The Minister thanked Bernard Jenkin for securing the debate and acknowledged his concerns. She stated that the Penny Dash review was commissioned to improve leadership, listening, and regulation on patient safety within the NHS. The review found that the system has become too cluttered and complex, leading to unclear responsibility and duplication. Gill emphasised that the reforms are not about saving money but strengthening patient safety by streamlining the landscape. She clarified that the CQC will take over HSSIB's functions while maintaining a dedicated investigation capability, ensuring expertise and independence. The Minister outlined measures to protect safe spaces for disclosure and ensure clear ownership of recommendations to drive change. Gill reiterated the importance of linking investigations directly with action and improvement, aiming to prevent harm from recurring through system-wide learning and implementation.
