What steps he is taking to help increase the numb [4D [K number of apprenticeships available to young people. The number of youth ap [2D [K apprenticeship starts has fallen by 40% over the past decade.
Because we want to give more young people the chanc [5D [K chance of apprenticeships, we are fully funding youth apprenticeships for s [1D [K small businesses, introducing a £2,000 hiring incentive for non-levy-paying [15D [K non-levy-paying employers, and expanding foundation apprenticeships in hosp [4D [K hospitality and retail. All that is aimed at more opportunity and more work [4D [K work for young people.

The local university in James Asser's const [5D [K constituency reports that while private and grammar schools are doing good [K work to promote apprenticeships, the state sector is not reflecting this pr [2D [K progress.
I very much welcome the work being done to priori [6D [K prioritise and expand apprenticeships, but all too often their image is dat [3D [K dated and the modern situation is not fully understood. While my local univ [4D [K university tells me that good work on promoting apprenticeships is being do [2D [K done in private and grammar schools, that is not always reflected across th [2D [K the wider state sector. Will the Government consider how we might tackle th [2D [K the issue, working with apprenticeship bodies, industry organisations and t [1D [K the unions, to ensure that modern apprenticeships are fully known about and [3D [K and the opportunities they provide are fully understood?
My hon. Friend is right to say that promoting appre [5D [K apprenticeships must start in schools. Our brilliant apprenticeship ambassa [7D [K ambassador network brings together about 3,000 employers and apprentices, w [1D [K who go into schools and colleges and share stories about how apprenticeship [14D [K apprenticeships can transform young lives. Those ambassadors have now reach [5D [K reached 97% of the state-funded secondary schools and colleges in England—n [9D [K England—nearly 3,500 in the past three years—but, for the reasons that my h [1D [K hon. Friend has given, we have got to do more work to make information abou [4D [K about apprenticeships as clear and easy to use as possible.

A local business in Greg Smith's constituen [10D [K constituency, Twentyfour Hair, for the first time in 21 years cannot afford [6D [K afford to take on a new apprentice due to high taxes. This situation reflec [6D [K reflects many businesses across his constituency.
I raised with the Prime Minister at PMQs a couple [6D [K couple of weeks ago the case of Twentyfour Hair, a salon in Princes Risboro [7D [K Risborough in my constituency, which for the first time in 21 years cannot [K afford to take on a new apprentice. That message is echoed by businesses ac [2D [K across my constituency. In order to improve uptake in new apprenticeship st [2D [K starts, which I entirely support, what steps is the Secretary of State taki [4D [K taking with the Chancellor to get rid of this punitive level of business ta [2D [K taxation, which is preventing businesses from taking them on?
I referred in my previous answer to the step I am t [1D [K taking, which is to put in place a £2,000 hiring incentive for small busine [6D [K businesses taking up a new apprentice. If it is someone who has been unempl [6D [K unemployed and on universal credit for six months, there is the potential f [1D [K for an additional £3,000 hiring incentive on top of the £2,000. We want to [K incentivise small businesses to take on apprentices, for reasons that I thi [3D [K think are shared right across the House and because of the great opportunit [10D [K opportunities that they entail.

Launched a space apprenticeship pilot in Po [2D [K Portsmouth, involving Airbus and local organisations. This follows previous [8D [K previous government failures to deliver high-value opportunities.
This month I launched a space apprenticeship pilo [4D [K pilot in Portsmouth North, bringing together Airbus and the Solent Growth P [1D [K Partnership to ensure that candidates who narrowly miss out on an Airbus ap [2D [K apprenticeship are matched directly with defence and space SMEs in the area [4D [K area. Following the failure of the last Government, does the Secretary of S [1D [K State agree that this Labour Government's reforms are finally delivering hi [2D [K high-value opportunities in aerospace and cyber, and will he work with me t [1D [K to look at how we can extend this initiative across other sectors, such as [K maritime and construction?
May I congratulate my hon. Friend on what sounds li [2D [K like a fantastic initiative? She puts her finger on something very importan [8D [K important: sometimes people who narrowly lose out on a particular apprentic [9D [K apprenticeship could benefit from one elsewhere. I did refer to the work th [2D [K that we are doing to try to improve the information, and the initiative she [3D [K she has taken is a great example of what can be done. Just because people d [1D [K do not get their first choice should not mean that they lose out on the opp [3D [K opportunity of an apprenticeship entirely.

A report highlighted the apprenticeship pen [3D [K penalty, where low-income families lose up to £330 a week in benefits when [K a 16-year-old takes an apprenticeship.
Apprenticeships offer young people a great pathwa [6D [K pathway into rewarding careers, so I very much welcome the Government's amb [3D [K ambition to create more of them, but a report published last week by the So [2D [K Social Security Advisory Committee highlighted the so-called apprenticeship [14D [K apprenticeship penalty, whereby low-income families can lose up to £330 a w [1D [K week in child benefit and universal credit the moment a 16-year-old takes u [1D [K up an apprenticeship. What is the point of creating more apprenticeships if [2D [K if a cliff edge like this discourages young people from taking them up? Wil [3D [K Will the Minister commit to urgently fixing this penalty, so that no family [6D [K family are left worse off simply because their child chooses an apprentices [11D [K apprenticeship over full-time education?
I am always grateful for the work of the Social Sec [3D [K Security Advisory Committee, and I am grateful to the hon. Lady for her que [3D [K question, but one thing that she missed out is that apprenticeships are pai [3D [K paid, so a young person taking up an apprenticeship opportunity will be ear [3D [K earning money that contributes to the family's income. We have to take that [4D [K that into account, as well as all the other sources of the family's income. [7D [K income.

Many young people are unemployed, raising c [1D [K concerns about the effectiveness of apprenticeships in securing long-term e [1D [K employment.
I really welcome my right hon. Friend's work in t [1D [K this area, given that so many young people are unemployed, but what is he d [1D [K doing to evaluate how many apprentices get proper, long-term, full-time job [3D [K jobs as a result? Clearly, that is the end goal that we all want to see.
My hon. Friend will know that when people complete [K an apprenticeship, their chances of employment are very high. I am pleased [K to report that apprenticeship achievement rates are up in the latest figure [6D [K figures, as are the apprenticeship start numbers.
