Mr. Christopher Chope introduced the bill, arguing that it is not novel as similar co-payment systems already exist for certain NHS services like prescriptions, dental care, eye care, and wigs/fabric supports. He stated that these payments help fund the NHS and are necessary when bureaucratic definitions categorize care as social rather than healthcare, leading to patient charges. Mr. Chope questioned why contributions towards other NHS sectors are restricted and suggested expanding means testing and co-funding/co-payment systems if health and social care integration is to be pursued.
