Article 2 of Genocide Convention makes it clear that genocide is about intent not numbers. Intent has been explicit in words and actions over the past 400 days leading to more than 45,000 casualties. On Oct 28, FCO denied genocide was happening suggesting insufficient deaths for definition. Last week PM stated he never referred to atrocities as genocide. Will PM share his definition of genocide and state what further action will be taken?
Context

It would be wise to start a question like that by reference to what happened in Oct last year. I am aware of definition of genocide, which is why I have never described this or referred to it as genocide.

Will the Minister and the Secretary of State consider diverting defence spending away from programmes that do not truly protect the British people? Our nuclear deterrent now consumes nearly a third of the defence budget through Trident, a system that cannot be launched without US approval. In pursuing nuclear deterrence and mutually assured destruction, we have drained funding from conventional forces and neglected the diplomacy and development that actually prevents conflicts. Does the Minister believe that prioritising nuclear defence over reducing tensions, ending conflicts and promoting peace genuinely delivers security for our people, and if so, can he explain why?

I thank the hon. Gentleman for his question; it comes from a point of view that is different from that of many people in this House and in the wider public. Our nuclear deterrent is operationally independent; the only person who can authorise its firing is the Prime Minister. It is a part of our security apparatus, which keeps us safe every single day, and has done for decades. As a Government, we are continuing to invest in our nuclear deterrent, just as we are investing in jobs and skills right across the country that keep us safe every single day.

I hear what the hon. Gentleman says. On the calls that we have with MPs when we update them on these issues, his tone is quite different. We need to separate the rhetoric from the reality. The reality is that for the first time we had £600 million in the recovery grant, which was about those councils suffering high deprivation and historically low tax bases. Birmingham was the biggest beneficiary of that, receiving nearly £40 million.

This morning, firefighters in Birmingham made it plain that they will stand in solidarity with the bin strikers in Birmingham and not collect the rubbish. We know that there are only 17 workers, which means this is a drop in the ocean financially. Given that the Government have said they will do all they can to bring the strike to an end, will the Deputy Prime Minister confirm that they will force the council to make the payment, and that they will deploy the Army to assist the local charities and organisations that are helping to clear up and need extra support?

The hon. Gentleman does very well to go from zero to 100 pretty quickly on the issue, but let us step back from the immediacy of it. Clearly, we want all parties to be in the room negotiating the underlying pay, terms and conditions dispute that is at play. To be absolutely clear, there has to be a red line. This cannot stray into potentially compromising the equal pay settlement that has been agreed, so that that all begins to unravel.

['Ayoub Khan highlighted that the number of people housed in supported exempt accommodation in Birmingham has tripled to more than 32,000 across 11,200 properties. He noted significant issues such as antisocial behaviour, criminal activity, and fly-tipping affecting residents in areas with high concentrations of these accommodations. Khan emphasized that while compassion is crucial for vulnerable individuals, proper care infrastructure must be in place to manage those with acute needs effectively. Since being elected in 2017, the system for supported exempt accommodation has been broken and abused. The cost of provision has risen to nearly £400 million while local need is exceeded. In September 2024, a Westminster Hall debate was held on this topic where the Government expressed ambition but progress has been slow. Saif Lodge was shut down in Edgbaston for exploitation and bad conditions, highlighting the need for regulation. There are links between exempt sector providers and organised crime gangs, money laundering, fraud and drug dealing which impact communities negatively.']
