men who commit serious offences of sexual assault and domestic abuse. My right hon. Friend is working tirelessly to reduce the courts backlog. What is he doing to ensure that victims are put first, so that they do not have to face waiting a decade for justice?
Context
A constituent is waiting nearly a decade for their day in court due to the backlog. The cost of delays results in high numbers of victims not proceeding to trial, leading to near-total impunity.
The Lord Chancellor and Secretary of State for Justice (Mr David Lammy)
I am truly grateful to my hon. Friend for once again raising the voice of victims in this House. I hope that over the coming months, as we debate our courts Bill, hon. Members will keep in mind those victims, and the voices that we often hear, via female Members of Parliament. The £550 million of multi-year funding that I have found for victims to give them certainty was essential, and we will continue to keep victims front of mind.

We all welcome a ceasefire and the recognition of a Palestinian state, but we must now support the Palestinian people. What steps are the Government taking to ensure that Israel stops blocking this urgently needed aid and humanitarian supplies, and to get them to the people who are desperately in need?
Context
The head of the United Nations humanitarian affairs team described driving through Gaza City as like 'going through the ruins of Hiroshima'. The people of Gaza are facing a humanitarian disaster.
The Parliamentary Under-Secretary of State for Foreign, Commonwealth and Development Affairs (Mr Hamish Falconer)
I want to update the House on this very important question. We are seeing a greater flow of aid into Gaza. That is supremely welcome, but it is not yet at the level we would wish to see. There are still restrictions on that aid going in, and vital crossings remain unopened. We continue to engage with all our partners on this issue.

What steps he is taking to help prevent financial rewards for water company executives responsible for poor environmental performance? May I thank the Secretary of State for the work that this Government are doing to crack down on that appalling practice, and ask what he is doing to ensure that the British public are not paying for that failure after receiving rising water bills? What is he doing to secure the serious investment that is needed for the health of our rivers?
Context
Waste water from toilets, sinks, and drains flooded the River Lea for more than 30 hours, affecting local communities in east London. Thames Water continues to dump sewage and waste water into rivers despite issuing high bonuses to its executives.
The Secretary of State for Environment, Food and Rural Affairs (Steve Reed)
My hon. Friend is a great champion for her constituents in east London, on this matter as on many others. With her support, this Government have secured a record £104 billion to upgrade crumbling pipes and build sewage treatment works across the country, so that we can cut sewage pollution. We have also ringfenced customers’ money, so that it can never again be diverted away from investment to pay for bonuses and dividends while sewage pollution got worse. That, of course, includes in the Lea valley.

Stratford and Bow is a thriving hub of innovation, which is why the Prime Minister chose it for the launch of the AI opportunities action plan earlier this year. One brilliant example is Healthtech-1. Once a kitchen table start-up of doctors and tech experts, it now automates admin for 22% of GP practices, and its new patient registration system has saved the NHS a staggering 183 years of time. What are the Government doing to support home-grown innovation like that to scale up its work?
Context
MP highlighted Healthtech-1 as an example of home-grown innovation from her constituency.
The Parliamentary Under-Secretary of State for Science, Innovation and Technology (Feryal Clark)
My hon. Friend’s constituency is indeed a hotbed of innovation. She will be delighted to know that Healthtech-1 has benefited from a range of Government support to date, including a recent Innovate UK grant.

NATO has never been more vital for Britain’s defence and security than in this era of global instability and volatility. I was therefore alarmed that certain Green party politicians have suggested that the UK leave NATO, abandoning our commitment to our allies, including other European nations, and the defence of Ukraine and of our shared democratic values. Will the Minister reassure this House that this Labour Government will recommit to working even more closely with our allies for our collective defence, and will he confirm that unlike certain other parties, Labour will always put the security of our citizens first?
Context
The question arises from the context of global instability, with some Green party politicians suggesting that the UK leave NATO. The Labour Government is being asked to recommit to working closely with NATO allies for collective defence.
The Minister for the Armed Forces (Luke Pollard)
Let me be absolutely clear with the House: NATO is the cornerstone of our security, and this Government’s commitment to the alliance is unshakeable. The Greens, if that is the case, would be out of step with the British people, who recognise the importance of NATO membership. We should also be clear that the only person who would benefit from taking apart the NATO alliance sits in the Kremlin: President Putin. That is a victory we will not give him.

According to media reports, Conservative shadow Ministers met representatives of the Get Living property group, which manages thousands of properties in my constituency. In the meeting, they discussed how to stop the Renters’ Rights Bill, in their words, “dead in its tracks.” After years of promising to ban no-fault evictions, the Tory Government failed to deliver. Now they are colluding with the property industry to keep no-fault evictions in place. Will this Labour Government do the right thing and ban no-fault evictions for good?
Context
The MP references a meeting between Conservative shadow Ministers and Get Living property group, discussing the Renters’ Rights Bill. The bill aims to ban no-fault evictions.
The Parliamentary Under-Secretary of State for Housing, Communities and Local Government (Rushanara Ali)
The Government remain committed to abolishing section 21 no-fault evictions for both new and existing tenancies as soon as possible. We will ensure that the sector has adequate notice of the system taking effect, and we will work closely with stakeholders to enable a smooth transition.

Like many, I was extremely alarmed to hear the Israeli Defence Minister, Israel Katz, threaten the “total destruction” of Gaza. The UK and its allies are committed to a two-state solution, but that only works if there is a state left standing for Palestinians. Will that Minister ever be sanctioned, and will our Minister set out what role he sees the UK playing in the long-term reconstruction of Gaza?
Context
The MP is concerned about Israeli Defense Minister Katz's threats against Gaza and the ongoing need for reconstruction.
The Parliamentary Under-Secretary of State for Foreign, Commonwealth and Development Affairs (Mr Hamish Falconer)
I thank my hon. Friend for her question; I know how attentive to these issues she has been. The Foreign Secretary has condemned in this Chamber the comments of Defence Minister Katz, and this Government are clear what the path to reconstruction in Gaza must be. We have engaged closely with our partners in the Arab world, we welcome their plan for reconstructing Gaza, and we will continue to do all we can to see that as the path to reconstruction, with dignity for the Palestinian people of Gaza.

At my advice surgeries, leaseholders report poor conditions and high service charges with no accountability from managing agents. While I am pleased about today’s announcement on new builds, what concrete action will be taken for existing leaseholders?
Context
Leaseholders are facing disrepair, high service charges, and lack of accountability from management agents.
Matthew Pennycook
The publication of the “Commonhold White Paper” marks the beginning of the end of the feudal leasehold system. We will bring that system to an end and provide immediate relief for leaseholders suffering from unreasonable charges at present.

We have seen the spread of disinformation using online platforms and the proliferation of misinformation on an industrial scale. Attempts to destabilise the Government and throw off public discourse do not have Britain’s best interests at heart. I have been contacted by multiple constituents in Stratford and Bow who, like me, are deeply concerned about the unchecked ability of foreign billionaires to impact British democracy and news. As a member of the Foreign Affairs Committee, I have heard witnesses talk about the impact of this globally. What assurances can the Minister provide my constituents that the Government are taking the threat of foreign disinformation seriously?
Context
In the past few weeks, there has been a spread of disinformation using online platforms. Constituents are concerned about foreign billionaires impacting British democracy and news.
The Secretary of State for Culture, Media and Sport (Lisa Nandy)
That is precisely one of the reasons why my right hon. Friend the Foreign Secretary provided an uplift to the BBC World Service this year. My hon. Friend mentions foreign billionaires. Unlike the Conservatives, we have no intention of conducting government by social media. While they amplify the noise and conspiracy theories, we are cracking on with delivering for people in the real world where most of us spend our time.

Will the Secretary of State outline steps being taken to ensure that every child has a welcoming and safe environment at school? This includes better mental health support, breakfast clubs for primary schools, broader curriculum, and more support around SEND in mainstream settings.
Context
Some parents face challenges in getting their children back to school, especially those with mental health or SEND issues.
Bridget Phillipson
Many parents are doing everything they can to support their children into school. This Government will do all we can to ensure welcoming, safe environments at school, including better mental health support, breakfast clubs in primary schools, a broader curriculum, and more SEND support.

How will the Government support our capital city to continue its success on the global stage, and ensure that London can help encourage onward investment and support wider economic growth around the country?
Context
The MP notes the importance of supporting London to continue its success on the global stage, highlighting the city's role in inward investment.
Rachel Reeves
I thank my hon. Friend for her question and welcome her to her place. The regeneration of Stratford after the Olympic games is truly phenomenal, and I know that she will be a strong voice for her constituency and help to deliver the growth mission, which is the No. 1 priority of this new Government.
Session: Inward Investment Fiscal Steps 2024-09-03

What fiscal steps she is taking with Cabinet colleagues to encourage inward investment?
Context
The question arises from the need to support economic growth through inward investment. The MP notes that fiscal steps are crucial.
Rachel Reeves
Investment is at the heart of this Government's growth mission, alongside stability and reform. With robust fiscal rules and respect for economic institutions, the Government are building the confidence needed to deliver private sector investment. It is vital that the tax system also supports growth, and today I can confirm that the Government will outline a tax road map for business at the Budget to offer the certainty that encourages investment and gives business the confidence to grow, including our commitment to cap corporation tax at 25% for the duration of this Parliament and to retain full expensing.

Residents in my constituency are served by Barts health NHS trust. Will the Minister ask her Department to look at capacity issues at those hospitals and at how community pharmacy prescribing services may be used to alleviate some of the pressures?
Context
Barts health NHS trust includes Newham University, Royal London, and Whipps Cross hospitals with high A&E volume and overcrowding.
Karin Smyth
My hon. Friend makes an excellent point about pharmacies: they will have a central role in our future system, but she should know that her Government allowed these situations to worsen.

What assessment has the Department made of the effectiveness of NHS urgent and emergency care services?
Context
The NHS is struggling with urgent and emergency care services, with one in four patients waiting longer than four hours in A&E.
Karin Smyth
The latest data confirms the terrible state in which the Conservatives left urgent and emergency care services, with one in four patients waiting longer than four hours in A&E. Professor Lord Darzi will lead an investigation into NHS performance to inform a 10-year reform of the NHS.

Important Context
- - Ministers answer questions rather than asking them, so have different activity patterns
- - Activity quantity doesn't measure quality or effectiveness of representation
- - Some MPs focus more on constituency work than parliamentary questions
- - Newly elected MPs will have less parliamentary history
