Issue Summary

The establishment of the Higher Education Restructuring Regime has been announced to address financial challenges faced by higher education providers due to COVID-19.

Action Requested

I am announcing today the establishment of the Higher Education Restructuring Regime, which will support sustainable HE providers in England facing market exit risks caused by COVID-19, provided there is a clear economic case for intervention. This regime will be guided by specific policy objectives and supported by an independent board.

Key Facts

  • On 4 May, a higher education stabilisation package was announced to mitigate the impact of COVID-19 on HE providers.
  • The Department for Business, Energy and Industrial Strategy announced further support in the Research Stabilisation Package on 27 June.
  • Providers on the Office for Students register in the approved (fee cap) category are in scope for consideration for support through this regime.
