I am revoking the existing Regulations and replacing them with The Health Protection (Coronavirus, Restrictions) (No. 2) (England) Regulations 2020 which allow for a wider reopening of businesses, permit overnight stays and group prayer under certain conditions, and introduce new powers to restrict access to public outdoor places if necessary.

- The gathering limit has been set at 30 people in private dwellings, ships or boats, and public outdoor spaces.
- Leicester is exempt from the new regulations due to rising cases; non-essential retail must close and gatherings of more than six people outdoors are prohibited.
