Issue Summary

Mr Steve Baker is laying out the Windsor Framework (Implementation) Regulations 2024 which will enable the Government to direct Northern Ireland departments on delivering aspects of the framework and commitments made in the Safeguarding the Union command paper.

Action Requested

The Government has published these regulations, plans to publish guidance setting initial directions for fulfilling commitments, and is taking steps to ensure swift delivery of remaining provisions. It will also continue promoting dual market access benefits and rejecting calls to ban live animal movement from Northern Ireland.

  • The Regulations will come into force on 12th April 2024.
  • The Windsor Framework (Constitutional Status of Northern Ireland) Regulations 2024 are now in force.
  • The Windsor Framework (Unfettered Access and Internal Market) Regulations 2024 are also now in force.
  • The East-West Council will meet on 26 March to discuss investment and skills proposals.
  • Working groups on veterinary medicines and horticulture will have met by the end of March.
  • Further guidance on medicines for around 9,400 medicines currently on GB licences will be published shortly.
  • Statutory guidance on public authorities' regard for Northern Ireland's place in the UK’s internal market will also be issued.
  • The proposed trade ban would have ended movement of an estimated 3,500 cattle, 17,000 pigs and 337,000 sheep to Ireland.
