The fact of the matter is that the protocol has zero support from Unionists. The fact of the matter is—I hope the Prime Minister is listening—that in a divided society a solution that attracts the support of only one section of the community will never stand. Will the Prime Minister therefore take the opportunity to speak to the Irish Government, whose ambassador, Daniel Mulhall, is running around Washington demanding further implementation of the protocol on the basis that it will bring further checks on the people of Northern Ireland? Does the Prime Minister accept that he now has the responsibility to bring forward a solution that unites the people of Northern Ireland and that saves the Union that is being undermined by the protocol?

Yes, I agree completely that there must be a solution that commands cross-community support. At the moment, there is no doubt that the balance of the Good Friday agreement is being upset by the way that the protocol is being operated, and we need to fix that. That is what we will do, and, if our friends will not agree, we will, as I said earlier, implement article 16.

I can certainly organise for someone to meet the hon. Gentleman to discuss that but, as he will know, arrangements with the Vatican were substantially changed in the year 1534, in the reign of King Henry VIII. As far as I know, there has been no change since then to reverse that.

I am sure that when those meetings finally take place, the Secretary of State will take the opportunity to raise the numerous crimes committed in the Republic of Ireland against Northern Ireland, and challenge them over state-sponsored terrorism there. In his dozens of meetings with Sinn Féin, can the Secretary of State explain if he has taken the opportunity to challenge Sinn Féin about its boycott of the institutions here? When will he ask Sinn Féin Members to come back here and do their job?

With regards to veterinary medicines, I fear the Minister's sunny optimism may be somewhat misplaced. After all, his preferred stakeholder—Mr Bernard Van Goethem—has made it clear that negotiations on this matter are “over”. This means insulin and botulism medicines will no longer be available in Northern Ireland. What will the Secretary of State and the Minister do about this?

The cliff edge on veterinary medicines has been removed, protecting their supply through to 025 while sustainable long-term solutions are worked out. Costly phytosanitary certificates for plant movements within the UK have been eliminated. Eleven banned plant species will be able to move again by the next planting season.

May I refer the Foreign Secretary to column 289 of the on 24 May, when I asked the Prime Minister to publish the list of the 1,700 veterinary medicines that will no longer be available in Northern Ireland? He told us all to “take heart” that the extension of the grace period would work that out. However, in correspondence, the Ulster Farmers' Union has said that the EU has told it that veterinary medicines are not up for discussion with the EU.

May I place on the record my thanks and gratitude to the Department, and to the Secretary of State in particular, for his visit to Wrightbus and for this morning's announcement of more than £25 million of investment in jobs there? Those jobs will create opportunities for transport in Norfolk, Yorkshire, Portsmouth, Hampshire and York. What a fantastic announcement—I congratulate him on that wonderful news. We have the best product being made by the best workers for everyone across the United Kingdom.

God's richest blessings to you in this Christmas season, Mr Speaker. My constituent, who owns a small business, paid VAT on goods that they had ordered and brought back to Northern Ireland, only to receive a second VAT bill from the Republic of Ireland because of the Northern Ireland protocol. That makes doing business totally unaffordable. A previous Prime Minister said that businesses could tear these documents up. Can my constituent tear these documents up?

For the majority of businesses trading in Northern Ireland, VAT continues to be accounted for in much the same way as when they trade in the rest of the UK. We are confident that the implementation of the Northern Ireland protocol for VAT mitigates the risk of double taxation in Northern Ireland. We know of one example and HM Revenue and Customs is working with that business to see what more can be done, but I am happy to take up the hon. Gentleman's question outside the Chamber.

Could the Foreign Secretary indicate if he has spoken to those in the President's office and asked them to disassociate themselves from those abusive comments about Northern Ireland?

I can assure the hon. Gentleman that the UK negotiating team are very conscious of the frustrations, particularly in the Unionist community in Northern Ireland. But we have also made the point to our interlocutors in the EU that, across communities in Northern Ireland, there is a recognition that the protocol is not working, that it needs to be addressed, and that the relationships between Northern Ireland and Ireland, and between Northern Ireland and the rest of the UK—of which Northern Ireland is a part—all have to function properly. That is the underpinning of the Belfast/Good Friday agreement and that is what we seek to achieve through our negotiations.

Fixing the Northern Ireland protocol is a top priority for this Government. Since September I have been in regular contact with Vice-President Šefčovič. We last spoke on 1 December and I will be seeing him for further talks this week. My officials have also been working with our counterparts in the EU on a regular basis to try to resolve the issues, which we recognise—and we are impressing this upon them—are causing serious, genuine and damaging friction in relationships between the various communities in Northern Ireland.

The Secretary of State will be aware that in March 2020 Russian reconnaissance bombers entered the Rathlin sector of UK airspace. Six Typhoons had to be scrambled in order to escort those reconnaissance bombers out of our airspace. Given the likelihood of an anti-NATO Government being elected in the Republic of Ireland, and given that the UK Government had to seek Republic of Ireland support to enter its airspace in order to escort those bombers out, what actions will the Secretary of State take to ensure that a proper assessment is made of these national security interests?

We have an excellent relationship with the Irish Government on security matters. It is clearly not for me, at the Dispatch Box of the UK Parliament, to talk about Irish policy over the use of its airspace. The hon. Gentleman will know, however, that RAF jets have deployed into Irish airspace on occasion. It is for the Irish Government to set out their policy on why, when and how.

On the issue of women's rights, this week Northern Ireland's golden girl, Lady Mary Peters, celebrated 50 years since achieving her gold medal at the Olympics. She has inspired young women such as Bethany Firth, Kate O'Connor, Ciara Mageean and a host of others to do likewise. Now that the Secretary of State is in post, what will he do to promote women into sport and encourage them with not only active support but resources for sport?

The Secretary of State has mentioned that there will be more opportunities for all of the UK as a result of the levelling-up programme, and of course we welcome that. He also knows there is a subsidy control mechanism in operation in Northern Ireland that prevents Northern Ireland from benefiting from levelling up and other generous benefits that flow from this place. Will the Secretary of State today ensure that everyone on his side of the House—and I encourage Members on the Opposition side of the House to do this too—votes for the Northern Ireland Protocol Bill, in which clause 12 will remove that impediment to progress?

It is not uncommon or inappropriate for Law Officers to seek advice, both from their officials and external specialist counsel. I think the importance of the international events the House is dealing with this morning is a clear demonstration that the Department is not ultimately the right place for the protocol to be dealt with. In that vein, can I ask that the Secretary of State recognise the huge damage being done by the protocol? It is costing businesses in Northern Ireland £100,000 per hour. It has damaged the sovereignty of Northern Ireland's place in the United Kingdom. It is costing a 27% increase in haulage prices. Will the Secretary of State now set a deadline—an absolute deadline—to deal with this matter once and for all?

I can assure the hon. Gentleman that I am dealing with this matter. I met various European countries last week to discuss reforming the Northern Ireland protocol, which simply is not working. Communities in Northern Ireland are being treated unfairly and there is an issue with getting goods from GB into Northern Ireland. We have put forward a concrete proposal that will also protect the EU single market and we need to see movement from the EU.

The Queen's Green Canopy is a wonderful way to both celebrate the jubilee and promote the environment. Tomorrow, in Dervock, Bushmills, Ballymoney and Ballymena, a number of primary schools will plant trees to mark Her Majesty's jubilee. I encourage the Secretary of State, the Minister and, indeed, the Foreign Secretary, who will be in Northern Ireland tomorrow, to take the opportunity to visit one of those schools and encourage young people as they promote the environment, honour Her Majesty the Queen and encourage our country to look positively to its future.
