Scotland’s universities have been facing a funding crisis that has been many years in the making. Funding for students in Scottish universities is currently over £2,000 less than it is in England. Universities Scotland yesterday, in response to the SNP Budget, made it clear that it will have little impact on this problem, as “it does not adequately address” the situation. No Government in Europe cares less about the education of their young people. Will the Secretary of State or the Minister make time to visit Heriot-Watt University in Edinburgh South West to meet the vice-chancellor, Richard Williams, the staff and the students to hear about the impact of this situation?

I thank the Minister for her response and for her written statement this morning on pavement parking. The illegal use of e-bikes by delivery companies is a matter of real concern for people in Edinburgh South West. I wrote to Just Eat this week, and it said in its reply that it could act only if I could tell them the rider’s name or the delivery order number. That is absolutely preposterous. It could proactively use its app to monitor rider behaviour. I fear that it is both exploiting the riders and exploiting the use of illegal e-bikes. If it will not act and be a responsible company, will the Government take action?

The university sector in Scotland has never been in a worse state, with job losses being contemplated across the whole sector. Too many young Scots miss out on university places because of funding cuts and reliance on recruiting international students with lower qualifications. Does the Secretary of State agree that Scotland’s young people must be supported and the university sector fully funded?

What steps is he taking with Cabinet colleagues to implement the policies in the make work pay plan in Scotland? Residents throughout my constituency welcome the improvements in workers’ rights, but parents are greatly concerned about the impact of the growing gap in attainment in Scottish schools between the richest and the poorest. This week I have been inundated with comments from parents who are worried about the recent Audit Scotland report on support for children with additional needs; it is a disgraceful report.

Pavement parking is a massive issue in many of our towns and cities, particularly for people faced with sight loss and for parents trying to push buggies. All of us here benefit from the pavement parking ban in London, but given that it is over four years since the consultation closed, is it time to give towns and cities across England the power to enforce a pavement parking ban if they so wish?

Will the Minister update the House on steps taken to ensure there will never be a repeat of this procurement scandal? Residents are angry and disgusted with past actions.
