Fleur Anderson raised concerns about heathrow airport expansion in Westminster Hall. A government minister responded.
Key Requests to Government:
The Government should review and amend the airport's national policy statement to ensure it aligns with climate targets. They must publish a strategy on managing and reducing greenhouse gas emissions from aviation over decades, as well as provide clear safeguards on air quality for residents in affected areas.
How the Debate Unfolded
MPs spoke in turn to share their views and ask questions. Here's what each person said:
Lead Contributor
Residents across south-west London and the country are strongly opposed to Heathrow expansion due to increased carbon emissions, air quality issues, noise pollution, and congestion. The planned expansion would result in an additional 260,000 flights a year, a site size of 950 acres, and 43,000 car park spaces. These changes are incompatible with the UK's climate targets as Heathrow is already the largest single polluter, emitting half of all aviation emissions in the UK. The expansion would also undermine regional jobs and economic growth.
Andrew Slaughter
Lab
Hammersmith and Chiswick
Mr. Slaughter highlighted the negative impacts of Heathrow on his constituency, including congestion, noise pollution, air pollution, safety concerns, and damage to communities. He pointed out that regional airports such as Manchester and Birmingham could serve as alternatives and are currently underutilized. He noted that Heathrow has lost about £4.5 billion and its chief executive position remains unfilled. Mr. Slaughter intervened, criticizing the government's reluctance to fund strategic infrastructure in London and accusing them of dragging their feet on major projects such as Heathrow expansion.
Christine Jardine
Lib Dem
Edinburgh West
Christine Jardine suggested considering French measures to ban short flights in favour of train travel, advocating for such ideas as part of the net zero strategy to reduce unnecessary air travel between cities. Expressed concern that expanding Heathrow might undermine airspace modernisation and delay any improvements expected over the past few years.
Gavin Newlands
SNP
Paisley and Renfrewshire North
Mr. Newlands acknowledged the complex issues surrounding Heathrow expansion, expressing understanding for those against it while also noting the environmental benefits of increased capacity through airspace modernisation. He highlighted the impact of the pandemic on passenger numbers and the potential future strain on regional connectivity if expansion prioritises intercontinental flights over domestic links. Mr. Newlands stressed the importance of ensuring that expanded capacity supports connections to Scotland, mentioning Loganair's current operations from Heathrow to Dundee and its value for Orkney and Shetland airports. He called for a public service obligation from Heathrow to support national connectivity and advocated for investment in sustainable aviation fuels (SAFs) as a mitigation measure against increased emissions.
Grahame Morris
Lab
Easington
Grahame Morris questions the Government's policy of levelling up and expresses concerns about the economic imbalances between London and the north-east. He suggests replacing air passenger duty with an airport congestion charge to incentivise the use of regional airports, which could help bridge the economic divide.
Jim Shannon
DUP
Strangford
Jim Shannon supports Heathrow expansion, emphasizing its benefits for connectivity between Northern Ireland and Great Britain. He highlights the importance of air services, especially after Aer Lingus stopped running flights from Belfast City airport. Shannon also notes that freight travel through Heathrow is crucial, as it transported £133 billion worth of goods in 2013.
Hayes and Harlington
Mr. McDonnell discussed the long-term negative impacts of the proposed Heathrow expansion on his constituents, including noise pollution and respiratory issues affecting children's health. He emphasized that the project has caused blight for over 40 years, leading to property demolitions and forced relocations. Mr. McDonnell argued that no government would approve a third runway while also trying to tackle climate change.
Battersea
Marsha de Cordova expressed concerns about the negative impact Heathrow expansion would have on her constituents and urged the Government to revisit outdated assessments of environmental impacts before considering further expansion.
Mike Kane
Lab
Wythenshawe and Sale East
Mr. Kane discussed the challenges of Heathrow expansion, emphasizing that it must meet criteria for air quality, noise, climate change, affordability, and consumer interests. He shared personal experiences growing up under Manchester airport's flightpath and highlighted concerns about nitrogen oxide levels along major roadways in his constituency. Mr. Kane also addressed the need for technological innovation to decarbonize aviation and criticized the Government's lack of progress on airspace modernization.
Munira Wilson
Lib Dem
Twickenham
Asserted opposition to a third runway at Heathrow due to environmental, economic, and health concerns. Cited Department for Transport calculations showing a net-present value of minus £2.2 billion for the project. Emphasised need for cleaner aviation technologies and better regulations on night flights.
Ruth Cadbury
Lab
Brentford and Isleworth
Ms Cadbury expressed opposition to Heathrow's expansion, particularly a third runway. She highlighted the impact of noise, air pollution, congestion, and economic distortion on her constituents while acknowledging Heathrow's importance as an employment hub. She cited a 2018 statement from Labour opposing Heathrow expansion due to environmental obligations and potential impacts on local residents. Ms Cadbury's concern lies in pressure for more flights on the existing runways, which could increase flight numbers by 60,000 annually. She emphasised that Heathrow should focus on improving as a neighbour to affected communities rather than expanding, advocating for better public transport and employment practices.
Tan Dhesi
Lab
Slough
Tan Dhesi emphasised the importance of building the western rail link to Heathrow as a critical infrastructure priority for the Thames Valley region, stressing that it has been supported by various stakeholders but remains unbuilt after more than a decade.
Government Response
Jesse Norman
Government Response
The Minister acknowledged the strong opinions regarding Heathrow expansion and noted that the Government's position aligns closely with that of the Opposition. He referenced the Airports Commission's recommendation for a new north-west runway at Heathrow in 2015, followed by extensive legal challenges and reviews of the airports national policy statement. The Government continues to support airport growth justified under strict climate change obligations and has published a jet zero strategy focusing on decarbonisation through new aircraft technology, setting targets for emissions-free operations, and addressing sustainable aviation fuels. The Minister emphasised that further work is needed due to uncertainties from the pandemic's impact on aviation demand.

About Westminster Hall Debates
Westminster Hall debates are a chance for MPs to raise important issues affecting their constituents and get a response from a government minister. Unlike Prime Minister's Questions, these debates are more in-depth and collaborative. The MP who secured the debate speaks first, other MPs can contribute, and a minister responds with the government's position.
