I am concerned about the gap between the Government' [11D [K Government's words and their delivery regarding the Army Reserve. Since the [3D [K the Strategic Defence Review, there has been virtually no increase in reser [5D [K reserve numbers despite a target of a 20% rise. The current trajectory sugg [4D [K suggests it will take 13 years to meet this modest target, whereas other co [2D [K countries like France are doubling their reserves from a higher base. Addit [5D [K Additionally, media reports suggest that the MOD may be asked to make effic [5D [K efficiency savings, which could affect reserve service days and morale.

It is a pleasure to serve under your chairship, Mrs [3D [K Mrs Barker. I am grateful to the right hon. Member for North East Cambridge [9D [K Cambridgeshire (Steve Barclay) for securing today's debate on this hugely i [1D [K important topic. The Minister acknowledged the role of cadets in providing [K structure and support for young people across the country and highlighted t [1D [K the Government's commitment to growing the cadet programme. She praised res [3D [K reservists for their skills, values, and income contributions but noted tha [3D [K that RSDs are budgeted by services rather than centrally. The minister comm [4D [K committed to no RSD cuts over the past two years, stressing the importance [K of maintaining reservist capabilities. Recognising previous underinvestment [15D [K underinvestment, the government aims to increase reserve force numbers by 2 [1D [K 20% in the medium term through reforms like Invector and changes to retirem [7D [K retirement age and recruitment requirements. Since last July, the volunteer [9D [K volunteer force has started growing again, with improvements in digital inf [3D [K infrastructure and training programs. The minister outlined legislative cha [3D [K changes proposed in the Armed Forces Bill to strengthen Strategic Reserve c [1D [K capabilities, including expanded recall powers and a new age limit for reca [4D [K recall from 55 to 65. She emphasized the importance of employer outreach an [2D [K and incentives and plans to modernise administrative systems by January 202 [3D [K 2027.
