I am concerned about the impact of insensitive overdevelopment in my constituency, particularly the strategic rail freight interchange (SRFI) project. Local knowledge is often overlooked for national interest, and this SRFI has led to an increase in heavy goods vehicle traffic congestion with no benefit to residents. The development was unpopular among constituents, who objected at the planning stage due to concerns about the promised rail link not being feasible. The MP is concerned about the lack of rail connections to strategic rail freight interchanges, particularly highlighting a case where Network Rail did not plan for a connection between the West Coast Main Line and a terminal. The debate discusses the need for new guidelines in place to consider existing SRFI locations and mitigate traffic abstraction from nearby facilities.

The Minister explained the importance of strategic rail freight interchanges (SRFIs) in enabling efficient transportation of goods from ports to inland destinations. He noted that while SRFIs are privately funded, they require a development consent order under the Planning Act 2008 and must consider local impacts. The current national networks NPS is being reviewed with changes to ensure developers engage with local stakeholders and mitigate impacts on communities. Changes include providing appropriate parking facilities for HGV drivers and ensuring rail connections are present from the outset or delivered within a specified timescale. The Minister assured that if existing guidelines had been in place, the decision regarding Northampton Gateway Rail Freight Interchange would have required more assurance on rail links. He acknowledged concerns about the non-material change granted in April 2023 but confirmed Network Rail completed the connection to the West Coast Main Line in September and expects full operation by late 2024.
